REPORT OF SUPERINTENDENT OF SCHOOLS
To the School Committee of Berkley. Mrs. Anthony and Gentlemen :
The close of another calendar year brings with it the responsibility of rendering an account of the work of that period. In our school work, the year has been one of definite forward steps. These, to- gether with the several problems which we are facing, are mentioned in the following report. In submitting this report, I am mindful of the fact that the period is one of serious financial difficulty and that every effort must be put forth to keep expendi- tures to a minimum.
This report would be far from complete if it failed to mention the fine spirit and willing service of the members of the school committee. The co- operation and friendly counsel of the members have been a constant guide and help to me. The sincere interest and willingness to work for the best interest of the children of the town should be a source of pride to the citizens of Berkley.

I .- School Enrolment.
A depression which reduces members in city school systems causes an increase in the enrolment of schools in adjoining towns. Berkley has been faced with this situation. The increase in members in the Berkley school is shown by the following facts :

This meant not only an increase in the number of pupils per teacher, but an adjustment in the room situation which gave three grades to each teacher, except Miss Evans. The average enrolment per room was 45.5.
It was necessary, therefore, to provide some re- lief for the situation. Accordingly, an assistant was selected to help in the work. The assistant carries some work in each room of the school. If the large enrolment continues, this arrangement or a similar one must be continued.
II .- School Building.
During the summer months, one room at the school was painted and whitewashed. Another room was refinished during the Christmas vacation. The two remaining rooms should be taken care of at an early date. Although the building is seriously over- crowded and something must be done to relieve it, it would hardly seem that the present is an auspi- cious time to suggest it. This problem of the future should be kept in mind by the citizens.
Some complaint has been received in regard to the drinking water at the Berkley School. This was

investigated and an analysis made of the water. The report would indicate nothing seriously the matter with it.
III .- Transportation.
No problem can cause more favorable and un- favorable comment from the public than the trans- portation of pupils. A study of comparative costs in the three towns indicates that transportation costs are not excessive. The study is shown below in terms of equal value.

When the road conditions which buses are forced to meet in Berkley are considered, the Berk- ley cost will be found unusually low.
When we consider that the road conditions in Berkley are not as satisfactory as in the other towns and that we are facing conditions which are more difficult than the others, the above cost seems more than justified.
IV .- State Aid and Town Appropriation.
Of the amount appropriated for schools in the Town of Berkley in 1931, over 57% was refunded to the town by the State. According to State Law, this money goes to the general treasury of the town and does not appear on the school accounts. The following information should, therefore, be of vital interest to each citizen.

It is to be noted that although the town appro- priation has increased slightly, the actual cost to the town shows a DECREASE for each year.
V .- Course of Study.
Throughout the school year 1930-31, committees of teachers worked with the superintendent on developing a definite course of study for the schools of the Berkley, Dighton and Freetown district. For the most part, this course became effective with the opening of school in September, 1931. The careful work of teachers who served on these committees is appreciated.
The New Elson Basic Reading system was put into use in Grades 1, 2 and 3, with the beginning of this school year. New geographies have been pro- vided in grades 5 and 6.
VI .-- Teaching Staff.
Miss Alice McKechnie resigned her position at the close of the last school year. Her position is filled by Mr. Glenn Burgmann, a teacher of 5 years' experi- ence in Michigan, who is doing very satisfactory work. Miss Helen Brady resigned in September to accept a position in Taunton. Miss Muriel Barnes of East Freetown, a graduate of Castine Normal School

with two years' experience, is filling the position. Miss Rose Walsh, a graduate of Bridgewater Normal School with one years' experience in Dartmouth, is acting as assistant.
The work of the building is difficult due to crowded conditions. The fact that a splendid har- monious spirit prevails, does much to minimize the difficulties.
VII .- Co-operating Organizations.
The co-operation of the Parent-Teacher Associa- tions at Myricks and Berkley is a decided factor in the work of the schools. The piano purchased for the Berkley School, the basketball equipment pro- vided at Myricks, and the numerous helpful sugges- tions made, are indications of this fine desire to be of service.
VIII .- General.
The period of depression is still with us. In the school work, we are making every endeavor to keep costs down to a minimum and thus lower the cost to the citizens. It is important that any such program be carefully scrutinized lest it limit the advantages of the child. The schools build not only for today but for the years ahead. Let us be careful that no one be given the opportunity to look back across the years and blame our short-sightedness for serious handicaps in life.

REPORT OF SUPERVISOR OF MUSIC

Dear Sir:
I herewith submit my annual report as Super- visor of Music in the public schools of Berkley.
The work this past year has been a continuation of that outlined the year before with special emphasis in sight-reading in the lower grades.
A better arrangement of classes was effected at the beginning of school in September-namely, the placing of the fourth grade at Myricks in the primary room, thus giving a rote song group and a better balanced book group in this room, and leaving a better division of classes in the upper grade room.
A similar change was made at Berkley Com- mon although the crowded conditions and dividing of grades in this school retard the steady progress of the class. In both grammar rooms there is urgent need of new and different song material. The book now in use is not designed for the adolescent boy and does not meet his needs. The interest of these pupils should be maintained and encouraged. When there are so many grades singing together, as is the case here, there should be two sets of books in order to avoid repetition. As soon as conditions warrant the expense, these difficulties can be corrected.
The Supervisor would like to recommend a course in music appreciation which, in co-operation with the other two towns of the district, would be a matter of small expense. We have at present no such course in the town of Berkley.

With the radio making its appearance in nearly every home, and with the field it opens up to every listener, I most strongly urge that some decided step be taken for educating and training the young ears to recognize, understand and appreciate the best in music. Our children know little or nothing about the great masters in Art and Music. They know Henry Ford, Thomas Edison and Charles Lindbergh, valuable men who have contributed to our material comforts; but Raphael, Michael Angelo, Beethoven, Edward MacDowell, men who have contributed to the cultural and aesthetic sides of life, are not even known by name.
The radio brings two kinds of music: (1) That which needs no conscious understanding because its message is instinctively barbaric and physical; (2) The kind that appeals to intelligence and requires training and nourishing.
The popular music with its varied syncopation and primitive rhythm, appeals to the physical sense. We begin to tap, to swing and sway all uncon- sciously ; but the music that reaches the heights and depths, and the head and heart, that stirs the emotions and inspires braver and loftier thoughts, this is the music that gives birth to courageous deeds and holy ideals; this is the kind for which we should cultivate a taste.
The Supervisor would recommend that this course be taken under serious consideration for another year and if possible be given a place in the school curriculum. A limited number of records in each town of the district could be used interchange- ably and a first course in "Learning to Listen" be

easily introduced, ending with a public music memory contest for the recognition of selection, com- poser, and artist.
Throughout the country in almost every state in the Union, classes in instrumental music have been organized in the schools and chief among these is the class in piano instruction. A course in piano is the best foundation for learning to play all other instru- ments. It is the one instrument most usually found in the home.
These piano classes afford exceptional oppor- tunity for the development of hidden musical talent, and because of the very small expense, give to a greater number of children the advantages of musical training. With a piano in each of the build- ings, the problem of conducting these classes in the schools is a small one.
William E. Gladstone says: "Music is one of the most forcible instruments for training, for arousing and for governing the mind and spirit of man."

carried on by Mrs. Josephine Dunham as School Nurse, Dr. Teeden as School Dentist, and Dr. Briggs as School Physician. Dr. Teeden resigned in the fall and his place is taken by Dr. Frederick Lucey.
Miss Alice MacIntosh of Taunton has acted as School Nurse during a leave of absence which has been granted to Mrs. Dunham.
