WARRANT FOR TOWN MEETING.
WORCESTER SS.
To either of the Constables of the Town of Douglas, in the County of Worcester.
GREETING :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Douglas, quali- fied to vote in elections and in town affairs, to meet in the Town Hall, in East Douglas in said Douglas, on Monday the nineteenth day of March current, at nine o'clock in the forenoon, then and there to act on the following articles:
ARTICLE I. To choose a Moderator to preside at said meeting.
ART. 2. To elect a Moderator, a Town Clerk, a Town Treas- urer, one Selectman for three years, one Assessor for three years, one Assessor for one year, a Town Agent, six Constables, a Tax Collector, and Agent, and three Appraisers on Devise of Moses Wallis, three Fence and three Bridge Viewers, each for one year, one Overseer of the Poor for three years, three members of the School Committee for three years, one trustee of the Public Lib- rary for three years, ten Highway Surveyors for each district, one Tree Warden for one year, one town Cemetery Commissioner for

three years, one Auditor for one year, and vote yes or no on the question, shall license be granted for the sale of intoxicating liquor in the town the ensuing year?
ART. 3. To choose all other necessary Town Officers for the year ensuing.
ART. 4. To hear the reports of the Town Officers and act thereon.
ART. 5. To raise by tax and appropriate such sums of money as may be necessary for support of poor, for schools, for debts and interest, for salary of Superintendent of schools, for maintaining street lights, and other contingent expenses of the town for the en- suing year.
ART. 6. To raise such sums of money as may be necessary for making and repairing highways and townways for the ensuing year and order the same assessed upon polls and estates of resi- dents and non-residents as other town charges are assessed.
ART. 7. To determine the time when poll and other taxes shall be collected, or act in any manner in relation thereto.
ART. 8. To see what disposition the town will make of the dog fund.
ART. 9. To see if the town will vote to pay the members of the fire company the sum of eight dollars each for their services the ensuing vear.
ART. 10. To see if the town will authorize the assessors to abate such taxes as in their judgment ought to be abated.
ART. II. To see if the town will accept the list of names pro- posed by the selectmen to serve as jurors the ensuing year, or amend the same by adding thereto or taking therefrom.
ART. 12. To see of what number the acting superintending school committee shall consist, and what their compensation shall be.
ART 13. To see if the town will vote to use the license mon- ey if licenses are granted, on the highways under the supervision of the selectmen, or act or do anything in relation to the same.

ART. 14. To see if the town will vote to contract with the Douglas Electric Co., for street lighting the ensuing year, or act in any manner in relation thereto.
ART. 15. To see what sum the town will raise and appropriate for the relief of disabled soldiers and their families.
ART. 16. To see if the town will vote to raise and appro- priate the sum of one hundred and fifty dollars for Samuel Sibley Post, G. A. R., one hundred dollars for charitable purposes, and fifty dollars for Memorial Day under the provisions of Chapter 25, Section 15, Laws of 1902.
ART. 17. To see what salary the town will pay its Tax Collec- tor the ensuing year.
ART. 18. To see what price the town will pay for teams and labor on the highways the ensuing year.
ART. 19. To see if the town will vote to authorize the Treas- urer, with the approval of the Selectmen, to borrow money in an- ticipation of taxes of the current year and to be paid therefrom.
ART. 20. To see what sums of money the town will raise and appropriate for constructing and repairing sidewalks, and under whose supervision it shall be expended.
ART. 21. To see if the town will vote to pay twenty-five dol- lars for repair of town clock, so called, to be paid from the con- tingent fund.
ART. 22. To see what sum of money the town will raise and appropriate for the Simon Fairfield Public Library.
ART. 23. To see what action the town will take in regard to the several mortgages held under Devise of Moses Wallis by in- habitants of Douglas.
ART. 24. To see if the town will concur with the Board of Harbor and Land Commissioners in the proposed change in the boundary line between the towns of Douglas and Sutton as rec- ommended by said Board, or to take any action thereon.
ART. 25. To see if the town will vote to amend Article I, Section 1 of the by-laws of the Town of Douglas, by striking out

the words "and one on the school-house in South Douglas," the last line thereof, and by striking out the word "three" in the third line thereof and substitute therefor the word "two."
ART. 26. To see if the town will vote to rescind its vote where- by the Bylaws of the Town of Douglas are required to be pub- lished in the Town Report every year.
ART. 27. To see if the town will require its Board of Select- men to employ an expert auditor to audit the town accounts at the end of each fiscal year hereafter.
ART. 28. To see if the town will vote to raise and appropriate the sum of three hundred dollars to grade the yard of the new school house.
ART. 29. To see if the town will instruct its School Committee to provide suitable accommodations for the first grade school out- side the new school building, and raise and appropriate a sum sufficient therefor.
ART. 30. To see if the town will instruct its Collector of Taxes to sell the George Walling estate, now in its possession, for taxes, at public auction, and authorize him to give a quit claim deed thereof in the name of the said inhabitants of Douglas.
The polls may close at two o'clock.
And you are directed to serve this warrant by posting up attested copies thereof at the Post Office in East Douglas, at the Post Office in Douglas Center, and at the School House in South Douglas, ten days, at least before the time for holding said meeting.
HEREOF FAIL NOT, and make due return of this war- rant, with your doings thereon, to the Town Clerk, at the time and place of meeting aforesaid.

This with the $28.40 makes a total of $610.77 which is the difference in amounts as shown by him in his town reports end- ing March 1, 1905, where he gives as cash on hand $2189.92, but when giving his books to me March 24, he gave me cash $1579.15. This was the amount of cash he had on hand, but since then has received his orders from selectmen.

During the past year the Town Treasurer has paid $1000.00 to the Moses Wallis Devise which was borrowed by W. E. Jones last year. The town has received interest on all money which has been on deposit in the National Shawmut Bank of Boston, amounting to $92.36, while last year you lost $94.64, the interest charges being against the town; you have made a gain of $187.00. The Town Treasurer has spent no money for trips to Boston, while last year this amount was nearly $100.00. The town bor- rowed $2000.00 from the Moses Wallis Devise June 6, 1905, and this was paid August 12, interest being only $13.75. In previous years your Treasurer has borrowed money from the Moses Wallis Devise which should have been paid as soon as he received the tax money. This was not done but allowed to run the whole year

instead, the town paying interest for all this time. Last year you paid the Moses Wallis Devise $168.75 interest, against $13.75 of this year. Lura Wallis has a note of $800.00 against the town which was not shown by your Treasurer in last year's report. Upon examination of the books of W. E. Jones by an expert, the following shortage was discovered.
