WARRANT FOR ANNUAL TOWN MEETING MARCH 10, 1958


ARTICLE 1 .- To hear the report of the Finance Com- mittee, or act thereon.


ARTICLE 2 .- To act on the reports of the town officers.


ARTICLE 3 .- To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money in anticipation of revenue for the current financial year, and to issue a note, or notes, therefor, in accordance with the provisions of Chapter 44 of the General Laws or act thereon.


ARTICLE 4 .- To see if the town will vote to authorize the selectmen to contract with the Department of Public Works and County Commissioners of Bristol County for the construction and maintenance of the public highways for the ensuing year, or act thereon.


ARTICLE 5 .- To see if the town will vote to fix the sala- ries and compensation of all elective officers of the town as provided by Section 108 of Chapter 41 of the General Laws as amended, as follows: Moderator, Selectmen, Auditor, Treasurer, Collector, Assessors, Town Clerk, Town Clerk's Fees, Constables, Tree Warden, Highway Surveyor, Board of Public Welfare, School Committee, Library Trustees Chair- man, and Burial Ground Commissioners, and raise and appro- priate sums of money for same, or act thereon.


ARTICLE 6 .- To see if the town will vote to raise and appropriate sums of money for the following expense accounts, namely: Finance Committee Expense, Industrial and Devel- opment Commission, Selectmen, Auditor, Treasurer, Collector, Assessors, Town Clerk, Planning Board, or act thereon.


ARTICLE 7 .- To see if the town will vote to raise and appropriate sums of money for the following departments, namely: Town Counsel, Elections, Registrations, Town Hall, Police Department, Fire Department, Tree Department, Sealer of Weights and Measures, Dog Officer, and Board of Health, or act thereon.


ARTICLE 8 .- To see if the town will vote to raise and appropriate a sum of money for a dental clinic, or act thereon.

ARTICLE 9 .- To see if the town will vote to raise and appropriate $200.00 to be expended in suppressing the gypsy and brown tail moth; also $508.67 for the Dutch Elm Disease control, or act thereon.


ARTICLE 10 .- To see if the town will vote under the provisions of Section 4-A of Chapter 41, to authorize certain town boards to appoint one or more members to other positions and fix the salary for same, or act thereon.


ARTICLE 11 .- To see if the town will vote to raise and appropriate the sum of $3,075.00 for the town's share of Chap- ter 81 Highway Maintenance, and appropriate and transfer the sum of $11,275.00 from the excess and deficiency account to cover the State's share, said sum to be returned to the excess and deficiency account on receipt from the State, or act thereon.


ARTICLE 12 .- To see if the town will vote to raise and appropriate for Chapter 90 Highway Maintenance, the sum of $1,800.00, and to appropriate and transfer a sum of money from the Excess and Deficiency Account to cover the State and County shares, said sum to be returned to the Excess and Deficiency Account on receipt from the State and County, or act thereon.


ARTICLE 13 .- To see if the town will vote to raise and appropriate for Chapter 90 Berkley-Dighton Bridge Main- tenance, the sum of $800.00, and to appropriate and transfer a sum of money from the Excess and Deficiency Account to cover the State and County shares, said sum to be returned to the Excess and Deficiency Account on receipt from the State and County, or act thereon.


ARTICLE 14 .- To see if the town will vote to raise and appropriate a sum of money, not exceeding $2,000.00 to be spent for Highway Repair, and/or reconstruction purposes on Bryant Street; independently of, or in addition to, any other highway maintenance program which the town may vote upon.


ARTICLE 15 .- To see if the town will vote to raise and appropriate the sum of $80.00 to cover for land damage expense relative to the Bryant Street Reconstruction, or act thereon.

ARTICLE 16 .- To see if the town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for Chapter 90 Highway Construction, or take any action in relation thereto.


ARTICLE 17 .- To see if the town will vote to raise and appropriate sums of money for the following accounts: namely Berkley-Dighton Bridge expense, road machinery account, and street lights, or act thereon.


ARTICLE 18 .- To see if the town will vote to raise and appropriate a sum of money for snow removal, sanding and snow fence, or act thereon.


ARTICLE 19 .- To see if the town will vote to raise and appropriate sums of money for General Relief, Old Age Assistance, Aid to Dependent Children, Disability Assistance, Welfare Administration, and Veterans' Services, or act thereon.

ARTICLE 23 .- To see if the town will vote to raise and appropriate a sum of money for compensation insurance for town employees, or act thereon.


ARTICLE 24 .- To see if the town will vote to appro- priate and transfer a sum of money from the Overlay Surplus Account to the reserve account, or act thereon.

ARTICLE 27 .- To see if the town will vote to pay the unpaid bills of previous years, and to see if the town will vote to appropriate a sum of money therefor, to be provided by taxation or by transfer of available funds.


ARTICLE 28 .- To see if the town will vote to raise and appropriate the sum of $666.79 for the Bristol County retire- ment assessment for the fiscal year of 1958, as certified to by the Board of County Commissioners, or act thereon.


ARTICLE 29 .- To see if the town will vote to raise and appropriate the sum of $25.00 for the Honor Roll, or act thereon.


ARTICLE 30 .- To see if the town will authorize and direct the assessors to take a sum of money from available funds to reduce the tax levy for the current year, or take any action relative thereto.


ARTICLE 31 .- To see if the town will vote to raise and appropriate a sum of money to cover a deficit in the 1956 Chapter 81 Highway Maintenance Account.

SELECTMEN'S REPORT


The Town continues to be in good financial condition at the present time. The outstanding debts are on the new Fire Station in Myricks, the Fire Station at Berkley Common, and the School Heating System.


During 1957 approximately fifteen hundred feet of road was constructed and oiled along with the construction of a bridge on Bryant Street. The final section on Myricks Street (Rte. 79) was widened and oiled to better serve the ever increasing traffic. Also on Bay View Avenue a blind curve was eliminated by widening and back sloping.


The completion of work at the Town Dump site eases the burden of maintenance and gives that area a better appear- ance.


In 1957, unemployment and State approved increases to some of the welfare budgets necessitated the transfer of addi- tional funds to meet the costs of operating the various welfare categories.


The 1958 Welfare Budget calls for increases in the Old Age Assistance, Disability, Aid to Dependent Children Ac- counts, the General Relief, and Veterans' Services Accounts.


We recommend that a sum of $2,000.00 be made avail- able to continue the construction of Bryant Street.


A sum of $800.00 as Berkley's share is recommended for necessary maintenance work on the Berkley-Dighton Bridge abutments and piers. The Department of Public Works esti- mates the total cost of this project at $8,000.00.


We approve a sum of $1,800.00 to Chapter 90 Road Main- tenance Account to do widening and reconstructing of Porter Street beginning at Pine Street to South Main Street.


The voters will be asked to transfer a sum of $2,500.00 which has been made available under Chaper 718 to the Town for the North Main Street Project. This project is slated for 1959 when the final Chapter 718 money is made available to the town.

Now for many years the business of operating this town is being conducted from the homes of the many elected Town Officials. Much of the vital town records of the various de- partments are kept in these homes and inadequately protected.


Berkley, with a valuation of more than a million dollars, should begin to give some thought to establishing a building to provide offices for the conduct of its business.


At this time, we wish to express our appreciation to all for their excellent cooperation with us in the conduct of the Town's business.

SUMMARY OF STATE AUDIT REPORT


Mr. Herman B. Dine, Director of Accounts Department of Corporations and Taxation State House, Boston


Sir:


In accordance with your instructions, I have made an audit of the books and accounts of the town of Berkley for the period from November 25, 1956, the date of the previous examination, to March 25, 1957, preparatory to the transfer of the books and accounts, and of the cash, savings deposits, and securities to the newly elected treasurer, the following report being submitted thereon:


The records of financial transactions of the departments receiving or disbursing money for the town or committing bills for collection were examined, checked, and verified by com- parison with the reports and records of the accounting officer.


The ledger accounts were analyzed, the appropriations and transfers were checked with the town clerk's records of town meetings and with the records of the finance committee, and a balance sheet, showing the financial condition of the town on March 25, 1957, was prepared and is appended to this report.


The books and accounts of the town treasurer were exam- ined and checked. The receipts, as recorded, were analyzed and compared with the records of the departments collecting money for the town and with other sources from which money was paid into the town treasury, while the payments were checked with the selectmen's warrants authorizing the dis- bursement of town funds. The cash book additions were veri- fied, and the cash balance on March 25, 1957 was proved by actual count of the cash in the office and by reconciliation of the bank balance with a statement received from the depository.


The savings bank books and securities representing the investments of the trust and investment funds in the custody of the town treasurer were examined and listed. The income was proved and the transfers to the town were checked with the receipts as recorded on the treasurer's cash book.


The records of employees' payroll deductions during the period of the audit were examined and checked, the payments to the proper agencies being verified.

The books and accounts of the collector of taxes were examined and checked in detail. The taxes and motor vehicle and trailer excise outstanding at the time of the previous examination, as well as all subsequent commitment lists, were audited and proved with the warrants issued for their collec- tion. The recorded collections were checked with the pay- ments to the treasurer, the abatements were compared with the assessors' records of abatements granted, and the out- standing accounts were listed and proved.


The records of departmental accounts receivable were examined. The charges were added and compared with the accounting officer's books, the recorded collections were checked with the treasurer's cash book, and the outstanding accounts were listed and proved.


The outstanding accounts were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received it appears that the accounts, as listed, are correct.


The financial records of the selectmen, the town clerk, and the sealer of weights and measures, as well as of all other departments collecting money for the town or committing bills for collection, were examined and checked with the treasurer's cash receipts.


The surety bonds filed by the town officials for the faithful performance of their duties were examined and found to be in proper form.


In addition to the balance sheet, there are appended to this report tables showing reconciliations of the treasurer's and the collector's cash, summaries of the tax, excise and departmental accounts, together with schedules showing the condition and transactions of the trust and investment funds.


For the cooperation received from all town officials while engaged in making the audit, I wish, on behalf of my assistants and for myself, to express appreciation.
