WARRANT FOR TOWN MEETING
WORCESTER, SS.
To either of the Constables of the Town of Douglas, in the county of Worcester, GREETING.
In the name of the Commonwealth of Massachusetts, you are directed to notify the Inhabitants of the Town of Douglas, quali- fied to vote in elections and in town affairs, to meet in the Town Hall, in East Douglas in said Douglas, on Monday, the Twentieth day of March, 1905, at nine o'clock in the forenoon, then and there to act on the following articles :
Art. 1 To choose a Moderator to preside at said meeting.
Art. 2. To choose a Town Treasurer, Town Clerk, one Select- man for three years, one Assessor for three years, Town Agent, six Constables, Tax Collector, Agent, and three Appraisers on devise of Moses Wallis, three Fence and three Bridge Viewers, all for one year, also one Overseer of the Poor for three years, three School Committee for three years, one Trustee of the Public Library for three years, ten Highway Surveyers, one for each of the old school districts, (so called) also one Tree Warden for one year, one Town Cemetery Commissioner for three years, one Auditor for one year.
Art. 3. To choose all other necessary Town Officers, and fill any vacancies that may appear.
Art. 4. To vote on the question, Shall license be granted for the sale of intoxicating liquors for the ensuing year in this town ?

Art. 5. To hear the reports of the Town Officers and act there- on.
Art. 6. To raise by tax and appropriate such sums of money as may be necessary for the repairs of highways and bridges, sup- port of poor, for schools and repairs of school buildings, for paying debts and interest, and other contingent expenses, for salary of superintendent of schools, and maintaining the electric street lights and increasing the number, if the town so desires.
Art. 7. To determine the time when poll and other taxes shall be collected, and to see what rate of discount will be allowed on taxes paid before such time, and also what rate of interest shall be charged on all taxes not paid at said specified time, and see if the town will give the collector of taxes the same authority that the town treasurer has when collector.
Art. 8 To see if the town will accept the list of names proposed by the selectmen to serve as jurors the ensuing year, or amend the same by adding thereto or taking therefrom.
Art. 9 To see if the town will vote to pay the members of the fire company the sum of eight dollars each for their services the ensuing year, no member to receive said sum until he has served his full year ending April 1, 1906, and all fines to be deducted from said amount and covered into the treasury of the company.
Art. 10 To see what use the town will make of the dog fund, so-called, the ensuing year.
Art. 11 To see what number the acting superintending com- mittee of the schools shall consist of and what their compensation shall be.
Art. 12 To see if the town will vote to pay their tax collector two hundred dollars the ensuing year for collecting taxes, or act or do anything in relation to the same.
Art. 13 To choose one or more auditors in accordance with Sec. 7, Chapter 221, of the Laws and Resolves of the year 1888.
Art. 14 To raise such sums of money as may be necessary to furnish state aid to disabled soldiers or their families, and for any other purpose not included in Art. 6.

Art. 15 To see if the town will authorize the assessors to abate such taxes as in their judgment ought to be abated, which were assessed in previous years.
Art. 16 To see if the town will vote to raise and appropriate the sum of one hundred and fifty dollars to Samuel Sibley post, G. A. R .; one hundred dollars for charitable purposes, and fifty dol- lars to be expended Memorial Day, under provisions of Chapter 189, Sec. 1, of Acts and Resolves of the year 1885.
Art. 17. To see what price the town will pay for teams and labor on the highways for the ensuing year.
Art. 18. To hear the report of all outstanding committees and act thereon.
Art. 19. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money in anticipa- tion of the taxes of the present municipal year, and payable there- from.
Art. 20. To see if the town will vote to use the-license money, if licenses are granted, on the highways, under the supervision of the selectmen, or act or do anything in relation to the same.
Art. 21. To see what sums of money the town will raise and appropriate for constructing and repairing sidewalks, and under whose supervision it shall be expended.
Art. 22. To hear the report of the Douglas Town cemetery commissioners and act thereon ; also to see if the town will vote to raise and appropriate a sum of money to straighten up and repair the headstones of Revolutionary soldiers in the old Douglas cemetery.
Art. 23. To see if the town will vote to contract with the Douglas Electric Co. for street lighting the coming year, or act or do anything in relation to the same.
Art. 24. To see if the town will vote to repair and open the school house for instruction in district No. 2, and appropriate money therefor.
Art. 25. To see if the town will vote to pay twenty-five dollars for repairs of town clock, so called, to be paid from the contingent fund.

Art. 26 To see if the town will vote to raise and appropriate a sum of money to grade and curb the front and side of the public library lot.
Art. 27 To see what sum of money the town will raise and ap- propriate for the support of the Simon Fairfield public library.
Art. 28 To see what action the town will take in regard to the several mortgages held by devise of Moses Wallis by the inhabit- ants of Douglas.
Art. 29 To see if the town will vote to continue to use the present location of the Cummings' Court road, with its slight curve near its junction with Main street with no expense to the town, and where it has been for the last sixty years; or to straighten the road by building through the central portion of Mrs. Louisa S. Hol- brook's land, paying her the sum of $1,500 for damages, and sev- eral hundred more for building the road.
Art. 30 To see if the town will vote to instruct its board of se- lectmen, or the agent of the Moses Wallis devise, to petition the judge of probate to grant a right to said agent of the Moses Wallis , devise to enable him to make loans in a sum greater than $500.
Art. 31 To see if the town will vote to purchase a steam road roller and raise and appropriate a sufficient sum therefor.
The polls may close at 2 o'clock p. m.
And you are directed to serve this warrant by posting up attest- ed copies thereof, at the Post-Office in East Douglas, at the Post- Office in Douglas Center, and at the School House in South Doug- las, ten days, at least before the time for holding said meeting.
Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk at the time and place of meet- ing aforesaid.

I have paid during the year school house note No. 7 of $1000.00 The net indebtedness of the town remaining the same March 1st, 1905, as last year. The town has acquired by purchase the site of

the Central hall building on Main street, also paid one-half cost of · bridge construction over the Mumford river on Manchaug road, also a new road machine. These are some of the purchases not provided for in the original appropriations. The town of Douglas' total debt is far less than any neighboring towns and is among the lowest in the state. In looking back 10 years, to 1895, we find the total indebtedness is about the same, notwithstanding the fact that you have built a school house that cost $18,000, bought an engine and crusher at a cost of $2500, and buying real estate to the value of $1000, eliminating curves in roads of $700, besides settling several damage cases amounting to $2500, making a total outlay of $24,700, in ten years, and still keeping the net debt at the same point. While this has been done by an increase of rate in taxation, it tends to show conclusively that the town is wise in raising as much as seems necessary to pay all the just claims against it, and at the same time give the inhabitants some of the improvements which are necessary to a wide awake, prospering municipality.
