Annual Town Meeting, March 2, 1903


WARRANT


ESSEX, SS: To either of the Constables of the Town of Andover. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover qualified to vote in town affairs, to meet and assemble in the Town House, in said Andover, on Mon- day, the second day of March, 1903, at 7.30 A. M., to act upon the following articles :


Article 1st .- To choose a Moderator to preside at said meeting. 1


Article 2nd .- To choose Town Clerk, Treasurer, Collector of Taxes, three members of the Board of Selectmen, Asses- sors and Overseers of the Poor for one year, one member of the Board of Health for three years, three members of the School Committee for three years, and one member for one year to fill out the unexpired term of Mr. John L. Brewster, resigned, one Trustee of Memorial Hall for seven years, one Trustee of Cornell Fund for three years, one Park Com- missioner for three years, one member of the Board of Public Works for three years, one Tree Warden for one year, three Auditors of Accounts, one or more Constables, Fence Viewers, Field Drivers, Surveyors of Lumber, Fire Wards, a

Pound Keeper, one or more Surveyors of Highways, if the town so votes, and any other officers the town may determine to choose.


Article 3rd .- To take action on the following question : " Shall license be granted for the sale of Intoxicating Liquors in this town ? "


Article 4th .- To determine what sums of money shall be appropriated for Schools, School-houses, School-books and supplies, Highways and Bridges, Macadamized Roads, Side- walks, Removing Snow, Horses and Drivers, Street Lighting, Town Officers, Public Works (Maintenance, Construction, and Sinking Funds), Sinking Fund for Memorial Hall Notes, Fire Department (Maintenance and Fire Alarm), Town House (Maintenance), Almshouse, Repairs on Alms- house, State Aid, Military Aid, Relief out of Almshouse, State Tax, County Tax, Abatement of Taxes, Interest on Bonds, Funds and Notes, Redemption of Water Bonds (Voted Oct. 21, 1889), Notes Payable (Park Loan, Town House Improvement, Small Pox, and Drainage of Main Street), Printing and Stationery, Miscellaneous, Memorial Day, Insurance, Spring Grove Cemetery, Hay Scales, Park Commission, Public Dump and other town charges and expenses.


Article 5th .- To see if the town will vote to pay the transportation of pupils from Ballardvale to Punchard High · School, the expense to come out of the appropriation for maintenance of Schools.


Article 6th .- To see if the town will instruct the Board of Public Works to extend the Sewerage System from its present terminus on Summer Street to the residence of G. E. Morse, and levy assessments the same as under the present system.


Article 7th. To see what action the town will take to

establish the street bounds, and if necessary appropriate a sum of money therefor.


Article 8th .- To see if the town will instruct the Highway Surveyor to use a sum not exceeding five hundred dollars from the appropriation for sidewalks to complete the side- walk from Peter D. Smith's to West Parish Church, on petition of Arthur T. Boutwell and others.


Article 9th .- To see if the town will instruct the Highway Surveyor to raise the grade of Haverhill Street on both sides of the River Bridge, on petition of Thomas H. Bentley and others.


Article 10th .- To see if the town will purchase a suitable site for the Bailey School-house, move said building, and appropriate a sum of money therefor.


Article 11th .- To see if the town will appropriate a sum of money with which to make certain changes in the Pun - chard School Building.


Article 12th .- To see if the Town will locate and maintain four street lights on Chestnut Street, on petition of David M. May and others.


Article 13th .- To see if the Town will locate and maintain two or more street lights on Haverhill Street.


Article 14th .- To see if the Town will locate and maintain one street light at the west end of Gardner Avenue, on peti- tion of Mrs. James N. Smart.


Article 15th .- To see if the Town will reappropriate the unexpended amount of one hundred dollars for the further marking and designation of graves of Revolutionary Patriots, under the direction of Phoebe Foxcroft Phillips Chapter, D. R., on petition of the Chapter.


Article 16th .- To see if the Town will reappropriate the

unexpended balance of one hundred dollars for the new street from Elm Street to Summer Street, being balance of amount due.


Article 17th .- To hear and act upon the report of the committee on new barn at Town Farm.


Article 18th .- To hear and act upon the report of the Selectmen in regard to names of streets.


Article 19th .- To see if the Town will appropriate two thousand seven hundred and one 28-100 dollars, ($2,701.28) to reimburse Trustees of Phillips Academy for the amount of their tax and street sprinkling for 1902.


Article 20th .- To hear and act upon the report of the committee on Town House Improvement.


Article 21st .- To see if the Town will instruct the Select- men to employ a competent Veterinary Surgeon as Cattle Inspector, on petition of George H. Pearson and others.


Article 22nd. - To act upon the report of the Town Officers.


Article 23d. - To see if the Town will concur with the Board of Harbor and Land Commissioners in the proposed change in the boundary line between the towns of Andover and Tewksbury as recommended by said Board, or to take any other action thereon.


Article 24th .- To fix the pay of the firemen for the ensuing year.


Article 25th .- To determine the method of collecting the taxes for the ensuing year.


Article 26th .- To determine what disposition shall be made of unexpended appropriations.

Article 27th .- To authorize the Town Treasurer to hire money for the use of the town in anticipation of taxes upon the approval of the Selectmen.


Article 28th .- To determine the amount of money to be raised by taxation the ensuing year.


Article 29th .- To transact any other business that may legally come before the meeting.


Hereof fail not, and make due return of this Warrant with your doings thereon, to the Selectmen at the time and place of meeting.

The above Committee was appointed in accordance with the following vote :


Voted, That a Finance Committee of fifteen be appointed by the Moderator, none of whom shall be office holders, five for three years, five for two years, five for one year, and that hereafter the Moderator shall appoint five at each annual meeting to serve three years, until the town otherwise vote.


Voted, That town horses be under control of Board of Engineers of Fire Department.


Voted, That office hours of Town Clerk be from 9 A. M. to 12 M. and 3 P. M. to 5 P. M., and two evenings from 7 to 9 P. M. (Sundays and legal holidays excepted.)


Voted, That the Selectmen establish one regular day in each week with such office hours as shall accommodate the public need.

Voted, That the Selectmen be instructed to dispose of the Abbott school-house and land, the Bailey school lot, the Scotland school lot, the Holt school-house and lot, and give deeds of same in name and behalf of the town.

Voted, That the sum of $1800.00 be appropriated for nec- essary changes in Punchard School Building.


Took up Article 12th, 13th, and 14th together.


Voted, That the matter be referred to the Street Lighting Committee, with instructions to use $67.31, the unexpended appropriation of last year, (this amount being received by the town as a rebate), and an additional appropriation of $50.00, now voted, which is deemed sufficient to cover the expense of all these lights.

Voted, To reappropriate the unexpended amount of $100.00 for the further marking and designation of graves of Revolutionary patriots, under the direction of Phoebe Fox- croft Chapter, D. R.

Voted, To reappropriate the unexpended balance of $100.00 for the new street from Elm street to Summer street, being balance of amount due.

Voted, That the report of the Committee on the New Barn at the Town farm be accepted, here following :

The Committee appointed at the last Annual Town Meet- ing, to consider the expediency of building a new barn at the Town farm, have attended to their duty, and beg leave to report as follows :


The Committee is unanimous in their opinion that some- thing must be done soon to improve the condition of the old barn, if it is to serve the requirements of the farm. The building needs shingling and other quite extensive repairs and should be enlarged if the present amount of business is to be continued. It is not thought advisable to add to the old building, but whenever anything is done to build new.


The estimated cost of a new barn, with cellar and modern conveniences, removing the old barn, and the necessary grading, would cost between five and six thousand dollars. Your committee, therefore, owing to the many extras to be met by taxation the present year, and not deeming it wise to unduly increase the tax rate, recommended that the whole matter be postponed to some future time.

Voted, That the Town of Andover concurs with the Board of Harbor and Land Commissioners in the proposed change in the boundary line between the towns of Andover and Tewksbury, so that the same shall be as follows : Beginning at the corner of Andover, Tewksbury and Wilmington, at a granite monument, marked A T W, standing in pasture about 500 feet southwesterty from the house of Wm. A. Frost, in latitude 42° 35' 53.09", and longtiude 71º 09' 55.35"; thence north 49° 57' west, about 5.488 feet to a granite monument, lettered A T, standing in open meadow about 1,000 feet north of the house of Wallace Burt ; thence in the same direction to the middle of Shawsheen river ; thence down the middle line of Shawsheen river about 10,000 feet (as the river runs) to a point south 56° 56' east and about 750 feet from a granite monument, lettered A T, standing in woodland 75 feet south of Vale street, in latitude 42° 37' 03.81", and longitude 71° 10' 28.22"; thence north 56° 56' west about 26,679 feet, passing through said monu- ment 75 feet south of Vale street to a granite monument set flush with the ground on the south bank of Merrimac river,

in latitude 42º 39' 23.45", and longitude 71° 15' 19.01" ; thence in the same direction to the channel of Merrimac river at the corner of Andover, Dracut, and Tewksbury.


Took up Article 24th.


Voted, That the pay of the Firemen shall be the same as last year, fifty dollars ($50.00) per year.


Took up Article 25th.


Voted, That the taxes be collected in the same manner as last year. The Town Clerk and Tax Collector to receive a salary of $1000 per year.


Took up Article 26th.


Voted, That all unexpended appropriations be turned into the Treasury, except balance from electric lighting and the several amounts reappropriated in Article 15 and 16, and unexpended balance of appropriation for River Road in 1902.


Took up Article 27th.


Voted, To authorize the Town Treasurer to hire money for the use of the town in anticipation of taxes, upon the ap- proval of the Selectmen.
