Selectmen's Report


The Selectmen met and organized March 4, 1958 as follows: Walter E. Kellogg, Jr., Chairman; Frank P. Paul, Clerk; and Carl M. Hemenway, Chairman of the Board of Welfare.


Firty-two regular meetings were held during the year.


The Board of Selectmen and the Highway Superin- tendent would like to see new construction on Mountain Street beginning at the LaCourse Farm. There are sev- eral bad curves and traffic is increasing on this road. This project has been discussed with the State and we have asked for an appropriation of $10,000, $5,000 the State's share of the expense, $2,500 the County's share of the expense and $2,500 the Town's share of the ex- pense. At present, no report has been received and we would like to see this project begun this year.


We were unable to complete all planned Chapter 81 projects last summer. Heavy snows of last spring and early winter weather in the fall made it necessary to use $3,150 of this money for snow removal and sanding. We are requesting $2,000 more in our 1959 Winter Highway and General Account with the idea that this money could be used to complete these projects which are essential.


Chapter 90 Construction was completed as per sched- ule. The Ashfield Road from Conway town line souther- ly to the junction of Hemenway and Ashfield Roads is now 90% completed.

With the balance of 718 funds we finished the hard surfacing of Adams and Old Goshen Roads. No match- ing funds were voted on this project last year so no further graveling and preparation for hard surfacing was accomplished on either project.


We did not get along as planned with the Bridge and Railings Account for two reasons. First, one-third of our request last year was cut and second, the heavy snows broke down many of the guard railings. Some of these railings have been repaired and some replaced. We com- pleted two bridge jobs with new stringers, nailers, deck and rails. Abutment work was done on three different structures. Regular deck repair was done on many wooden bridges. If we get our total request this year, all bridges can be placed in reasonably good condition.


With the new spreader body, we were able to save enough money sealing roads so that we increased this program by one and six-tenths miles. We also get much faster coverage on our winter sanding with considerable savings in sand and salt.


The Board of Selectmen wish to thank all departments and the town secretary for their fine cooperation during the year.

Articles from the Town Warrant


Article 1. To elect a Moderator for one year. To elect one Selectman for a term of three years, who shall be an Overseer of Public Welfare. To elect one Town Clerk, one Treasurer, two Constables, one Elector under the will of the late Oliver Smith, Esq., one Tree Warden, all for a term of one year. To elect one Assessor, one member of the Board of Health, one Water Commission- er, all for a term of three years. To elect two School Committee members for a term of three years. To elect one Trustee of Haydenville Library, one Trust Fund Commissioner and one Recreation Commissioner, all for a term of three years.


Article 2. To choose all necessary minor Town Offi- cers for the ensuing year.


Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1959, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Sec- tion 17, Chapter 44 of the General Laws.


Article 4. To see if the Town will vote to raise and appropriate such sums of money as shall be deemed neces- sary to defray the expenses of the current year.


Article 5. To hear the reports of the Selectmen, Treasurer, Town Clerk, Tax Collector, Assessors, School

Committee, Water Commissioners, and other Committees and act thereon.


Article 6. To choose a committee to expend the in- come from the Whiting Street Fund.


Article 7. To see if the Town will vote to authorize the Selectmen to cooperate with the County and State under the provisions of Chapter 90 of the General Laws, for construction, and to vote to appropriate the sum of $3,500.00, the Town's share of the expense, or take any other action thereon.


Article 8. To see if the Town will vote to authorize the Selectmen to cooperate with the County and State under the provisions of Chapter 90 of the General Laws, for maintenance, and to vote to appropriate the sum of $1,000.00, the Town's share of the expense, and to vote to appropriate sum sum of $2,000.00, the County's and State's share of the expense, and in anticipation of re- imbursement from the County and State under the pro- visions of the Chapter the Town's share to be raised by Taxation and County and State's share to be taken from the Surplus Revenue Account and returned to the Sur- plus Revenue Account when received from the County and State, or take any other action thereon.


Article 9. To see if the Town will vote to authorize the Selectmen to cooperate with the State under the pro- visions of Chapter 81 of the General Laws and to raise and appropriate the sum of $3,150.00, the Town's share of the expense, or take any other action thereon.


Article 10. To see if the Town will vote to fix the salary and compensation of all elected officers of the town as provided in Section 108, Chapter 41, General Laws, as amended.

Article 11. To see if the Town will vote to raise and appropriate the sum of $2,221.20 to be paid to the Treasurer-Custodian of the Hampshire County Retire- ment System to be credited to the funds thereof.


Article 12. To see if the Town will vote to authorize the Chairman of the Board of Selectmen together with the Chairman of the Board of Assessors and the Board of Water Commissioners, to appoint a Town Secretary to serve from March 1, 1959 to February 28, 1960, who shall be provided with an office, open to the public, in such place and during such hours as may be judged most convenient and practical; such Town Secretary to be available for a minimum of twenty hours per week throughout the year, that the duties of such Secretary shall be those set by the Chairmen of the Departments of government for which service is performed, or take any other action thereon.


Article 13. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to help defray the ex- penses of a Public Health Nurse, or take any other action thereon.


Article 14. To see if the Town will vote to transfer from overlay surplus reserve the sum of $4,000.00 to re- serve account under the jurisdiction of the Finance Committee to meet unexpected or emergency needs of the Town Departments, or take any other action thereon.


Article 15. To see if the Town will empower the Board of Selectmen, Board of Water Commissioners and Board of Assessors to appoint their own members to other town positions, or take any other action thereon.


Article 16. To see if the Town will vote to transfer and appropriate the balance of $6,257.31 in the Road Machinery Account of 1958 to the Truck and Tractor Maintenance Account of 1959.

Article 17. To see if the Town will vote to raise and appropriate the sum of $1,400.00 for the rent of the grader for one year, or take any other action thereon.


Article 18. To see if the Town will vote to raise and appropriate the sum of $7,500.00, $2,000.00 to be trans- ferred from Truck and Tractor Earnings and $5,500.00 to be raised by taxation, to purchase a four-wheel drive truck for the highway department, and empower the Selectmen to trade in two of the present trucks, or take any other action thereon.


Article 19. To see if the Town will vote to raise and appropriate the sum of $2,500.00 to purchase a new sand and grit spreader body for the Highway Department, or take any other action thereon.


Article 20. To see if the Town will vote to raise and appropriate the sum of $360.00 for the purchase of new markers for the Veterans' graves, or take any other action thereon.


Article 21. To see if the Town will vote to raise and appropriate the sum of $14,070.00 for the purpose of maintaining and operating, including debt and interest charges for the Water Department for the year 1959, and to meet said appropriations the sum of $2,420.00 to be appropriated from water surplus, and the sum of $11,650.00 to be appropriated from water revenue of 1959, or take any other action thereon.


Article 22. To see if the Town will vote to authorize the Board of Water Commissioners to raise and appro- priate from water surplus the sum of $2,034.38 to retire the South Street Extension loan and interest charges, or take any other action thereon.


Article 23. To see if the Town will vote to raise and appropriate a sum of money to purchase a new fire truck, or take any other action thereon.

Article 24. To see if the Town will vote to raise and appropriate the sum of $27,000.00 to pay the principal of $25,000.00 on the Anne T. Dunphy School Loan and $2,000.00 on the Helen E. James remodeling loan, or take any other action thereon.


Article 25. To see if the Town will vote to raise and appropriate the sum of $2,590.00 to pay the interest of $2,030.00 on the Anne T. Dunphy School Loan and $560.00 on the Helen E. James School remodeling loan and to meet said appropriation transfer the sum of $1,300.00 from the O. G. Spelman School Fund Income and $1,290.00 from the Collins School Income, or take any other action thereon.


Article 26. To see if the Town will vote to raise and appropriate a sum of money to purchase the town dump, or take any other action thereon.


Article 27. To see if the Town will vote to raise and appropriate the sum of $300.00 for the Civilian Defense Account, or take any other action thereon.


Article 28. To see if the Town will vote to raise and appropriate the sum of $1,000.00 for plans, specifications and land site for a new fire station in the village of Hay- denville, and to have the moderator appoint a committee for this, or take any other action thereon.


Article 29. To see if the Town will vote to adopt the Protective By-Law for the Town of Williamsburg as pre- pared and posted by the Williamsburg-Haydenville Tax- payers' Association, as prescribed by law, or take any other action thereon.

DOGS


There were 301 dog licenses issued in 1958 as follows : 179 males, 30 females and 85 spayed females. Seven kennel licenses were issued. The sum of $702.75 was paid to the Town Treasurer.


FISH AND GAME


There were 555 sporting licenses issued in 1958 as follows : 170 resident fishing licenses, 159 resident hunt- ing licenses, 108 resident sporting licenses, 38 resident minor fishing licenses, 45 resident female fishing licenses, 1 resident trapping license, 2 special non-resident fishing licenses, 2 non-resident fishing licenses, 4 duplicate li- censes and 26 resident sporting licenses, (free). The amount of $1,684.50 was returned to the Division of Fish- eries and Game.

A total of 54 births were recorded in 1958, including 13 which occurred in 1957 and on which records were received in 1958. Also listed below are eleven births which occurred in 1958 and which are recorded in 1959.
