Report of the Board of Selectmen
The Board organized for the year with Edward F. Pytka, Chairman, Leo St. Amand, Clerk and John D. Aldrich, Third Member.
During the year, the Board appointed two committees in compliance with votes taken at town meetings held during the year. A committee was appointed to study and investigate the feasibility of repairing, reconstructing and renovating the Town House at Four Corners. The full report of this committee may be found elsewhere in this report.
On September 30, 1959, the Board appointed a committee of seven to evaluate and make recommendations for the physical expansion of the High School facilities. It can be appreciated that this is a project which will require considerable study and we feel confident that the committee appointed will render their report at the earliest date possible.
The Board in their capacity as Police Commissioner's and in cooperation with the Chief of Police instituted a program where- by the permanent force would be strengthened. This policy has led to the appointment of four permanent Patrolmen and prac- tically eliminated the necessity of any further requirements for part time policemen. The program has been accomplished with- out any appreciable increase in the Police Department budget and has led to a more integrated force.
The Board started a program in 1959 which will eventually provide a sign for every street. Due to the fact that the Town has not purchased street signs for many years it will be necessary to continue this project for approximately three years.
It is the feeling of the Board that more money should be provided for sidewalk repairs. A thorough survey conducted last year indicated that the walks in town require expenditures which will be far in excess of the usual appropriation. This again must be a continued program until such time as all sidewalks are in satisfactory condition.
During the year, Belchertown Road in Three Rivers was reconstructed by the Town Highway Department under the pro- visions of Chapter 90.
Thorndike Street will be reconstructed in the carly part of 1960 with funds appropriated in 1959. This project was delayed

due to the inability of the State to perform the necessary en- gineering work according to schedule.
The Board has been informed by the State Department of Public Works that $29,000 has been alloted to the town for Chap- ter 90 Road Construction in 1960. The Board recommends that this money ue used to reconstruct Shearer Street in Depot Village.
The town is faced with two serious problems which in the near future will require large capital outlays.
Due to the ultimatum issued by the State Department of Public Health, the Town is being forced to take immediate steps to construct sewerage treatment and disposal facilities. During the year, the Town retained the firm of Tighe & Bond, Incor- porated, Consulting Engineers of Holyoke, to advise the Select- men in this matter. At this time, it is impossible to estimate the cost of this project.
Since 1936, the Town has been endeavoring to secure Fed- eral Aid for constructing flood control facilities. It now appears that the diligent efforts of the Flood Committee and Town Offi- cials, both past and present, is producing favorable results. On January 12, 1960, the Board was advised by the Army Corps of Engineers that the Three Rivers flood control project is being recommended to Congress for funds. The total estimated cost of the recommended program is $1,720,000 of which the Town's share will be $460,000. Every effort will be made to induce the State to participate in the Town's share of this project.
The Board wishes to express its sincere appreciation to all. Town Departments, Agencies, and the Citizens of the community for their cooperation during the year.

Due to business requirements, John Aldrich who has served five consecutive terms as a member of the Board of Selectmen, did not seek re-election for 1960. During his five years of town service he has gained the respect of all segments of the town- ship. His administrative abilities and sound judgment have con- tributed much toward maintaining the high standard of Town Government which the citizens of Palmer enjoy.
The citizens of the Town wish to take this opportunity to ex- press their sincere gratitude and deep appreciation to Mr. Ald- rich for the contributions made and services rendered to the Town and further to Mrs. Aldrich and entire family for the personal sacrifices which they made while Mr. Aldrich was earnestly and conscientiously discharging his duties as a Selectman.

Town House Committee Report
To the Honorable Board of Selectmen Town of Palmer
Gentlemen :
The Committee appointed to investigate the status of the Town House at Four Corners and to make recommendations. including estimate of costs, has completed its assignment.
A thorough study of the Town House situation was made by the Committee. On January 6, 1959, the State Building Inspector of the Dept. of Public Safety condemned as unsafe the Town Hall Building and withheld certification thus forbidding occu- pancy or use of this hall.
Upon completion, of and compliance with certain orders spec- cified in the edict could the Town House be reopened for public Assembly.
In order for the Committee to fully evaluate the requirements imposed by the State, it was essential that the services of a com- petent engineering firm be engaged. As the Honorable Board recommended and approved subsequently, the firm of Tighe and Bond was selected to act as consultants to the Committee.
The Committee made a thorough inspection of the structure and found it in a serious state of disrepair. Most of the defects described by the Inspector were obvious and acknowledged with- out exception. Visible examination of the building and its founda- tion indicated that a complete structural analysis was necessary.
Tighe and Bond was instructed to make such an analysis and a survey of the repair work necessary with estimate of such costs as to bring the Town House within the requirements of the law and the regulations of the Dept. of Public Safety.
Members of the engineering staff not only made an intensive study of the entire problem but also reviewed all state laws as they relate to building requirements and codes, as well as the regulations issued by the Dept. of Public Safety.
The Committee upon receipt of the findings contained in the compete report from Tighe and Bond studied carefully each

point and recommendations on nature of repairs necessary. It learned that it would cost the Town approximately $30,000 to restore this outmoded wooden-frame structure.
In its deliberations, the cost of repairs was too much a burden for the townspeople to bear in view of the fact that this hall would be used once or twice a year for town meeting purposes. In consideration of all factors, this prohibitive expen- diture could not be economically justified.
The Committee voted unanimously that the 100-year old Town House be torn down. In addition, it approved that an article in the Annual Town Warrant be inserted so that a new Committee could determine the feasibility of building a new Town House to house the various branches of the town government.
With the rendering of this final report, the Committee ap- pointed as authorized by Article 5 at the Town Meeting of Feb- ruary 9, 1959, be hereby discharged.
