Selectmen's Report
The Selectmen met and organized February 11, 1957 as follows: Walter E. Kellogg, Jr., Chairman, Frank P. Paul, Clerk; and Carl M. Hemenway, Chairman of the Board of Welfare.
Fifty-two regular meetings were held during the year.
Our Highway Superintendent, Harry Warner, Jr., has done an excellent job on our highways in the past year.
During the year, all planned projects were completed. However, we are sorry to report that if the plan to com- plete 2000 feet of secondary roads is to continue we will need additional funds. It is impossible to do this with the regular Chapter 81 Maintenance Account because many of the present hard surface roads are in need of sealing and resurfacing and many gravel roads need a light dressing of good quality gravel.
There are many drainage problems on both hard sur- face and gravel roads that should have immediate atten- tion.
Seventy percent of Depot Road Bridge was com- pleted during the year 1957 and we hope to finish it this year. The second bridge on Depot Road has had the abutments faced, steel beams and planks have been in- stalled plus a new railing. We replanked Bullard Bridge and replanked and installed new railings on Hemenway Bridge plus the regular maintenance and patching on all other bridges. We have asked for more funds in this

account because we feel it is necessary to put in at least one or possibly two permanent maintenance free bridges each year to place them in good condition.
Warner Brothers of Sunderland, with Chapter 90 Funds, installed a very fine steel beam, concrete decked bridge in Haydenville replacing the old Library Bridge.
Chapter 90 Construction was decreased as some of the money was used towards the Library Bridge but we were able to install drainage and gravel to grade from the end- ing point in 1956 to the junction of Conway and Ashfield Road.
The Highway Department would like to express its thanks to the fire and water departments for their co- operation in helping with drainage problems and the Board of Selectmen wish to thank all the departments and the town secretary for their fine cooperation during the year.

Articles from the Town Warrant
Article 1. To elect a Moderator for one year. To elect one Selectman for a term of three years, who shall be an Overseer of Public Welfare. To elect one Town Clerk, one Treasurer, two Constables, one Elector under the will of the late Oliver Smith, Esq., one Tree Warden, all for a term of one year. To elect one Assessor, one Water Commissioner, one member of the Board of Health, all for a term of three years. To elect two School Com- mittee members for a term of two years and one School Committee member for one year. To elect one Tax Col- lector, one Trustee of Haydenville Library, one Trust Fund Commissioner, all for a term of three years. To elect two Recreation Commissioners, one for a term of three years and one for a term of one year.
Article 2. To choose all necessary minor Town Offi- cers for the ensuing year.
Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1958, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Sec- tion 17, Chapter 44 of the General Laws.
Article 4. To see if the Town will vote to raise and appropriate such sums of money as shall be deemed neces- sary to defray the expenses of the current year.

Article 5. To hear the reports of the Selectmen, Treasurer, Town Clerk, Tax Collector, Assessors, School Committee, Water Commissioners, and other Committees and act thereon.
Article 6. To choose a committee to expend the in- come from the Whiting Street Fund.
Article 7. To see if the Town will vote to authorize the Selectmen to cooperate with the County and State under the provisions of Chapter 90 of the General Laws, for construction, and to vote to appropriate the sum of $3,000.00, the Town's share of the expense, or take any other action thereon.
Article 8. To see if the Town will vote to authorize the Selectmen to cooperate with the County and State under the provisions of Chapter 90 of the General Laws, for maintenance, and to vote to appropriate the sum of $1,000.00, the Town's share of the expense, and to vote to appropriate the sum of $2,000.00, the County and State's share of the expense, and in anticipation of re- imbursement from the County and State under the pro- visions of the Chapter the Town's share to be raised by taxation and County and State's share to be taken from the Surplus Revenue Account and returned to the Sur- plus Revenue Account when received from the County and State, or take any other action thereon.
Article 9. To see if the Town will vote to authorize the Selectmen to cooperate with the State under the pro- visions of Chapter 81 of the General Laws and to raise and appropriate the sum of $3,150.00, the Town's share of the expense, or take any other action thereon.
Article 10. To see if the Town will vote to fix the salary and compensation of all elected officers of the town as provided in Section 108, Chapter 41, General Laws, as amended.

Article 11. To see if the Town will vote to raise and appropriate the sum of $1,578.02 to be paid to the Treas- urer-Custodian of the Hampshire County Retirement System to be credited to the funds thereof.
Article 12. To see if the Town will vote to transfer and appropriate the balance of $5,147.68 in the Road Machinery Earnings Account of 1957 to the Truck and Tractor Maintenance Account of 1958.
Article 13. To see if the Town will vote to authorize the Chairman of the Board of Selectmen together with the Chairmen of the Board of Assessors and the Board of Water Commissioners, to appoint a Town Secretary to serve from March 1, 1958 to February 28, 1959, who shall be provided with an office, open to the public, in such place and during such hours as may be judged most convenient and practical; such Town Secretary to be available for a minimum of twenty hours per week throughout the year, that the duties of such Secretary shall be those set by the Chairmen of the Departments of government for which service is performed, or take any other action thereon.
Article 14. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to help defray the ex- penses of a Public Health Nurse, or take any other action thereon.
Article 15. To see if the Town will vote to transfer from overlay surplus reserve the sum of $4,000.00 to re- serve account under the jurisdiction of the Finance Com- mittee to meet unexpected or emergency needs of the Town Departments, or take any other action thereon.
Article 16. To see if the Town will empower the Board of Selectmen, Board of Water Commissioners and Board of Assessors to appoint their own members to other town positions, or take any other action thereon.

Article 17. To see if the Town will vote to transfer and appropriate the sum of $3,628.83 being the balance of the new elementary school construction fund to the Anne T. Dunphy School Bond payment of 1958, or take any other action thereon.
Article 18. To see if the Town will vote to raise and appropriate the sum of $30,010.00 to pay the principal of $25,000.00 on the Anne T. Dunphy School Loan and $2,000.00 for the Helen E. James remodeling loan, and the interest of $2,380.00 for the Anne T. Dunphy School Loan and $630.00 on the Helen E. James remodeling loan, or take any other action thereon.
Article 19. To see if the Town will vote to raise and appropriate the sum of $1,545.00 to purchase a sander for the Highway Department, or take any other action thereon.
Article 20. To see if the Town will vote to raise and appropriate the sum of $1,400.00 for the rent of the grader for one year, or take any other action thereon.
Article 21. To see if the Town will vote to raise and appropriate the sum of $4,500.00 to purchase a four- wheel drive truck for the highway department, and em- power the Selectmen to trade in one of the present trucks, or take any other action thereon.
Article 22. To see if the Town will vote to transfer the sum of $30.68, being the balance of the new truck purchase of 1955, to the Truck and Tractor Maintenance Account of 1958, or take any other action thereon.
Article 23. To see if the Town will vote to raise the sum of $5,974.92, the amount of $2,987.46 to be used from sums granted under Chapter 718, Acts of 1956 and the sum of $2,987.46 to be raised by taxation, to be used for new construction on Old Goshen Road, Williamsburg and Adams Road, Haydenville, or take any other action thereon.

Article 24. To see if the Town will vote to appoint a committee, to consist of the Highway Superintendent, one member of the Board of Selectmen, one member of the Water Repartment, the Fire Chief, and three other persons, to look into possible sites for a town building, said committee to report at a special or next annual town meeting, or take any other action thereon.
Article 25. To see if the Town will vote to raise and appropriate the sum of $176.00 to pay Allan A. Vogel, D.V.M., for board of two dogs whose owner was com- mitted to the State Hospital, or take any other action thereon.
Article 26. To see if the Town will vote to accept the sum of $2,000.00 from the Trustees acting under the terms of a deed from Fannie Winchell, and to maintain the principal of said fund, and to use the income in accordance with any decree entered by the Hampshire County Probate Court as a result of the petition filed by the Trustees, or take any other action thereon.
Article 27. To see if the Town will vote to accept Chapter 32B of the General Laws authorizing any Coun- ty, City, Town or District to provide a plan of Group Life Insurance, Group Accidental Death and Dismember- ment Insurance, and Group General or Blanket Hospi- tal, Surgical and Medical Insurance for certain persons in the service of such County, City, Town or District and their dependents, or take any other action thereon.
Article 28. To see if the Town will vote to raise and appropriate a sum of money to provide a plan of Group Life Insurance, Group Accidental Death and Dismember- ment Insurance, and Group General or Blanket Hospi- tal, Surgical and Medical Insurance for certain persons in the service of the town and their dependents, or take any other action thereon.

Article 29. To see if the Town will vote to raise and appropriate the sum of $18,128.75 for the purpose of maintaining and operating, including debt and interest charges for the Water Departmetn for the year 1958, and to meet said appropriations the sum of $6,128.75 to be appropriated from water surplus, and the sum of $12,000.00 to be appropriated from water revenue of 1958, or take any other action thereon.
Article 30. To see if the Town will vote to raise and appropriate a sum of money to purchase the town dump, or take any other action thereon.
Article 31. To see if the Town will vote to have the Moderator appoint a committee of five consisting of the Assistant Fire Chief, two members of the fire depart- ment and two disinterested persons, to obtain a land site, plans, specifications and costs for a new fire station in Haydenville and to raise and appropriate a sum of money to defray the expenses of this committee, or take any other action thereon.
Article 32. To see if the Town will vote to raise and appropriate the sum of $1,200.00 to provide radio equip- ment for the Fire Department and Civil Defense, to be purchased under Civilian Defense matching funds as set up by the Federal Government, or take any other action thereon.

Report of Finance Committee
Please refer to the Town Accountant's report where you will find listed the transfers from the Reserve Fund which we made to cover deficiencies in various depart- ments during the year 1957.
We refer you to the pages of the Town Report wherein is listed the Budget Requests and our Recommendations for 1958. We urge every voter to study these figures.
The Finance Committee this year was faced with bud- get requests of almost $25,000.00 higher than a year ago and with $15,000.00 less in "Free Cash" to use to reduce taxation this year, we were obliged to make cuts where ever possible. Practically every request for more money could be justified but we have doubts about the taxpayers' ability to pay for all the things we would like to have done.
With the above in mind, we recommend a total budget as printed which is an increase to be raised by taxation of approximately $12,884.00. $9,795.00 of this increase is in the school budget which we cannot reduce.
On the brighter side, there is about a $3,000.00 in- crease in the estimates of the reimbursements to be re- ceived from the State as shown on the Cherry Sheet and a $3,600.00 balance from the school building fund which we believe can be appropriated for some other purpose this year.
There will be articles in the warrant asking for ap- priations beyond the budget. The voters at Town Meet- ing will have to decide what is necessary for us to have

and our function is merely to show the overall financial picture and make recommendations.
We wish to thank all town officers for their fine co- operation and commend them for holding down over- drafts and requests for transfers from the Reserve Fund.

Town Clerk's Report
DOGS
There were 295 dog licenses issued in 1957 as follows : 179 males, 30 females and 80 spayed females. Six kennel licenses were issued. The sum of $706.40 was paid to the Town Treasurer.
