MERRIMAC TOWN REPORT


APPROPRIATIONS RECOMMENDED FOR 1934


To the Citizens and Tax Payers of Merrimac:


The Finance Committee after a very careful analysis of the ex- penditures of the various departments, recommend the following appro- priations, having always in mind, however, the keeping of the Tax Rate as low as is consistant for the proper functioning of the Town's affairs.


Most of the appropriations are for amounts that can be accurately stated, as previous expenditures have been a governing factor, and run fairly consistant annually.


We have endeavored, through the amounts recommended for High- ways, to fix a sum that not only will benefit our roads, but will greatly assist in keeping down expenditures of the Welfare Department, with labor from that department.


. In making appropriations for Public Welfare, Soldiers' Relief, Old Age Assistance and Mothers' Aid, we subscribe to a feeling of uncer- tainty what to appropriate, owing to these charities being so dependant on existing conditions.


We realize the wonderful aid the C. W. A. has been to these de- partments, and a big difference will naturally follow with either its con- tinuance or being abandoned. In nearly every department of General Government we have experienced the same hearty co-operation of offi- cials, and we feel every citizen must be grateful to them, as in a notable number of departments the duties have been tremendously increased.


It is rather illuminating to observe that the amount of $124,008.64 was expended as compared with $108,785.03, the amount appropriated at the Annual Town Meeting, 1933.

SELECTMEN'S REPORT


To the Citizens of the Town of Merrimac:


In submitting the report of the Board of Selectmen for the year ending December 31, 1933, we believe we are rendering an accounting of these things entrusted to our care, and the expenditure of the money of our Departments that will compare favorably with other years.


Highway Department


In order to maintain the roads in their present condition and re- ceive the allotment of $3,100.00 from the state it will be necessary to appropriate about $5,000.00 for this work.


Soldiers' Relief


There were 15 families aided in this department during the year. January 1, 1934 10 families were receiving aid.


Board of Health


The increase in the expense of this department is due to the in- crease in the number of patients at the Sanitarium.

REPORT OF THE DEPARTMENT OF PUBLIC WELFARE


To the Cihizens of the Town of Merrimac :


This department seems to be growing every year. There were more people aided this year than last, and the prospect does not seem to be much better for the coming year. If it had not been for the C. W. A. the expense of this department would have been much larger. About the first of December practically all the able bodied men were put to work on the C. W. A. projects. As these projects run until Feb. 15 it has made a great difference in the amount of relief given. There are about 93 men working on C. W. A. projects, not all of these are from the wel- fare list. It is expected that money will be available to continue this work until May 1.


During the year 466 persons were aided. Of this number 156 were settled in Merrimac, 10 in Haverhill, 3 Newburyport, 3 Quincy, 6 Lynn, 6 Amesbury and 103 were state cases.


This does not mean that this number was aided all the time during the year. Some of them received only partial aid such as fuel or medi- cal care while many of them were totally aided.


Old Age Assistance


During the year 30 people were aided in this department, one has died and two have moved to another town.


The average weekly aid received by those in this department is $5.83 plus some medical aid.


January 1, 1934, there were 29 persons receiving this assistance.

REPORT OF FIRE ENGINEERS


To the Board of Selectmen and the Citizens of the Town of Merrimac:


The Board of Engineers submit their report for the year ending December 31, 1933.


Number of alarms, 49.


Fire loss $3361, loss covered by insurance $2336.


There are at present twenty-five regular men and three substitutes in the department.


We recommend that the sum of $800.00 be appropriated for the ¡ ayment of 1150 feet of double jacket hose, 100 feet of inch and a half hose including reducer and nozzle for the same.


We recommend that the sum of $3000.00 be appropriated for the salaries and general maintenance of the department.


This year there will be an added expense, due to replacements of poles by the Light Department, causing the purchase of cross arms for fire alarm wires, also expense of changing the same.

REPORT OF THE BOARD OF ASSESSORS


Citizens of Merrimac:


The Board of Assessors submit the following report for the year 1933.


We would impress upon the taxpayer the necessity of confering with the assessors as soon as possible after the tax bills are received if application for abatement is to be made for any cause, April 1st follow- ing the date of the tax bill is the last day fixed by statute upon which application for abatement can be made in the case of personal property.


Motor vehicle owners making application for abatement on motor cars should keep in mind that the period provided for application for abatement is six months from the date of the tax bill or transfer of the motor vehicle. In no case can the abatement period be extended beyond January 31st of the following year. Motor car owners will best serve their interests by coming to the assessors office as soon as any motor vehicle is transferred or sold. Motor vehicles are assessed on a monthly basis (from the month of registration until the end of the year). The law provides that a minimum tax of $2.00 shall be levied on every motor vehicle placed on the road. The excise tax rate for 1934 is $32.14.
