Selectmen's Report
To the Citizens of Williamsburg :
Greetings :
Another year in the service of our neighbors as Se- lectmen has been an enjoyable one. We have been con- fronted with problems at times but feel that they were resolved easily and in the best interest of our citizens.
Our organization meeting was March 8, 1960, with Walter E. Kellogg, Jr., as chairman; Richard R. Graves as Clerk and Carl M. Hemenway, Chairman of Public Welfare.
We are asking $2,000 to prepare a loading surface on which to stockpile sand, on the old ball field. It is a start toward sheds.
We feel that the fire station building committee should be congratulated for their time and effort in con- structing the new fire station. This is the only town building other than schools which has been constructed within the last 50 years.
You will notice that the Selectmen have put an article in the warrant for the purpose of giving the voters an opportunity of discussing the future of the Town Hall.
It was necessary to borrow money for the operation of the Town in the amount of $22,000.00 in anticipation of reimbursement of highways. This was negotiated for 2%.
Meetings have been attended with State and County representatives of the Department of Public Works with

regard to the Chapter 81 and 90 highways of our town. A report relative to our highways will be found else- where in this report as prepared by the Highway Super- intendent.
We wish to thank members of all town departments for their fine cooperation during 1960. It has been our privilege to have served as your Selectmen again.

Articles from the Town Warrant
Article 1. To elect a Moderator for one year. To elect one Selectman for a term of three years, who shall be an Overseer of Public Welfare. To elect one Town Clerk, one Treasurer, two Constables, one Elector under the will of the late Oliver Smith, Esq., one Tree Warden, all for a term of one year. To elect one Assessor, one member of the Board of Health, one Water Commission- er, all for a term of three years. To elect one Assessor for a term of one year. To elect a Tax Collector for three years. To elect two School Committee members for a term of three years each. To elect one Trustee of Hay- denville Library, one Trust Fund Commissioner and one Recreation Commissioner, all for a term of three years each.
Article 2. To choose all necessary minor Town Offi- cers for the ensuing year.
Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1961, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws.
Article 4. To hear the reports of the Selectmen, Treasurer, Town Clerk, Tax Collector, Assessors, School Committee, Water Commissioners, and other Committees and act thereon.
Article 5. To choose a committee to expend the in- come from the Whiting Street Fund.
Article 6. To see if the Town will vote to authorize the Selectmen to cooperate with the state under the pro- visions of Chapter 81 of the General Laws, and to raise

and appropriate the sum of $3,150.00, the town's share and to appropriate the sum of $11,550.00, the state's share, in anticipation of reimbursement from the state; the town's share to be raised by taxation and the state's share to be taken from available funds and returned to same when reimbursement is received, or take any action thereon. Recommended
Article 7. To see if the Town will vote to authorize the Selectmen to cooperate with the county and state under the provisions of Chapter 90 of the General Laws, and to raise and appropriate the sum of $2,000.00 for maintenance of Chapter 90 highways, the town's share, and to appropriate the sum of $4,000.00, the state and county share, in anticipation of reimbursement from the state and county; the town's share to be raised by taxa- tion and the state and county share to be taken from available funds and returned to same when reimburse- ment is received, or take any action thereon. Recom- mended
Article 8. To see if the Town will vote to authorize the Selectmen to cooperate with the county and state under the provisions of Chapter 90 of the General Laws, and to raise and appropriate the sum of $5,000.00, the town's share, for new construction and to appropriate the sum of $15,000.00, the state and county share, in anticipation of reimbursement from the state and county ; the town's share to be raised by taxation and the state and county share to be taken from available funds and returned to same when reimbursement is received, or take any action thereon. Recommended
Article 9. To see if the Town will vote to fix the salary and compensation of all elected officers of the Town for the calendar year 1961 as provided in Section 108, Chap- ter 41, General Laws, as amended, and to see if the Town will vote to raise and appropriate such sums of money as shall be deemed necessary to defray the expenses of the current year.

Article 10. To see if the Town will vote to authorize the Chairman of the Board of Selectmen together with the chairmen of the Board of Assessods and the Board of Water Commissioners, to appoint a Town Secretary to serve from March 1, 1960 to February 28, 1961, who shall be provided with an office, open to the public, in such place and during such hours as may be judged most convenient and practical; such Town Secretary to be available for a minimum of twenty dollars per week throughout the year, that the duties of such Secretary shall be those set by the Chairmen of the Departments of government for which service is performed, or take any other action thereon. Recommended

Article 11. To see if the Town will vote to raise and appropriate from available funds in the treasury the sum of $25,000.00 for the purpose of establishing a Stabiliza- tion Fund in accordance with the provisions of the Gen- eral Laws, Chapter 40, Section 5B, as amended, or take any action thereon. Recommended
Article 12. To see if the Town will vote to raise and appropriate the sum of $1,750.00 to pay the interest of $1,330.00 on the Anne T. Dunphy School Loan and $420.00 on the Helen E. James School remodeling loan and to meet such appropriation, transfer the sum of $1,330.00 from the Spelman School Fund Income and $420.00 from the Collins School Fund Income, or take any action thereon. Recommended
Article 13. To see if the Town will vote to raise and appropriate the sum of $3,029.00, to be paid to the Treas- urer-Custodian of the Hampshire County Retirement Sys- tem to be credited to the funds thereof.
Article 14. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to help defray the ex- penses of a Public Health Nurse, or take any other action thereon. Recommended
Article 15. To see if the Town will vote to transfer from overlay surplus reserve the sum of $4,000.00 to re- serve account under the jurisdiction of the Finance Com- mittee to meet unexpected or emergency needs of the Town Departments, or take any other action thereon. Recommended
Article 16. To see if the Town will empower the Board of Selectmen, Board of Water Commissioners and Board of Assessors to appoint their own members to Town Departments, or take any other action thereon.
Article 17. To see if the Town will vote to have the Moderator appoint a School Building Committee to draw up prelimiary plans and specifications for an addition to

the Anne T. Dunphy School; to present these preliminary plans and specifications to the voters for their action at a special town meeting, and to raise and appropriate the sum of $600.00 for the purpose of drawing up the pre- liminary plans and specifications and determine whether the money shall be provided by taxation or available funds, or take any other action thereon. Recommended
Article 18. To see if the Town will vote to raise and appropriate the sum of $4,500.00 to be used to purchase a new truck for the Highway Department and determine whether the money shall be provided by taxation or appro- priated from available funds in the treasury, and em- power the Selectmen to trade in one of the old trucks, or take any other action thereon. Recommended that $750.00 be taken out of Machinery Earnings Account, $1,375.00 out of available funds; the balance out of taxation.
Article 19. To see if the Town will vote to transfer and appropriate the balance of $7,199.93 in the Road Machinery Account of 1960 to the Trust and Tractor Maintenance account of 1961. Recommended
Article 20. To see if the Town will vote to raise and appropriate the sum of $2,000.00 to build a material load- ing area for the Highway Department on the property near the high school, given by Mrs. Helen Hinds and known as the Old Ball Field, where a new highway garage could be built at a future date, or take any other action thereon. Recommended
Article 21. To see if the Town will vote to raise and appropriate the sum of $3,800.00 to purchase a new snow plow and wing assembly to be mounted on the 1958 GMC 4-wheel drive truck and determine whether the money shall be provided by taxation or appropriated from avail- able funds in the treasury, or take any other action there- on. Recommended that $75.00 be taken out of Machin- ery Earnings Account; $1,375.00 out of available funds; the balance out of taxation.

Article 22. To see if the Town will vote to raise and appropriate a sum of money not to exceed eighteen thousand dollars ($18,000.00) of which not less than two thousand five hundred dollars ($2,500.00) is to be taken from available funds and to borrow the balance not to exceed fifteen thousand five hundred dollars $15,500.00) inside the debt limit of the Town under the provisions of General Laws (ter. Ed.) Chapter 44, Section 7(9), and to issue bonds or notes for said indebtedness, said bonds or notes to be payable in not more than five years from date of issue, for the purpose of acquiring a new fire truck, or take any other action thereon. Left to the determination of the Town Meeting.
Article 23. To see if the Town will vote to raise and appropriate the sum of $12,080.00 for the purpose of operating and maintaining the system, including the lay- ing and relaying of mains, and debt and interest charges, for the Wated Department for the year 1961, and to meet said appropriation the sum of $1,000.00 to be appropri- ated from water surplus and the sum of $11,080.00 to be appropriated from water revenue of 1961, or take any other action thereon. Recommended
Article 24. To see if the Town will vote to transfer an amount of $819.20 remaining in the Eastern Avenue and Sunset Drive appropriation made in 1960 for the laying of cast iron mains, to the water surplus account. Recommended
Article 25. To see if the Town will vote to raise and appropriate the sum of $1,500.00 to tear down the Town Hall, or take any other action thereon. Recommenda- tion: that a Special Committee be appointed by the Moderator to look into the disposition of this building.
Article 26. To see if the Town will vote to authorize the Selectmen to sell or dispose of the building and land known as the Haydenville Fire Station, or take any other action thereon. Recommended

Article 27. To see if the Town will vote to authorize the Selectmen to sell the unused portion of land lying be- tween present Route 143 and the old Route 143 and State Route 9, as depicted in a plan filed in the office of the County Commissioners in connection with petition No. 902, dated Sept. 14, 1931, or take any other action there- on. Recommended
Article 28. To see if the Town will vote to authorize the Assessors to use from available funds the sum of $25,000.00 to reduce taxation.

Town Clerk's Report
DOGS
There were 298 dog licenses issued in 1960 as follows : 176 males, 12 females and 102 spayed females. Eight kennel licenses were issued. The sum of $636.50 was paid to the Town Treasurer.
FISH AND GAME
There were 566 sporting licenses issued in 1960 as follows: 180 resident fishing licenses, 157 resident hunt- ing licenses, 121 resident sporting licenses, 18 resident minor fishing licenses, 53 resident female fishing licenses, 1 resident trapping license, 6 non-resident fishing licenses, 3 non-resident hunting licenses, 5 duplicate licenses and 22 resident sporting licenses, (free). The amount of $2,496.00 was returned to the Division of Fisheries and Game.

A total of 55 births were recorded in 1960.
