SELECTMEN'S REPORT
To the Townspeople of the Town of Berkley :
In accordance with Section 49, Chapter 40, of the General Laws, your Board of Selectmen here- with submit the following report, containing therein the reports of the various departments and commit- tees of the Town as submitted by their officers to this Board, together with such other information as is deemed of instructive value.
The Public Welfare Department has been the real cause of our higher tax rate. As to the worthy and unworthy and the fraudulent: We have aided, as has every other social worker, many a person whom we knew to be unworthy. Sometimes we have been mystified as to why they were created, but being unworthy is quite different from being a fraud. The fraud should, of course, suffer the full penalty of the law.
We who are officials administering public funds have a great responsibility. The Board of Public Welfare stand by way of last resort. Too drastic an attitude might cause great harm, relief should be ad- ministered, insofar as it is possible, in such a way as to stimulate hope and trust in the generosity of our community, because we are plunged into a situation where people are the victims of circumstances.
We fully realize the vital need for economy, but, as business men, we realize also that blind slash- ing, without thought of the effect, may cost us, as citizens and taxpayers, far more than the apparent saving.

If we cancelled all our road work tomorrow our tax rate for 1933 might show an apparent sav- ing but our actual losses might be far greater. As business men, we cannot afford to countenance, even by lack of interest, possible suspension of the rela- tively small contribution from State funds that pro- tect our road investment and insures the economical and efficient development of our highway system.
We urge you, as taxpayers, to actively and per- sonally support this principle of State aid highways.

TOWN WARRANT
Article 1. To see if the town will appropriate any part of the dog fund to the Public Library and make what other appropriations that are necessary.
Article 2. To act on report of town officers.
Article 3. To fix compensation for collector and treasurer for ensuing year.
Article 4. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year, and see what other ar- rangements the town will make in event the banks will not loan.
Article 5. To choose all necessary town offi- cers, one selectman for three years, one assessor for three years, one school committee for three years, one trustee of library for three years and one burial ground commissioner for three years, town treasurer for one year, collector of taxes for one year, auditor for one year, moderator for one year, tree warden for one year, seven constables for one year, three fish wardens for one year, three oyster wardens for one year, and also to bring in your ballots on the question : "Shall licenses be granted for the sale of certain non-intoxicating beverages in this town?" The form of ballot shall be "Yes" or "No".
Article 6. To raise and appropriate sums of money for ways and bridges.

Article 7. To raise and appropriate a sum of money for schools, including supplies, high school. tuition, salary of superintendent, transportation of scholars, and repairs on buildings.
Article 8. To raise and appropriate a sum of money for salaries of town officers, incidentals, in- terest, Fire Department, Public Welfare, Old Age Assistance, Soldiers' Relief and State Aid.
Article 9. To choose a memorial committee and appropriate a sum of money for same.
Article 10. To raise and appropriate a sum of money to be expended in suppressing the gypsy and Brown tail moths, State liability, $500.00.
Article 11. To raise and appropriate a sum of money to be used in the cemetery and care of graves of Soldiers and Sailors.
Article 12. To raise and appropriate $1,000 for Padelford Street work, as usual.
Article 13. To see what action the town will take in regards to wages of Labor, Horses and Trucks.
Article 14. To see if the town will vote to raise and appropriate the sum of $50.00 for the pur- pose of maintaining, during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931.

Article 15. To raise and appropriate the sum of $542.09 for the Bristol County Tuberculosis Hos- pital.
Article 16. To raise and appropriate the sum of $112.45 for snow removal in 1932.
Article 17. To act on any other business that may come legally before the meeting.
Article 18. To see if the town will pass a by- 1 law to provide for a finance committee, as required by *Chapter 388 of the Acts of 1923, or take any ac- tion relative thereto.

*Chapter 388 of Acts of 1923, Section 16. Every town whose valuation for the purpose of apportioning the State Tax ex- ceeds one million dollars shall, and any other town MAY, by by-law provide for the appointment and duties of appropria- tion, advisory or finance committee, who shall consider any or all municipal ques- tions for the purpose of making reports or recommendations to the town; and such by-laws may provide that committee so ap- pointed may continue in office for terms not exceeding three years from the date of ap- pointment.
