To the Citizens of the Town of Merrimac:


The seventy-eighth annual report of the Town of Merrimac is herewith presented for your consideration in accordance with Chapter 40, Section 49, of the General Laws of Massachusetts.

When Mr. Whiting resigned in August, Mr. Norman E. Taylor was appointed as Agent of the Board of Health.


We have spent the funds voted by the town for the various departments under our direction, to the best of our ability.


We wish to thank the Department of Corporations and Taxation for their co-operation and assistance, also the Bureau of Accounts, local heads of departments and citizens of the Town for help during the past year. REPORT OF THE BOARD OF ASSESSORS


The Board of Assessors respectfully submit the follow- ing report for the year 1953.


During the course of the past year, the existance of an undesirable condition regarding assessments has become increasingly apparent to the Board. This condition has ex- isted to a lesser degree for some time and was recognized as a problem of increased proportions by our predecessors. In spite of their best efforts and long years of experience, a combination of rapidly changing economic factors made the maintaining of a fair and equitable system of assess- ments a most difficult task. This work was further hamp- ered by the modest appropriations with which the depart- ment was operated and by the rapidly increasing amount of detail and paper work.


Your present Board has expended considerable time and effort in an attempt to find a definite and positive course of action which would correct this situation at a minimum and reasonable cost. We believe that the follow- ing suggestion would accomplish this end.


Considering the heavy tax burden which each citizen must now carry, it is more important than ever that he be assessed only his fair share and no more or less. Bearing this important objective in mind, we wish to submit the idea of a complete scientific revaluation of all taxable prop- erty as the best possible solution. This work would be per- formed by a reputable and completely disinterested firm of appraisal experts.

ANNUAL REPORT


The main purpose of this proposed revaluation would not be an increase in assessments but an equalization of the burden of taxation. Due to existing legislation it will be impossible to present an article for vote at this time. How- ever, we earnestly request that each and every taxpayer give this problem serious consideration so that he may be informed at some future date when an appropriate article may be submitted for his decision.

REPORT OF THE PLAYGROUND COMMISSION FOR THE YEAR 1953


To the citizens and Selectmen of the Town of Merrimac:


We, the Playground Commission, submit the following


report for the year 1953.


During the past year the playground has been kept in


good condition for the school children and townspeople alike. A new power mower was purchased by the Play- ground Commission and School Board to be used for the playground and school grounds. A small field house was erected to store all the equipment.


We thank the people of Merrimac for their co-oper- ation during the past year.
