In memory of Mrs. Laura Howland Swift, wife of Lawrence Swift. Mrs. Swift was librarian of the Berkley Public Library from 1936 to 1957. She was born in Berkley, the daughter of Lizzie (Johnson) and Joseph Howland. She was educated in Berkley Schools and spent her entire life in Berkley.
Her faithful and devoted service to the town will long be remembered. As town librarian she carried on a tradition of interest in the Public Library. Her father, Joseph Howland, served as library trustee for a number of years. After his death his wife carried on his work as trustee. We remember Mrs. Swift with grateful respect.

SPECIAL TOWN MEETING-APRIL 30, 1963
1. Appropriation for removal of dead elm trees not voted.
2. Voted to increase membership on the Industrial Development Commission to ten.
3. Rescinded vote taken March 11, 1963 on Article 10 with re- gard to authorizing certain boards to appoint their own mem- bers to other positions.
4. Voted to authorize the Board of Selectmen to appoint one of their members as Chief of Police at $1.25 per hour; and one of their members to the Industrial Development Commission.
5. Authorized selectmen to sell former Myricks School Building and land to the Berkley American Legion Post, No. 121, for $1.00, with the provision that the property revert to the town should the Legion disband or disorganize, and the Legion is not to be able to sell the property. All legal and surveying expenses in connection with the sale to the Legion are to be borne by the town from the current appropriation for ex- penses of maintaining the building.

I submit herewith my report of an audit of the books and accounts of the Town of Berkley for the period from July 6, 1961 to June 30, 1933, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

As directed by you, I have made an audit of the books and accounts of the Town of Berkley for the period from July 6, 1961, the date of the previous audit, to June 30, 1963, and report thereon as follows:
An examination and verification was made of the recorded financial transactions of the town as shown on the books of the departments receiving or disbursing money or committing bills for collection.
The accounting officer's ledgers were analyzed, the receipts being checked with the treasurer's books, while the payments were compared with the warrants authorizing them and the treasurer's records of the disbursements. The appropriation ac- counts and loan authorizations were checked with the town clerk's record of town meeting proceedings, and the recorded transfers from the reserve fund were verified by comparison with the records of the finance committee.
The necessary adjusting entries resulting from the audit were made, and a balance sheet, a copy of which is appended to this report, was prepared showing the financial condition of the town on June 30, 1963.
The books and accounts of the town treasurer were examined and checked. The receipts were analyzed and compared with the records of the several departments collecting money for the town and with other sources from which money was paid into the town treasury, while the payments were compared with the selectmen's warrants authorizing the treasurer to disburse town funds.
The cash balance on June 30, 1963 was proved by reconcili- ation of the bank balance with a statement furnished by the bank of deposit and by actual count of the cash in the office.

The payments of maturing debt and interest were proved with the amounts falling due and were checked with the can- celled securities and coupons on file.
The records of tax titles and tax possessions held by the town were examined and checked. The taxes, interest, and costs transferred to the tax title account were compared with the collector's records, the recorded disclaimers were verified, the payments to the treasurer were checked with the treasurer's cash book, and the tax titles and tax possessions on hand June 30, 1963 were listed, reconciled with the accounting officer's ledger, and checked with the records at the Registry of Deeds.
It is recommended that the town treasurer proceed to fore- close the rights of redemption on all tax titles held over two years as required by Section 50, Chapter 60 of the General Laws.
The transactions of the several trust and investment funds in the custody of the town treasurer were verified, and the sav- ings bank books and securities representing the investment of these funds were examined and listed.
The records of employees' payroll deductions during the period of the audit were examined and proved with the account- ing officer's controlling accounts.
The books and accounts of the tax collector were examined and checked. The taxes and excise outstanding at the time of the previous examination, as well as all subsequent commit- ments, were audited and compared with the assessors' warrants issued for their collection. The payments to the treasurer were verified, the recorded abatements were checked with the asses- sors' records of abatements granted, the taxes transferred to the tax title account were proved, and the outstanding accounts were listed and reconciled with the respective controlling ac- counts.
The reconciliation of the collector's cash as of June 30, 1963 shows the sum of $327.25 as due from the collector.
It is recommended that tax takings be made by the collec- tor to secure a prompt settlement of the delinquent tax and ex- cise accounts which on the audit date were as far back as 1955

for taxes, and 1957 for motor vehicle and trailer excise. There are sufficient remedies under the tax laws for a tax collector to clear the warrants committing taxes and excise for collection, and the settlement of all overdue accounts will improve the financial condition of the town, and the cost of audits for recon- ciling and verifying the outstanding accounts would be decreased materially if the tax and excise levies were settled promptly.
Collections of taxes, excise and interest should be paid to the town treasurer once a week or oftener, as required by Sec- tion 2, Chapter 60, of the General Laws. Two payments were made to the town treasurer in 1963 for collections for the period from January 1 to June 30, 1963. In this connection it was noted that collections for the period from November 8 to December 31, 1962, aggregating $11,307.06 were received by the town treasurer as of January 3, 1963, and the available free cash of the town as of January 1, 1963 was correspondingly reduced.
The records of departmental accounts receivable were ex- amined and checked. The commitments were proved, the col- lections were checked with the treasurer's recorded receipts, and the outstanding accounts were listed and reconciled with the respective ledger controls.
Verification notices were sent to a number of persons whose names appeared on the books as owing money to the town, and from the replies received thereto it appears that the outstanding accounts, as listed, are correct.
The records of receipts from licenses and permits issued by the selectmen, the town clerk, and the police and fire depart- ments were examined and checked, and the payments to the State and to the town treasurer were verified.
The surety bonds of the several town officials required by law to furnish such surety were examined and found to be in proper form.
In addition to the departments mentioned, the available records of all other departments collecting money for the town were examined and checked. The payments to the town treas- urer were verified by comparision with the treasurer's and the accounting officer's books, and the cash balances in the depart- ments were proved.

There are appended to this report, in addition to the balance sheet, tables showing reconciliations of the treasurer's and the collector's cash, summaries of the tax, excise, tax title, tax possessions, and departmental accounts, as well as schedules showing the condition and transactions of the trust and invest- ment funds.
While engaged in making the audit cooperation was received from the officials of the town, for which, on behalf of my assis- tants and for myself, I wish to express appreciation.

SELECTMEN'S REPORT
During the year 1963 the several town departments remained within their operating budgets. Some transferring of funds was necessary due to unforeseeable conditions such as created by lack of employment, much snow removal, and conditions be- yend our control.
One of the utmost concerns to all of us is the condition of the Berkley-Dighton Bridge. Much money goes into the main- tenance of this bridge each year with no improvements in- volved. Due to the high cost of a replacement which neither town can afford, the Selectmen of Dighton and Berkley have jointly petitioned the Department of Public Works to request Federal Aid under their aid program for secondary roads.
A Public Institutional Property Insurance Plan was initiated during the year. All public buildings are adequately covered based on their present replacement costs.
The South Main Street Reconstruction got under way and approximately 3,500 feet of new roadway was constructed.
A section of Riverside Drive was gravelled and oiled.
As no removal of dead Elm trees was made due to a lack of an appropriation, we recommend that $1,000 be made avail- able in 1964 for this purpose.
We also recommend that the reconstruction of South Main Street be continued by the use of funds made available under Chapter 822 of the acts of 1963 allotting Berkley a sum of $5,368.46.
We also recommend for 1964 that a section of roadway on Bay View Avenue be improved and to continue the improve- ment of Riverside Drive and start the reconstruction of An- thony Street.
In conclusion may we express appreciation for the courtesy and assistance extended by all for their cooperation with us in the conduct of the town's business.
