Warrant for Town Meeting.


WORCESTER, SS.


To either of the Constables of the Town of Douglas, in the County of Worcester,


Greeting :


In the name of the Commonwealth of Massachusetts,


You are directed to notify the inhabitants of the town of Doug- las, qualified to vote in elections and in town affairs, to meet in the Town Hall, in East Douglas in said Douglas, on Monday, the sixteenth day of March next, at nine o'clock, in the forenoon ; then and there to act on the following articles :


Art. 1. To choose a Moderator to preside at said meeting.


Art. 2. To choose a Town Clerk, Treasurer, three Select- men, three Assessors, Town Agent, six Constables, Tax Collect- or, Agent and three Appraisers on the Device of Moses Wallis, three Fence and three Bridge Viewers, all for one year ; also one Overseer of the Poor, three School Committee, and two Trustees of the Public Library, for three years.


Art. 3 .- To choose all other necessary Town Officers, and to fill any vacancies that may appear.


Art. 4 .- To vote on the question shall licenses be granted for the sale of intoxicating liquors in this town the ensuing year ?


Art. 5 .- To hear the annual reports of the Several Town Officers and act thereon.


Art. 6 .- To raise by tax and appropriate such sums of money as may be necessary for the support of the poor, of schools, for repairing school houses, repairing highways and bridges, for payment of debts and interest, and contingent expenses the ensuing year.

Art. 7 .- To raise by tax and appropriate the sum of three hundred dollars for Superintendent of Schools.


Art. 8. To see if the town will vote to instruct the Collector of Taxes for the year 1896, to collect interest on all taxes not paid at a specified time, and to fix said time and rate of interest, and see if the town will give the Collector of Taxes the same authority that a Town Treasurer has when Collector. To see what discount will be allowed on taxes paid before specified time.


Art. 9 .- To determine the time when Poll Taxes shall be collected.


Art. 10 .- To see if the town will accept the list of names proposed by the selectmen to serve as Jurors the ensuing year, or amend the same by adding thereto or taking therefrom.


Art. 11 .- To see if the town will vote to pay the members of the Fire Company the sum of eight dollars each, for their services the ensuing year, no member to receive said sum until he has served his full year ending Apr. 1. 1897, and all fines to be deducted from said amount and covered into the treasury of said company.


Art. 12 .- To see what use the town will make of the Dog Fund, so called, for the ensuing year.


Art. 13 .- To see what number the acting Superintending Committee of schools shall consist, and what their compensation shall be.


Art. 14 .- To see what compensation the town will allow their Tax Collector for collecting taxes the ensuing year.


Art. 15 .- To choose one or more Auditors in accordance with Sec. 1, Chap. 221, of Laws and Resolves of the year 1888.


Art. 16 .- To raise such sums of money as may be necessary to furnish state aid to disabled soldiers and their families.


Art. 17 -To see if the town will vote to authorize the As- sessors to abate such taxes as in their judgement ought to be abated, which were assessed in the previous years.


Art. 18 .- To see if the town will accept the provisions of Chapt. 431, of the Acts of 1888, and subsequent amendments, relating to the employment of a Superintendent of Schools, and appropriate money therefor, that the town will unite with the Town of Sutton to employ a Superintendent of Schools.


Art. 19 .- To see if the town will raise and appropriate the

sum of ($150) one hundred and fifty dollars to Samuel Sibley Post. G. A. R, for charitable purposes, under provisions of Chapt. 189, Sec. 1. of Acts and Resolves of the year 1885.


Art. 20 .- To see if the town will vote to protect ponds and streams in Douglas, from parties living out of town from fishing in them, and to raise and appropriate a sum not exceeding fifty dollars to enforce said vote.


Art. 21 .- To see what action the town will take to stock the ponds and streams with trout and other food fish, and raise and appropriate a sum of money to pay the expenses of the same, or act or do anything in relation to the same.


Art. 22 .- To see if the town will instruct the Agent of the Wallis Devise to collect all back interest and all interest annu- ally, according to the conditions of the will.


Art. 23 .- To see what price the town will pay for teams and labor the ensuing year.


Art. 24 .- To hear the report of all outstanding Committees, and act thereon.


Art. 25 .- To see if the town will vote to receive bids for wood and coal for school and town purposes for the year ensuing.


Art. 26 .- To see if the town will vote to appoint two weigh- ers of coal and measurers of wood for town purposes.


Art. 27 .- To see if the town will vote to employ a Town Physician.


Art. 28 .- To see if the town will vote to have a suitable num- ber of valuation books printed, as taken by the Assessors.


Art. 29 .- To see what action the town will take in regard to building a road from Wallum Pond to main road.


Art. 30 .- To see if the town will vote to post all warrants calling future town meetings, on the school house in District No. 4, instead of on the tavern house of William Jepherson, so called, in South Douglas.


Art. 31 .- To see if the town will vote to buy one undivided half of about six acres of wood land the other half of which they now own.


Art. 32 .- To see if the town will choose a committee to revise the present By-laws, or draft a new code for the government of the town, and report the same at the next annual meeting, or act or do anything in relation to the same.

Art. 33 .- To see if the town will vote to raise by tax and ap- propriate such sums of money as may be needed to defray town expenses the ensuing year, not included in Art. 6.


Art. 34 .- To see if the town will authorize the Treasurer to borrow money with the approbation of the Selectmen to pay all necessary expenses when there is a deficiency in the treasury.


Art. 35 .- To see if the town will vote to instruct their Select- men to have their cemetery mowed once a year and have the grave stones placed in position.


Art. 36 .- To see if the town will vote to require tramps to work when cared for over night, or act or do anything relative to the same.


Art. 37 .- To see if the town will vote to buy or rent the Citi- zens' Hall, so called, for school purposes.


Art. 38-To see if the town will vote to choose by ballot either a Superintendent of the Highways, Townways and Bridg- es ; a Highway Surveyor, or a Road Commissioner for the en- suing year.


The polls may close at 3 o'clock, p. m.


And you are directed to serve this warrant by posting up attest-


ed copies thereof, at the Post Office in East Douglas, at the Post Office in Douglas Center, and at the Tavern House of William Jepherson, so called, in South Douglas, ten days at least, before the time for holding said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.
