SELECTMEN'S REPORT
To the Citizens of the Town of Merrimac:
The sixty-sixth annual report of the Town of Merrimac is herewith presented for your consideration in accordance with Chapter 40, Section 49 of the General Laws of Massachusetts.
The Board of Selectmen organized with Ralph L. Buzzell, Chairman; Hazen M. Emery, Clerk; and Arthur D. Lockwood as the third member. The Board organized as a Board of Health and Soldiers' Relief Commission with the same officers and members. Ralph L. Buzzell was appointed Co-ordinator of W.P.A. or other Federal or State relief projects for the term of one year.
The Board is very happy to state that no special meetings were held during the year to raise additional funds, the only meeting being held for the purpose of transferring balances, the vote of the meeting of July 29, 1941 not having to be used.
The following table shows the present indebtedness to be the smallest figure for several years.

During the present emergency the Selectmen have been in- structed to appoint a local rationing board, the members of which are the following, Chairman Ralph L. Buzzell, Clerk; James P. Flynn and Other Member, W. Harold Whiting, and also a Defense Saving Committee with Arthur D. Lockwood, Chairman.
The Board of Selectmen especially expresses its apprecia- tion for the cooperation and work so well performed by W. Harold Whiting as Town Accountant during the past year, and also the heads of the various departments, who have so kindly helped in all ways, by working for the best interests of the Town.
We also wish to thank all the heads of various branches and all workers who have so willingly assumed their part in the present crisis, and we feel sure that during the coming year that we may all be working for the common good of the Town.

ANNUAL REPORT OF MERRIMAC BOARD OF PUBLIC WELFARE, 1941
To the Citizens of the Town of Merrimac:
The three members elected to the Board of Public Welfare met on March 10, 1941 and organized as follows :- Hazen M. Emery, Chairman; Ellen M. Wallace, Clerk and Fred T. Hopkin- son third member.
Mrs. Ellen M. Wallace was designated as Local W.P.A. Certi- fying agent and Hazen M. Emery, Local Selecting Agent for the Civilian Conservation Corps.
As will be noted in the financial report of the Town Ac- countant the Town of Merrimac has a decided decrease in the request for Welfare Aid during the year 1941. A total of sixty- three families required aid as compared with one hundred and six during 1940. Also, five cases on Aid to Dependent Children. This decrease, no doubt, was brought about by improved work- ing conditions. Due to these facts we were able to complete the year with a balance of $1,841.05 after taking $4,907.88 for trans- fer to other departments at a Special Town Meeting held Nov. 21, 1941.
The Civilian Conservation Corp is proving of great assist- ance both to the youth of Merrimac and to the families of those boys who have enlisted. This agency is in need of more en- rollees and offer opportunities to young men between the ages of 17 to 23 to learn trades and thereby better fit them to go out and secure private employment.
The Board wishes at this time to express its appreciation to all Federal, State and local departments who have cooperated with us and helped in any way to administer adequate relief to all needy persons and at the same time safeguard the interests of the Town of Merrimac.

REPORT OF MERRIMAC BUREAU OF OLD AGE ASSISTANCE
To the Citizens of the Town of Merrimac: .
The Old Age Assistance Board for the year 1941, namely Fred T. Hopkinson Chairman, Hazen M. Emery Clerk, and Ellen M. Wallace as the Other Member, submit the following report:
On January 1, 1941 there were 132 active cases in Merrimac, during the year 13 new cases were added. 22 cases were closed due to death or transfer. This left 123 cases remaining on the books as of Dec. 31, 1941.
The itemized account of all the receipts and expenditures appears in the Town Accountant's report.
In view of legislation during the past year, it will be neces- sary to ask for an increase in this years budget, as the minimum amounts that must be paid have increased.
We are very happy to state that we have been able to stay within our appropriation during this past year and hope that the relief problem in Merrimac this coming year may be lightened.

Having been appointed Co-ordinator of W.P.A. or other State and Federal Relief Projects by the Board of Selectmen at their meeting of March 10, 1941, I respectfully submit the follow- ing report.

During this past year in so far as it has been possible I have obtained employment for all eligible persons so that they might work on W.P.A. Due to quota reduction it has not been possible to have certain new projects approved for some types of work. However I have been able to obtain permission to work the following projects :-
Sewing Project (Until State stopped this type of project) Road Construction (Farm to Market-Birch Meadow) Assessors Mapping Project Cement Sidewalks
Road Construction (Fire Lanes at Lake Attitash) Commodity Distribution
At the present time I am waiting for permission to open a moth project which has been presented and which I have been told will be opened at an early date.
I have been assured that I will be able to have furnished by the Federal Government, oil for resurfacing Birch Meadow Road as soon as the weather is suitable for such work.
This past year 36,460 square feet of cement sidewalks have been constructed in what I have believed to be the most needed locations, however I hope to be able to place similar sidewalks in all locations where this need is still apparent, in this coming year, but to do this a new project must be presented as all projects of this type if drawn during or prior to 1938 were stopped by the Federal Government in Nov. 1941 as being hold over projects.
I have opened the Fire Lane project at Lake Attitash as I felt that due to the assessed value of property at the Lake being so large and their being no adequate road passable for Fire Ap- paratus, that this protective construction was needed.
I wish at this time to thank the different departments of the Town of Merrimac, Officials of the W.P.A. at Salem and Boston and the Department of Public Works for their help and coopera- tion during this past year.

REPORT OF INSPECTOR OF MILK, ANIMALS AND SLAUGHTERING
To the Honorable Board of Selectmen:
I have made the following calls and inspections and issued the following licenses in the past year.

REPORT OF THE CEMETERY COMMISSION
We hereby submit a report of the developments in the department during the year of 1941.
During the year we were able to improve several hundred feet of the roads in "Locust Grove" by covering with black asphalt, and covering some of the roads in Church Street cemetery with gravel, with money obtained from the sale of lots in Locust Grove cemetery.
With the available funds of only $550.00 for the appropria- tion for the care of the cemeteries with careful management we have been able to keep the cemeteries in very good condition, but without the help of the money expended for one hundred and sixty-eight Perpetual Care lots we fear our cemeteries would not be a credit to the Town. There are many Perpetual Care lots with only one hundred dollars deposited for their care to give us enough money for the care of these lots, thus making it

necessary to draw from the Town appropriation to finish the work which we do not consider we should be obliged to take from a fund badly needed.
With an exceptionally large number of 42 burials the past year we would recommend the purchase of a Lowering Device at an expense of two hundred and fifty-five dollars which would pay back to the Town seven dollars each time it was used.
