Then, in August the new dormitory for student nurses was opened with a well attended open house. The School of Nursing can now accommodate 70 students and the steady increase in qualified applicants shows that the enlarged facilities will soon be fully utilized. The building was jointly financed by a federal grant and a long-term, low cost federal loan.


Also, two areas were remodeled into new facilities. The need for additional labor beds in the maternity wing became critical to the point of having to enlarge the existing labor suite from four to eight beds. This in turn brought about a new entrance and parking lot. Also, new shower facilities were added on the patients' floors. In spite of these renovations a new maternity facility will become a neces- sity in the near future.

Report of the Sturdy Memorial Hospital continued-


Last year also saw the inauguration of a Meditation Room for the use of patients and visitors. It is hoped that this facility will be used as a quiet retreat for meditation and prayer. These two remodeling projects were completed by the hospital's own maintenance department.


The people who deserve a very special thanks for providing the Attleboro area with such an up-to-date health facility are the members of the Board. To them and the Chairman, Mr. C. W. Cederberg, may I extend my sincere personal thanks for their unfailing support and guidance during my first year as Adminis- strator of Sturdy Hospital. I am indeed most grateful.

REPORT OF THE PLANNING BOARD 1961


To the Honorable Mayor and Municipal Council Attleboro, Massachusetts


Gentlemen:


The central matter of interest this year was the unfolding study of the Master Plan for Attleboro being made by the Blair Associaties.


The final report on the development of the Central Business District was given at a well attended meeting of City Officials, business and professional men and other interested people, held in the Council Chamber on Monday, Feb- ruary 6, 1961. It was presented in the form of an attractive blue and white bro- chure of 74 pages with an appendix of 22 pages and well illustrated with maps and pictures.


Fifty copies were available for reference while Mr. Blair and Mr. Stein made a running commentary illustrated by lantern slides.


The brochure contained chapters entitled: Background, Statement of Policy, The Plan, and The Urban Renewal Program. Our problems are simply stated: How to get traffic in and out and around the City with the least friction. How to furnish ample parking space and commercial buildings to attract customers, and How to finance the works.


The studies now being made are intended to be guide lines for the City as it faces the five vital questions of existence: What? Why? When? Where? How?


The Attleboro Chamber of Commerce acquired three hundred copies of this brochure for future distribution.


At its meeting on February 20, 1961 the following Vote was passed: VOTED: That the Planning Board approves the plan for the development of the Central Business District as submitted by the Blair Associates and recommends its adoption by the Honorable Mayor and Municipal Council.


The revision of the Zoning Ordinance and map adopted in 1942, and the Com- prehensive Plan for the entire City has been under constant study and discussion and the final reports have not been made at the close of the year.


In the course of these studies the Honorable Mayor and Municipal Council, the Attleboro Chamber of Commerce, the South Attleboro Businessmen's Asso- ciation, the Development and Industrial Commission and the Zoning Board of

Appeal have been consulted. Questionnaires have been taken from merchants in the Central Business District and the South Attleboro area.


Twenty-five meetings were held during the year with an average attendance of 76%.


The Blair Associates were represented at every meeting by at least one member and at some meetings two, three and four members of their staff were present. Nine different members of their staff appeared at our meetings during the year and were available as consultants.


The Board welcomes all information, suggestions and criticism pertinent to the development of our city so as to make it a good and ever better place in which to live and do business.


We thank all of you who have so generously helped us during the year.

Hill Street in Highland View Plat dated 1925. From Rosewood Avenue north- erly for 400 feet more or less to Sweetland Avenue. Good gravel road built and drainage plan furnished by owner of certain lots.


Anderson Avenue from Thacher Street northerly toward site of new High School. A paper street in Thacher Terrace Plat, not under Subdivision Control Law. Owners of certain lots will build acceptable gravel road from Thacher Street northerly for 225 feet.


Lathrop Road, new access road from West Street to South Avenue. Name recommended in honor of former owner of the land and one-time selectman.


Brander Road from North Avenue easterly. Owner of lot builds acceptable gravel road from point of last acceptance at Gray Street along the frontage of his lot.

Stobbs Drive. Name proposed for the access road B from the dead end of Commonwealth Avenue on the easterly side of Route 95 running southerly to North Avenue in honor of the former owner of the land.


Washburn Street from North Avenue westerly for 750 feet with dead end at Route 95. Voted to recommend acceptance of this street as a public way as it will be needed for site of trunk sewer line for the area westerly of Route 95.


Sherman Street from Washburn Street northwesterly for 600 feet with dead end at Route 95. Recommended for acceptance as a public way as it will be need- ed as site of a trunk sewer line.


Field Road. Petition for increasing from 25 feet to 30 feet two entrances to Field Road from Forest Street. Recommendation made that petition be granted.


Walton Street from North Avenue westerly for 615 feet. Necessary as the main entrance to the City's Industrial Park. Recommended for acceptance as a public way.


Hall Avenue from Robinson Avenue easterly to Gardner Street. Not recom- mended for acceptance as a public way on account of drainage problem between Brown Street and Pine Road.


Camp Street. Petition for acceptance as a town way from South Main Street southerly across Dailey Street to Arnold Street for a distance of 800 feet. Not recommended for acceptance at this time because of the drainage problem in this area.


RECOMMENDATIONS ON PROPOSED ADMENDMENTS TO ZONING ORDINANCE.


To rezone from General Residence to Business District P Use land on the northeasterly corner of James and East Streets now having a non-conforming use as a Grocery and Meat Market, and shown on Assessors' New Plat #42 as Lots #292-293.


Recommendation that petition be denied.


To rezone from Single Residence to Industrial District P Use land on the southerly side of Pleasant Street extending to the northerly side of the Taunton Branch Railroad and shown on Assessors' New Plat #56 as Lots 12, 13 and 15, and on Assessors' New Plat #57 as Lots 13A and 15.


Recommendation that Lots 12, 13 and 15, Assessors' New Plat #56 be rezoned from Single Residence to Business District P Use beginning at a line 280 feet southerly of Pleasant Street and parallel to it, and that Lots 13A and 15, Asses- sors' New Plat #57 be rezoned to Industrial District P Use.

REPORT OF THE PUBLIC WORKS DEPARTMENT 1961


To His Honor, the Mayor, and the Municipal Council:


Gentlemen:


The tabulated operations data of the Public Works Department for the year 1961 covers completely the many phases of the required work.


The ever present handicapbecause of insufficient labor was more acute than in the past, due to the increased schedule of maintenance and construction of streets and the many small repair jobs on fences, bridges, culverts and drains that cannot be scheduled and are consuming of time and men. Vacations of three weeks for seven of the key men, plus sick leave, with no available replacement results in a great loss of man hours through the year.


It is an accepted axiom in construction and is a basic precept in the military, that in a group of men, however small, assigned to a specific mission, one man must be in charge and responsible for receiving and following instructions to achieve the planned result.


This Department intends to begin a reclassification of Employees to apply the above principle to our daily operations.


The beginning was made by promoting Mr. Philip L. Proulx, a veteran em- ployee, a power shovel operator of considerable experience and a See Bee Veteran of the Pacific Theatre, to the position of General Highway Foreman.


This has proven to have been an excellent decision, which the many work accomplishments, under his direct supervision, will substantiate. The excellent cooperation of the majority of all the Department Employees with the Foreman contributed to the remainder of the successful work end result.


It is proposed in 1962 to carry on the reclassification by promoting men, showing interest and ability, to the position of Sub-Foremen, with added respon- sibility and a slight increase in pay, commensurate with the duties. The plan is to assign a Sub- Foreman and at least two Laborers to the duty of cleaning and maintaining in operating condition the sewer and many surface drainage systems with catch basins within the City.


Specifically there is, in round numbers, thirty-five miles of sanitary sewer mains, fourteen miles of surface drain lines and six hundred seventy catch basins. Obviously this is a full time job and, emergencies excepted, must be carried on in a systematic manner. The Sub-Foreman is capable of keeping cleaning records and has sufficient construction knowledge to observe and report any condition re- quiring attention beyond the usual routine operation. A Sub-Foreman for street construction should be the power grader operator, a long term employee of skill and experience. His duty would be responsibility for labor and equipment sched- uling on the actual field construction in addition to the operation of his grader.

Road oiling supervision and allied maintenance would also be expected of him. Again, a reasonable differential in wages should be realized.


Next, it is proposed to have a Sub-Foreman in charge of sewer and drain construction for jobs too small to contract and to make underground repairs or pipe improvements necessary. A man, with some engineering experience and sufficient knowledge to set grades, schedule material and record installation, is available within the Department and could be promoted as supervisor.
