Warrant for Town Meeting.
WORCESTER, SS.
To either of the Constables of the Town of Douglas, in the County of Worcester, Greeting :
In the name of the Commonwealth of Massachusetts,
You are directed to notify the inhabitants of the town of Doug- las, qualified to vote in Elections and in Town Affairs, to meet in the Town Hall, in East Douglas in said Douglas, on Monday, the twentieth day of March inst., at nine o'clock, in the forenoon ; then and there to act on the following articles :
Art. 1 .- To choose a Moderator to preside at said meeting.
Art. 2 .- To choose a Town Clerk, Treasurer, three Select- men, three Assessors, Town Agent, six Constables, Tax Collect- or, Agent and three Appraisers on Devise of Moses Wallis, three Fence and three Bridge Viewers, all for one year, also one Overseer of the Poor for three years, three School Com- mittee for three years, two Trustees of the Public Library for three years, and one Road Commissioner for one year.
Art. 3 .- To choose all other necessary town officers, and fill any vacancies that may appear.
Art. 4 .- To vote on the question : "Shall license be granted for the sale of intoxicating liquors the ensuing year ?" in this town.
Art. 5 .- To hear the annual reports of the several Town Officers and act thereon.
Art. 6-To raise by tax and appropriate such sums of money as may be necessary for the support of the poor, of schools, for repairing school houses, repairing highways and bridges, for

paying of debts and interest and contingent expenses the ensuing year.
Art 7 .- To determine the time when poll and other taxes shall be collected.
Art. 8-To see if the town will vote to instruct the Collector of taxes for the year 1899, to collect interest on all taxes not paid at a specified time, and to fix said time and rate of interest, and see if the town will give the Collector of taxes the same authority that a Town Treasurer has when Collector.
Art. 9 .- To see if the town will accept the list of names pro- posed by the Selectmen to serve as Jurors the ensuing year, or amend the same by adding thereto or taking therefrom.
Art. 10 .- To see if the town will vote to pay the members of the Fire Company the sum of eight dollars each for their services the ensuing year, no member to receive said sum until he has served his full year ending April first 1900, and all fines to be deducted from said amount and covered into the treasury of said company.
Art. 11 .- To see what use the town will make of the Dog Fund so called, the ensuing year.
Art. 12 .- To see what number the acting Superintending Com- mittee of schools shall consist, and what their compensation shall be.
Art. 13 .- To see what compensation the town will allow their Tax Collector the ensuing year for collecting taxes.
Art. 14 .- To choose one or more Auditors, in accordance with Section 1, Chap. 221 of the Laws aud Resolves of the year 1888.
Art. 15 .- To raise such sums of money as may be necessary to furnish state aid to disabled soldiers and their families, and for any other purpose not included in article 6.
Art. 16 .- To see if the town will authorize the Assessors to abate such taxes as in their judgment, ought to be abated, which were assessed in previous years.
Art. 17 .- To see if the town will vote to raise and appropriate the sum of one hundred and fifty dollars to Samuel Sibley Post, G. A. R., for charitable purposes, under provision of Chap. 189, section 1, of the Acts and Resolves of the year 1885,

Art. 18 .- To see what price the town will pay for teams and labor the ensuing year.
Art. 19 .- To hear the report of all outstanding committees and act thereon.
Art. 20 .- To see if the town will vote to authorize the Treas- urer, with the approval of the selectmen, to borrow money in an- ticipation of the taxes of the present municipal year and payable therefrom.
Art. 21 .- To see if the town will vote to use the license mon- ey if granted, to pay town notes.
Art. 22 .- To see if the town will vote to prohibit the killing at all seasons of Patridge, Quail and Woodcock in the town of Douglas.
Art. 23 .- To see if the town will vote to raise and appropriate two hundred and fifty dollars to make needed repairs at the Almshouse.
Art. 24 .- To see if the town will vote to abate the taxes of Burton Goddard for the year 1898 as assessed to him for that year which should have been exempt from taxation under Chap. 307 of the Acts and Resolves of the year 1898.
Art. 25 .- To see if the town will vote to request the assessors to make a personal examination of the taxable real estate in town with a view of making a correct valuation thereof.
Art. 26 .- To see if the town will vote to request the assessors to give such a description of the Non Residents and other lands in Douglas as shall comply with the Statutes.
Art. 27 .- To see if the town will vote to grade the hill lead- ing by the residence of Henry Wright and appropriate one hun- dred dollars for the same.
Art. 28 .- To see if the town will vote to open and keep a school in District No. 4.
Art. 29 .- To see if the town will vote to complete the side- walk on Depot Street running from Walter Brown's to Depot, and raise and appropriate a sum sufficient for the same.
Art. 30 .- To see if the town will raise and appropriate five hundred dollars to build a vault in which to keep the Town Records.
Art. 31 .- To see if the town will vote to purchase a stone

crusher, engine and road roll, for repairing high-ways and raise and appropriate money for the same.
Art. 32 .- To see if the town will authorize the Selectmen to sell at public auction the school houses now unoccupied and deed the same to the purchasers before the first day of May, or act or do anything in relation to the same.
Art. 33 .- To see if the town will authorize the Road Commis- sioner to pay all laborers on the high-way by order on the Selectmen.
Art. 34 .- To see if the town will vote to assent that the fol- lowing named persons and their estates, at their request, may be excluded from the East Douglas District, by a majority vote of said District, at a legal meeting called for that purpose, and any others that may petition to be excluded from said District : Hammond Metcalf, Henry Gould, A. F. Brown, Alvan H. Brown, Fred Chappell, Mrs. Rebecca Fairfield, Mrs. John Chollar, Robert Brown, William Stone, Chas. S. Caswell, E. N. Jenckes, Chas. Mercier, Joseph Bowen, George A. Gleason, Francisco Bowen.
Art. 35 .- To see if the town will vote to accept the provisions of Chapter 255 Sec. 1 and 2 of the General Statutes of the year 1878 and elect its Selectmen and Assessors one for one year, one for two years and one for three years and thereafter at each annual meeting elect one Selectman and one Assessor for three years.
The polls may close at three o'clock.
And you are directed to serve this warrant by posting up attest- ed copies thereof, at the Post Office in East Douglas, at the Post Office in Douglas Center. and at the School House in South Douglas, ten days, at least before the time for hold- ing said meeting.
Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.

We have examined the books and accounts of the Town Treasurer, and counted the money belonging to the town, and find them correct.

Obtaining Town Records.
After the spring election of 1898, the town treasurer, W. E. Jones, refused to turn over the books, money and other property belonging to the town, to the newly elected treasurer

and owing to the delay in so doing, a difference of one and one- half per cent. was made in our spring loan, making it cost the town $52.50 more in interest than it would had he prompt- ly delivered over the property, as he should have done.
Also, the selectmen were obliged to make expense to the amount of $66.25 to obtain the books and money and to protect the town's interest ; making a total of $118.75 of expense which would not have been necessary had the books, papers, and funds been promptly turned over to the incoming treasurer.
