Selectmen's Report


The Board of Selectmen met each Monday evening throughout the year at seven-thirty in the Town Office Building, except when such date fell on a holiday. In that case the meeting was held on the Tuesday immediately following. Meetings were thus held weekly, without fail. The longest evening meeting of the Board occurred De- cember 18, 1961, and lasted for three hours and 35 min- utes; the shortest meeting was held on September 11, 1961, and lasted for 50 minutes. On the average, the meetings lasted for an hour and fifty minutes. The meet- ings of the board have been invariably conducted with all possible decorum and dispatch.


It is to be emphasized that the meetings of the Board are open to the public, and the minutes of those same meetings are a public record. They may be consulted at any time by any interested citizen. The Board urges citi- zens of Williamsburg to attend meetings more frequently, and to consult the minutes of the meetings for infor- mation which they may want. The Board feels that mis- understandings would thereby frequently be avoided.


Of course, much of the time of the Board is taken up at the regular meetings with routine affairs, a recital of which would be boring. Here, however, are a few se- lected items of business which may be of interest to citi- zens of Williamsburg :


March 21, 1961. Sold property located at Chesterfield Road and Route 9 to the Rev. John Webster for $200.00. Carl Hemenway appointed Director of Civil Defense.

April 12, 1961. A special meeting. New Truck pur- chased for road department, pursuant to bids re- ceived. Old fire siren sold to Haydenville Savings Bank for $20.00.


April 17, 1961. Monday morning. Allocation of road funds under Chapter 81 was completed.


May 1, 1961. Snow plow and wing assembly were pur- chased pursuant to bids received.


May 15, 1961. Contract for new fire truck awarded to Ward LaFrance Company of Elmira, New York, pursuant to bids received.


May 29, 1961. Haydenville Little League's request to hold opening parade on Sunday, June 4, was granted.


July 24, 1961. Board began work of cooperation with American Legion looking to the Fife and Drum Corps parade and contest to be held in Haydenville on August 20.


September 5, 1961. The Old Haydenville Fire Station sold to Eleanor Mansfield for $500.00.


November 8, 1961. (Not a meeting) Selectmen Hemen- way and Graves perambulated the town boundaries with Selectmen Judd, Smith, and Brooks of the Town of Goshen.


December 18, 1961. For the first time, a full schedule of license fees for Williamsburg was adopted by the Board. This schedule is available for inspection at the office of the Town Clerk, or in the records of the Clerk of Selectmen.


January 2, 1962. Board voted to issue licenses for gar- ages and service stations only after each had been approved by the Fire Chief. Board adopted the following resolution concerning automatic amuse- ment licenses issued by it :

"That no person or persons under the age of 17 shall be allowed to operate the machines covered by such license or licenses !

Articles from the Town Warrant


Article 1. To elect a Moderator for one year. To elect one selectman for a term of three years, who shall be an Overseer of Public Welfare. To elect one Town Clerk, one Treasurer, one Elector under the will of Oliver Smith, Esq., one Tree Warden, all for the term of one year each. To elect one Assessor, one member of the Board of Health, one Water Commissioner, two Constables, two School Committee members, one Trustee of Haydenville Library, one Trust Fund Commissioner and one Recrea- tion Commissioner, all for a term of three years each. Recommended


Article 2. To choose all necessary minor Town Offi- cers for the ensuing year. Recommended


Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1962, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws. Recommended


Article 4. To hear the reports of the Selectmen, Treasurer, Town Clerk, Tax Collector, Assessors, School Committee, Water Commissioners, and other Committees and act thereon. Recommended


Article 5. To choose a committee to expend the in- come from the Whiting Street Fund. Recommended


Article 6. To se if the Town will vote to authorize the Selectmen to cooperate with the state under the pro-

visions of Chapter 81 of the General Laws, and to raise and appropriate the sum of $3,150.00, the town's share and to appropriate the sum of $11,550.00, the state's share, in anticipation of reimbursement from the state; the town's share to be raised by taxation and the state's share to be taken from available funds and returned to same when reimbursement is received, or take any other action thereon. Recommended


Article 7. To see if the Town will vote to authorize the Selectmen to cooperate with the county and state under the provisions of Chapter 90 of the General Laws, and to raise and appropriate the sum of $2,000.00 for maintenance of Chapter 90 highways, the town's share, and to appropriate the sum of $4,000.00, the state and county share, in anticipation of reimbursement from the state and county ; the town's share to be raised by taxation and the state and county share to be taken from available funds and returned to same when reimbursement is re- ceived, or take any other action thereon. Recommended


Article 8. To see if the Town will vote to authorize the Selectmen to cooperate with county and state under under the provisions of Chapter 90 of the General Laws, and to raise and appropriate the sum of $5,000.00, the town's share, for new construction and to appropriate the sum of $15,000.00, the state and county share, in anticipation of reimbursement from the state and county ; the town's share to be raised by taxation and the state and county share to be taken from available funds and re- turned to same when reimbursement is received, or take any other action thereon. Recommended


Article 9. To see if the Town will vote to raise and appropriate from available funds in the treasury the sum of $25,000.00 for the purpose of establishing a Stabili- zation Fund in accordance with the provisions of Chapter 40, Section 5B of the General Laws, as amended, or take any other action thereon. Recommended

Article 10. To see if the Town will vote to raise and appropriate the sum of $1,330.00 to pay the interest of $980.00 on the Anne T. Dunphy Elementary School Loan and $350.00 on the Helen E. James Remodeling Loan and to meet such appropriation, transfer the sum of $1,330.00 from the Onslow G. Spelman School Fund Income, or take any action thereon. Recommended


Article 11. To see if the Town will vote to raise and appropriate the sum of $4,154.60, to be paid to the Treas- urer-Custodian of the Hampshire County Retirement System to be credited to the funds thereof. Recom- mended


Article 12. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to help defray the ex- penses of a Public Health Nurse and determine if this amount shall be raised by taxation or taken from avail- able funds, or take any action thereon. Recommended


Article 13. To see if the Town will vote to transfer from Overlay Reserve the sum of $4,000.00 to the Re- serve Account under the jurisdiction of the Finance Committee to meet unexpected or emergency needs of the Town Departments, or take any action thereon. Recom- mended


Articl 14. To see if the Town will vote to raise and appropriate the sum of $6,378.90 for Truck and Tractor Maintenance for 1962 and to meet such appropriation transfer the sum of $3,391.35 from Truck and Tractor Earnings and representing income from earnings on state and county road projects and the sum of $2,987.55 from available funds representing the balance of earnings on town projects, or take any action thereon. Recom- mended


Article 15. To see if the Town will vote to raise and appropriate the sum of $2,645.00 for the payment of the loan and interest due in 1962 for the Fire Truck and de-

termine if the amount of $2,300.00 principal and $345.00 interest shall be raised by taxation or taken from avail- able funds, or take any action thereon. Recommended


Article 16. To see if the Town will vote to raise and appropriate from water available surplus the sum of $1,500.00 to the Overlay Reserve account to reimburse said account for an emergency transfer from the 1961 Reserve Fund, or take any action thereon. Recom- mended


Article 17. To see if the Town will vote to raise and appropriate the sum of $27,000.00 to pay the principal of $25,000.00 on the Anne T. Dunphy Elementary School Loan and $2,000.00 on the Helen E. James School Re- modeling Loan and to determine if said amounts shall be raised by taxation or taken from available funds, or take any action thereon. Recommended


Article 18. To see if the Town will vote to raise and appropriate the sum of $406.08 to purchase a set of Massachusetts Laws annotated in 48 volumes and deter- mine whether the money be provided by taxation or appro- priated from available funds or take any action thereon. Recommended


Article 19. To see if the Town will vote to raise and appropriate the sum of $300.00 to build a Black Top side- walk surface along the southerly side of the State High- way in the village of Haydenville between the Hayden- ville Post Office and Bridge Street, and determine whether the money shall be provided by taxation or appro- priated from available funds or take any action thereon. We recommend


Article 20. To see if the Town will vote to raise and appropriate the sum of $5,000.00 for Civil Defense pur- poses or take any other action thereon. We recommend $1,000.00

Article 21. To see if the Town will vote to raise from available funds and appropriate the sum of $375.00 for the purpose of microfilming the Town Clerk's records or take any other action thereon. We recommend


Article 22. To see if the Town will vote to raise and appropriate the sum of $60,000.00 to reconstruct a section of Hyde's Hill Road from the state road westerly 3,690 feet, and a section of Village Hill Road from the state road easterly 2,620 feet, and a section of Conway Road from Ashfield Road 4,216 feet northerly. The roads to be built with 20 ft. of hard surface, and 3 ft. shoulders, the money to be raised by taxation, taken from available funds or borrowed under General Laws, Chapter 44, Sec- tion 7, paragraph 5, and to issue bonds or notes for said indebtedness, said bonds or notes to be payable in not more than ten years, or take any action thereon. We recommend referral to a study committee


Article 23. To see if the Town will vote to raise and appropriate a sum of money to purchase plans and con- struct a new town garage and to determine whether the money shall be provided by taxation, appropriated from available funds in the treasury or by borrowing under the provisions of Chapter 44, Section 7, paragraph 5 of the General Laws or take any other action thereon. We recommend

Article 24. To see if the Town will vote to raise and appropriate a sum of $12,700.00 of which not less than $2,700.00 is to be taken from available funds and to borrow the balance of $10,000.00 inside the debt limit of the Town under the provisions of the General Laws (ter ed.) Chapter 44, Section 7 (9), and to issue bonds or notes to be payable in not more than five years from date of issue, for the purpose of acquiring a new front end loader, or take any other action thereon. We recom- mend

Article 25. To see if the Town will vote to raise and appropriate the sum of $15,000.00 for the purpose of operating and maintaining the system, including the lay- ing and relaying mains and debt and interest charges, for the Water Department for the year 1962 and to meet said appropriation, the sum of $2,000.00 to be appropri- ated from water surplus and the sum of $13,000.00 to be appropriated from water revenue of 1962 or take any other action thereon. We recommend


Article 26. To see if the Town will vote to raise and appropriate the sum of $5,050.00 for the purpose of modernizing the Town Hall so that it shall be used as a Community Center, and determine whether the money shall be provided by taxation or appropriated from avail- able funds, and to instruct the moderator to appoint a committee of five to enter into all contracts so that this work may be accomplished, or take any other action thereon. We recommend


Article 27. To see if the Town will vote to raise and appropriate the sum of $250.00 for the purpose of black topping the outdoor basketball court at the Helen E. James School, and determine whether the money be pro- vided by taxation or appropriated from available funds or take any other action thereon. We recommend


Article 28. To see if the Town will vote to fix the salary and compensation of all elected officers of the Town for the calendar year 1962 as provided in Section 108, Chapter 41, General Laws, as amended, and to see if the Town will vote to raise and appropriate such sums of money as shall be deemed necessary to defray the ex- penses of the current year. We recommend


Article 29. To see if the Town will empower the Board of Selectmen, Board of Water Commissioners and Board of Assessors to appoint their own members to Town Departments, or take any other action thereon. We recommend

Article 30. To see if the Town will vote to authorize the Chairmanof the Board of Selectmen together with the Chairman of the Board of Assessors and the Board of Water Commissioners, to appoint a Town Secretary to serve from March 1, 1962 to February 28, 1963, who shall be provided with an office, open to the public, in such place and during such hours as may be judged most convenient and practical; such Town Secretary to be available for a minimum of twenty hours per week throughout the year, that the duties of such Secretary shall be those set by the Chairmen of the Departments of government for which service is performed, or take any action thereon." We recommend


Article 31. To see if the Town will vote to raise and appropriate a sum of money to remove the watering trough on Main Street in Williamsburg, and determine whether the money shall be provided by taxation or pro- vided from available funds, or take any other action thereon.


Article 32. To see if the Town will vote to raise and appropriate the sum of $150.00 to participate in the Town of Chesterfield's 200th Anniversary and determine whether the money shall be provided by taxation or pro- vided from available funds, or take any other action there- on.
