REPORT OF CHIEF ENGINEER


TO THE BOARD OF SELECTMEN :


Gentlemen-In compliance with the regulations of the Fire Department, I submit the following report :


The force consists of three engineers, eighteen members of Steamer Co. No. 1 and Hook and Ladder Truck, and ten members of the J. P. Bradlee Co. No. 2.


The apparatus consists of two third-class steam fire en- gines, two two-horse hose wagons, one one-horse hose wagon, two hook and ladder trucks. There are about five thousand feet of hose in good condition.

CEMETERY COMMITTEE


The Cemetery Committee herewith submit their annual report of the receipts and expenditures for the year 1903.


During the past year the usual work of clearing the avenues and walks has been carefully attended to and the cemetery has been put in a condition that reflects much credit on the Superintendent. The newly laid out plat in the southern part of the cemetery must now be put in condi- tion for burial purposes, and in order that this may be satis- factorily done, more money, than the usual appropriation, must be appropriated to carry out the plan of the engineer who has laid out the work. There are but few lots in the · older part of the cemetery, and your Committee are obliged to prepare the southern portion for interments.


We therefore ask for an appropriation of $600.00 and the proceeds from the sale of lots for the ensuing year.

PARK COMMISSIONERS' REPORT


The work of the Commissioners during the past year has been limited to very narrow lines by the small amount of money available.


There are now under the control of the Park Commis- sioners, besides several smaller plats, three pieces of land the full development of which means much for the future beauty of the town. Two of these, the Carmel Woods and the " Common " are owned by the town ; the other, the new playstead back of the schools is being purchased by private subscriptions and is held by the Park Commissioners in trust.


Plans for the planting and other improvements on the " Common " are now in the hands of the Commissioners and it would seem to be very important that work should begin in the improvement of this spot at an early date.

TREE WARDEN'S REPORT


During the past year our work has been confined mostly to trimming up the roads in the outskirts of the town, which were badly overgrown with underbrush and in some places almost impassable. Work has been done on Summer street, Haverhill street, Lowell street, Brundrett avenue, Chandler road, Reservation street, Beacon street, Wood Hill road, Tucker road, Salem street, Prospect Hill road, Greenwood road and High Plain road, in all about 25 miles of road have been trimmed up. During the early Spring storms six trees were uprooted and several were badly broken in the outskirts and had to be removed for the safety of the public. Sixty-five shade trees were planted in various parts of the town. In closing my report I would ask that the sum of five hundred dollars ($500) be appropri- ated that the work may be carried on.

STREET BOUNDS


To the Honorable Board of Selectmen-


Acting at your request I have attended to investigating the matter of street bounds for the Highways of Andover and submit the following report.


As in all other matters the first requisite was the obtain- ing of positive knowledge of existing facts in relation to the Highways; and the major part of the labor performed has been in that line.


Both County and Town records were found to be in a rather chaotic condition; in many cases the records are im- perfect, improperly indexed or no index at all. The first duty therefore was to bring the records into some sort of order. With the advice and consent of your Board the records of County Highways in Andover were transcribed by Miss Alice C. Jenkins and are now on file in the Town House ; the Town records relating to Town Highways have been indexed and the County Highways carried to the same index so that a street record can be found indexed under its present name.


The layout of streets as shown by the records has been compared with the present location of street lines as shown by surveys recently made wherever notes of such surveys are on file. New surveys have been made of Central, High, School, Stevens and North Main streets, and in addition street lines have been located on Highland Road, Phillips and Whittier streets.


A study of the records and comparison of Street lines as they are given with lines as at present located shows a woe- ful state of affairs. Landmarks which may have been suf- ficient at the time the layout was made have entirely dis- appeared. Previous to A. D. 1728 the length of the lines

or the angles are not recorded, for example a street may be recorded as beginning at a marked tree on land of A. thence running to a great stone on land of B. thence as stakes are set on either side to a Highway. From 1728 to 1759 the length of the lines appear but no directions or angles ap- pear on the records; since 1759 the records show that actual surveys of the streets were made but no care seems to have been taken to establish or maintain permanent landmarks. In making an attempt to establish street lines where any- thing like reliable data is obtainable it is found that in many cases the street has not been built as laid out or has been encroached upon until it becomes a question as to whether it is better to take the old layout or have the Town accept a new one.
