SELECTMEN'S REPORT
To the Voters of Berkley :
In conformity with law and custom we submit the report of the Town of Berkley for 1931.
It is fitting at the outset that we give expression of our thanks to Almighty God for the manifold blessings permitted us during the period of world travail during the year that has just ended.
Entering, as we do, upon the third year of world depression, it is fitting, in essaying the task of solving the problems resulting from world conditions, that we consider with care the method in which we handle the problems. The sooner we start thinking in terms of what we can afford the nearer will be the end of our difficulties.
In anticipation of that which is inevitable we find the financial institutions conserving their re- sources, or, as they term it, maintaining their assets in a liquid condition, with the result that the Town of Berkley, regardless of the standing or reputation of the Town, finds it difficult and in most cases im- possible, to secure the necessary financing for the conduct of our business which is the life-blood of the community in which we are located.
Propaganda started some months ago, and which appears to have become formidable, masquer- ading as economy and having for its purpose the prevention of a program of construction for the help of our unemployed, will, unless checked, speedily double the already too large number of unemployed.

There is but one alternative, either a program of construction so that opportunity for work may be provided, or the doubling of our Public Welfare.
The year that has closed represented increased expenditures each month by the Public Welfare De- partment for the sustenance of the needy. The ex- penditure in normal years has never been in excess of $900, yet the year 1931 represented $2,000. There is no way of definitely determining the peaks that may be reached, but the path of duty to provide for the needy is clearly defined and we must meet the situa- tion.
Under the circumstances we enter the year 1932 with faith in God, our country, and our fellowmen, determined that no needy individual-man, woman, or child, shall be deprived of food, shelter, or fuel.
The year 1931 unquestionably has been a most difficult year in the accomplishment of results and if it has not been possible to provide positions for a majority of the applicants seeking such, the fault does not lie with the Town; which can obtain posi- tions only when work is available. During the year the Public Works Department, and the Moth De- partment has provided employment for a large num- ber of men.
The Board of Selectmen, will, unquestionably, due to public tension, be the targets for attack by the informed and uninformed, principally the latter. But, this is one of the penalties for holding of pub- lic office. Public officials, regardless of titles, come and go and in nearly all cases are forgotten. They are invariably measured by the character of service rendered.

We, in Berkley thus have the unusual oppor- tunity this year to restore the confidence of the people in their Town government. We have the chance to dispel the fears which now exist. Now is the time and the occasion to disabuse the public of the feeling all too prevalent, that Town officers generally speaking, are timid creatures, intent primarily on retaining office, who, in the face of local pressure, cannot be trusted to oppose projects, how- ever meritorious, which a depleted pocketbook can- not afford. We can, by our own actions prove that we will not be misled by mere noise into enacting illusive and dangerous remedies; and that we will economize to the limit and by keeping taxes down to the minimum. By so doing we can best contribute to the restoration of normal times.
In the matter of criticism, just and unjust, I find consolation by recourse to Abraham Lincoln, who, in a similar critical period said :
"If I were trying to read, much less answer all the attacks made on me, this shop might well be closed for any other business. I do the best I know how, the very best I can, and I mean to keep on doing it to the end. If the end brings me out all right, what is said against me will not amount to anything. If the end brings me out all wrong, then Ten Angels swearing I was right would make no difference."

TOWN WARRANT
Article 1. To see if the town will appropriate any part of the dog fund to the Public Library and make what other appropriations that are necessary.
Article 2. To act on report of town officers.
Article 3. To fix compensation for collector and treasurer for ensuing year.
Article 4. To see if the town will authorize the Treasurer with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year, and see what other ar- rangements the town will make in event the banks will not loan.
Article 5. To choose all necessary town offi- cers, one selectman for three years, one assessor for three years, one school committee for three years, one trustee of library for three years and one burial ground commissioner for three years, town treasurer for one year, collector of taxes for one year, auditor for one year, moderator for one year, tree warden for one year, seven constables for one year, three fish wardens for one year, three oyster wardens for one year, and also to bring in your ballots on the question : "Shall licenses be granted for the sale of certain non-intoxicating beverages in this town?" The form of ballot shall be "Yes" or "No".

Article 6. To raise and appropriate sums of money for ways and bridges.
Article 7. To raise and appropriate a sum of money for schools, including supplies, high school tuition, salary of superintendent, transportation of scholars, and repairs on public buildings.
Article 8. To raise and appropriate a sum of money for support of poor, salaries of town officers, incidentals, interest, Fire Department and Reserve Fund.
Article 9. To choose a memorial committee and appropriate a sum of money for same.
Article 10. To raise and appropriate a sum of money to be expended in suppressing the gypsy and Brown tail moths, State liability, $388.82.
Article 11. To raise and appropriate a sum of money to be used in the cemetery and care of graves of the Civil and Spanish War Soldiers and Sailors.
Article 12. To raise and appropriate $1,000 for Padelford Street work, as usual.
Article 13. To see what action the town will take in regards to wages of Labor, Horses and Trucks.
Article 14. To see if the town will vote to raise and appropriate the sum of $49.00 for the purpose

of maintaining, during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the pro- visions of Chapter 112, Acts of 1931.
Article 15. To see if the town will vote to establish a Road Machinery Account, to which shall be credited all receipts received for the use or rental of road machinery, the proceeds to be appropriated as voted by the town for road machinery purposes, or to take any action in relation thereto.
Article 16. · To see if the town will vote to ap- propriate sum of money to establish a Road Machin- ery Fund for the purpose of purchasing, repairing and operating road machinery.
Article 17. To act on any other business that may come legally before the meeting.
