REPORT OF SELECTMEN
Because of the present war situation the Selectmen feel that during 1942 every effort should be made to curtail the expenses of the town.
Because the town of Berkley has no industries and because most of the land and buildings have a rela- tively low value, we are neccessarily very limited in taxable income. It is therefore highly important, that during this war period we keep our expenses at the minimum.
The town, at present is in the best financial con- dition it has been for several years, but there is always room for improvement. The town debt is now only $2,900.00 and $1,500.00 of this debt will be paid in 1942. This debt was incurred when the addition to the Berkley Common School was built. The final payment on this note is due in 1943 and with this payment the town will be free of funded debt.
Because of the good financial condition of the town it has been possible for the town to borrow money for the past two years at an interest rate of a fraction of 1 per cent interest.
The estimated budget for expenses in 1942 is about $6,000.00 less than for 1941. Most of this reduction in the budget is due to the discontinuing of the W. P. A. projects and reduction of welfare costs for 1942. This saving should reduce the tax rate for 1942 to about $34.00 a thousand as compared with a tax rate of $37.60 in 1941. This would mean a net reduction in the tax rate of $11.00 per thousand in four years.
There is about $2,500 left from unexpended bal- ances from 1941 appropriations which also may be available either for transfer to the reserve account or in reduction of taxes in 1942.

On the other side of the picture the town will pro- bably lose about $1,500 of State reimbursement for schools, because of the re-classification which the State has made in revaluing the town.
While the tax situation in the town has been un- satisfactory for several years, there has been a notice- able improvement during the past two years. This should show considerable further improvement during 1942.

TOWN WARRANT
Article 1. To hear the report of the Finance Committee and act thereon.
Article 2. To act on reports of town officers.
Article 3. To see if the town will appropriate a sum of money for the Public Library including the dog fund.
Article 4. To fix the compensation for the tax collector and treasurer for the ensuing year.
Article 5. To choose all necessary officers, one Selectman and Overseer of the Poor for three years, one Assessor for three years, one School Committee member for three years, one Trustee of the Library for three years, Town Treasurer for one year, collector of taxes for one year, Auditor for one year, three fish war- dens for one year, Tree Warden for one year, seven constables for one year, three oyster wardens for one year.
Article 6. To raise and appropriate sums of money for highways and bridges including an amount for bridge tender, and painting Berkley bridge.
Article 7. To raise and appropriate a sum of money for schools, including supplies, high school tui- tion, salary of superintendent, transportation of scholars and repairs on buildings.
Article 8. To raise and appropriate a sum of money for salaries of Town Officers, incidentals, inter- est, fire department, public welfare, old age assistance, soldiers' relief and aid to dependent children.
Article 9. To see if the Town will vote to raise and appropriate definite sums of money for the admin- istration expenses including supplies for the various de- partments of the Town or act thereon.

Article 10. To raise and appropriate a sum of money to be expended in suppressing the gypsy and brown tail moths, including private work.
Article 11. To choose a memorial committee and appropriate a sum of money for the same.
Article 12. To raise and appropriate a sum of money to be used in the cemetery and on the care of graves of soldiers and sailors.
Article 13. To raise and appropriate the sum of $785.39 for the Bristol County Tuberculosis Hospital maintenance and repair.
Article 14. To raise and appropriate a sum of money for snow removal in the year 1942.
Article 15. To see if the Town will vote the amount per hour to be paid for labor, trucks and horses for highway department work or act thereon.
Article 16. To see if the Town will vote to set the amount per hour to be paid for labor, trucks, and autos relative to the fire department.
Article 17. To see what action the Town will take in regard to the removal of snow and to set the amount per hour to be paid for labor and trucks.
Article 18. To see if the town will vote to raise and appropriate a sum of money to be used for W. P. A. purposes or act thereon.
Article 19. To see if the Town will vote to raise and appropriate a sum of money for the purpose of purchasing a road scraper or act thereon.
Article 20. To see if the town will vote to raise and appropriate the sum of $1,500.00 to be paid on the principal of the school house note or act thereon.

Article 21. To see if the town will vote to raise and appropriate a sum of money for compensation in- surance for town emloyees or act thereon.
Article 22. To see if the town will vote to authorize the treasurer with the approval of the se- lectmen to borrow money in anticipation of the revenue of the current financial year, and to issue a note or notes therefor, in accordance with the provisions of Chapter 44 of the General Laws as amended.
Article 23. To see if the town will vote to author- ize the treasurer, with the approval of the selectmen to sell at such time or times as may be deemed to be of benefit to the Town, certain parcels of land of low value taken by the Town at a sale held under the pro- visions of Sections 79 and 80 of Chapter 60 of the Gen- eral Laws.
Article 24. To see if the Town will raise and appropriate a sum of money for mosquito control or act thereon.
Article 25. To elect a Finance Committee.
Article 26. To see what action the town will take in regard to a set of by-laws which have been proposed by a committee on by-laws elected at a former town meeting.
Article 27. To see if the town will vote to raise and appropriate a sum of money for Civilian Defense or act thereon.
Article 28. To see what action the town will take in regard to a petition presented to the selectmen in re- gard to construction of a wall or fence on the northerly side of a portion of Padelford' St. or act thereon.
Article 29. To raise and appropriate a sum of money for certain unpaid bills of 1941 or act thereon.
Article 30. To see if the town will vote to trans- fer unexpended balances and overlay surplus of past years to the reserve account of act thereon.
Article 31. To act on any other business that may legally come before the meeting.
