REPORT OF SUPERINTENDENT OF SCHOOLS
To the Berkley School Committee, Mrs. Anthony and Gentlemen :
The year 1932 will be remembered in School History as a period when the forces of Education were challenged as never before to show value re- turned for each dollar of the taxpayers' money ex- pended. Municipal finances have become a serious problem. In spite of this serious situation due to de- creased incomes, unpaid taxes, school must go on. We may postpone a program of road construction and carry it out in later years, but if we postpone the work of the schools we handicap boys and girls for their entire future. There are few, if any of us, who will care to assume the responsibility for sending boys and girls out into life with limited educational equipment for the future.
In the following report I have endeavored to deal largely with facts. Many of these are financial and if they seem to be too prominent perhaps the present situation will be justification for this.
Berkley is to be congratulated on the sincere in- terest which is shown in the school work by those whom it has chosen to serve on its school committee. This sincere interest, coupled with friendly counsel and cooperation, has made the work in Berkley a pleasure.

I .- HOUSING SITUATION.
During the school year 1931-1932 the over- crowded condition of the Berkley School came to be a serious problem both from the standpoint of school work and of health. Classes were meeting at times during the day in the corridor. Through the coop- eration of the Board of Selectmen the Town Hall has been made available for the use of the first grade. Since portable furniture is used this in no way in- terferes with the use of the building for its intended purposes. The solution has made work more suc- cessful and conditions much more comfortable for all concerned.
II .- STEPS TOWARD ECONOMY.
Certain definite steps have been taken by the department to reduce the expenses of the school sys- tem. The school year has been shortened one week. The work of the music supervisor has been sus- pended temporarily. Careful check has been kept on supplies. A joint bid on coal with Dighton and Freetown resulted in an unusually favorable price on coal. No expenditures have been made unless ab- solute need has required them.
III .- THE STATE HELPS THE SMALL TOWN.
It seems important to emphasize again the large share of the expense of Berkley's educational pro- gram which is borne by the State. A study of the State reimbursement shows that in a considerable period this has averaged over 60% of the actual ex- penditure. The superintendent is pointing out again that the actual expenditure from local taxation for education is very small. The figures for 1932 are as follows :

Since this is a matter of considerable expendi- ture it seems worthwhile to call the attention of the parents to the fact that high school should be for each child a real business and not merely a pastime. Ample time-surely an average of two hours per night-should be devoted to home study. Failures should be the exception for it is evident that there is no justification for expending money on high school education for pupils who do not make proper use of the opportunity.
V .- SUPPLIES-TEXTBOOKS.
The average expenditure per pupil for text- books and supplies in the towns in group IV is $3.60. We are allowing in this year's budget for Berkley $600.00, which is approximately $2.50 per pupil. By careful planning we shall be able to make this amount suffice. Even with our fine corps of teachers it is impossible to do the best work unless the schools are properly supplied with the materials with which to work. We must make sure that our boys and girls have ample supplies and usable textbooks.
VI .- STUDYING THE PUPIL IN THE SCHOOL.
With a shortened school year, the necessity of increasing our efficiency called for study. We have carried through a complete testing program in grades 4-8 inclusive by means of which we know the actual achievement of each child. At the present time we are engaged in the working out of a pro- gram of mental ability testing which will enable us to determine whether or not each child is working to capacity. When this is completed we shall have a complete study of each child in the upper grades available for teacher use.

It should be of interest to know that no town in Bristol County receives as large a proportion of its expenditures for education back from the State as Berkley-the only towns in this part of the State which receive as great a proportion being Gay Head, Chilmark and Mashpee.
Certain proposed legislation aims to reduce the amount of this State aid. If this is enacted the sit- uation for towns like Berkley will indeed be serious.
IV .- HIGH SCHOOL EDUCATION.
The proposal of the Senate Recess Commission on Municipal Affairs to reduce State reimbursements to towns for high school tuition and transportation and to finally eliminate these amounts should be se- riously considered by each citizen of the town. We are required by law to provide high school educa- tion. The cost of tuition and transportation is a large proportion of our budget. Last year in these two accounts we received back from the State $6,440.99 of $8,461.40 expended. The cost of tuition will be more for this year due to the fact that we had a large entering class in September, 1932, and shall graduate a very small class from high school in June, 1933. Our high school enrollment for this year opening September, 1932, was 39. Of these three have left since the opening of school. We shall graduate two in June and will probably have 42 for the opening in September, 1933.

VII .- COOPERATION COUNTS.
The thanks of the department is due to those whose cooperation has made possible such success as has been achieved during the year. The Parent- Teacher Associations at Myricks and Berkley, the Four-H Club Leaders, and individuals have been of positive help in making possible greater gains than could otherwise have been ours.
Teachers have carried a heavy load without complaint and have met real problems without flinch- ing. The superintendent is appreciative of their ef- forts.
VIII .- WHAT OF EDUCATION?
We believe that the depression is here. It is a fact that we must face and yet here are some inter- esting companion facts :
1. Education is not as much responsible for the economic depression as the automobile.
2. The American people spent more on cos- metics in 1931 than on schools.
3. The crowds outside of any entertainment house are testimony that we still believe in amusement.
4. Many of those who are criticising school costs are merely striving to keep the public eye away from other expenditures.
5. A business curtails when there is no demand for its product .- The enrollment in schools is greater than ever before.
In spite of the above facts we are forced to ad- mit that there is a very real depression, and that

hunger and want are not unknown facts in life. Let us be sure, however, that we test all values before we cast out some. Education must not bear the whole brunt of the trouble. A recent speaker well put it "In tragedies at sea the rule has always been 'Women and children first.' Let us hope that in this economic catastrophe our cry will not be 'Children last'."
