SELECTMEN'S REPORT


To the Citizens of the Town of Merrimac:


The sixty-eighth annual report of the Town of Merrimac is here- with presented for your consideration in accordance with Chapter 40, Section 49 of the General Laws of Massachusetts.


The Board of Selectmen organized with Hazen M. Emery as Chairman, Arthur D. Lockwood as Clerk, and Ralph L. Buzzell as the third member. The board organized as a Board of Health and Soldiers Relief Commission with the same officers and members. W. Harold Whiting was designated as agent of the Board of Health.


The board is happy to state that during the year no special meetings were necessary to raise additional funds and again the Town was able to close out the year with no outstanding revenue loans. We were also able to reduce the outstanding tax title loans in the amount of $4,422.53 thus leaving outstanding tax title loans of only $7,701.15. These loans are secured as follows :-


Tax Titles subject to redemption $22,513.97


Tax Title property owned by town. 7,938.32


We hope during the coming year to be able to turn our present possessions and titles into taxable property and thus wipe out any tax title loans.


The local rationing board comprised of Ralph L. Buzzell, Chair- man, James P. Flynn, Clerk, and W. Harold Whiting as third member have functioned again this year, as well as the various branches of the Civilian Defense.


We as a board wish to express our appreciation to W. Harold Whiting our Town Accountant for his work and co-operation dur- ing this past year in efficiently performing his various duties, and also all departmental heads who have assisted in any way to make this past year such a successful one. We also wish to express our thanks to the Division of Accounts, Department of Corporations and Taxation for their help and advice during the past year.


We have administered the affairs of the town to the best of our ability and look forward to another good year in the town's history.

ANNUAL REPORT OF MERRIMAC BOARD OF PUBLIC WELFARE


To the Citizens of the Town of Merrimac:


The three members elected to the Board of Public Welfare at the Annual Town Meeting organized for the year 1943 as follows-


Hazen M. Emery, Chairman, Ellen M. Wallace, Clerk and Harriett F. Bigelow as the third member.


During the past year the Welfare situation has been better than for a great number of years, due to recipients obtaining employ- ment in all branches of industry. We feel as a board that the year 1944 should also show. this same condition and thus allow us to decrease the expenditures for this branch of relief.


We have had no change in the Aid to Dependent Children branch of relief and anticipate no increases as regards numbers in the com- ing year.


At this time the Board wishes to thank all Federal, State and local Departments who have in any way helped to lighten our duties as Administrators of Relief in the Town during the past year.

I have been unable to find any accurate records of the number of milk and oleomargarine licenses issued for the year, so have not made any report on same.

REPORT OF THE CEMETERY COMMISSION


We hereby submit a report of the developments in the depart- ment during the year of 1943.


With the advance in wages, the scarcity of help, and sixty-six Perpetual Care lots with less than one dollar balance from the in- terest of 1942 the Cemetery Trustee's have had a very difficult season, altho several of the one hundred dollar Trust Funds on Perpetual Care lots have been increased fifty dollars during the year.


In the operation of the services in the Cemeteries we have been obliged to turn back to the Town according to a new State ruling four hundred and sixty dollars obtained for opening graves, and we still have one hundred and twenty-five private lots which have had the care of our employees at our expense, but we have issued bills to the owners of these lots payable to the Town Treasurer which are expected to be paid before another season; this money will also be returned to the Town.


The sale of lots the past year has been less than previous years which will give us less money than previous years for our Contin- gent Fund to be used to repair roads, purchase plants and other improvements.


During the year of 1944 we hope to see some improvement so the Cemeteries can have proper care.

The Municipal Light Board herein submit their fortieth Annual Report for the year ending December 31, 1943.


Four services have been added during the year making a total of 992 lighting services and 14 Power services, a loss of one, now in- stalled.
