REPORT OF THE TOWN AUDITOR (As of January 31, 1964)


Board of Selectmen Town of Berkley


The outstanding taxes are being listed, and totals taken to check against the Tax Collectors's records. The books were delivered to me at various times throughout the month. The last book to be received was for the 1963 Motor Vehicle Excise Tax on the evening of January 31, 1964. Notices for verification pur- poses will be mailed when all listings have ben completed.


Examinations of specific items as noted by this office in the past, and those stated in the State Auditor's report received by the Board of Selectmen, shall be conducted. Questions as to why old accounts have not been closed, and proper procedure followed against delinquent accounts will be included in the audit.


Some tests of the Treasurer's accounts have been made. Others are to follow in conjunction with the inspection of the Collector's records. The Treasurer's records examined to date, appear in good order.


Recommendations:


1. That copies of the State Audit in the future be sent to the Accounting Officer, and also to the Town Auditor.


2. The Tax Collector be instructed again, to clear through the process of law provided, all past due accounts.


3. For all taxpayers to pay taxes as promptly as possible.


4. Instruct the Treasurer to make Tax Title foreclosures as prescribed for his office.


The cooperation received from the Tax Collector and Trea- surer has been excellent, and I wish to thank them.


Another report shall be submitted as soon as possible.

BOARD OF REGISTRARS OF VOTERS


1963 was a quiet year for the Board of Registrars, with only the one town election being held. 1964 promises to be quite dif- ferent, however, being the year for presidential and state prima- ries, the town election, and the national election in November.


Poll taxes having been outlawed in Massachusetts, the last poll list was delivered to the Board of Assessors in 1963.


In connection with the contested election in the Fifth Bristol District as of November 6, 1962, an order was adopted by the House of Representatives by which all articles incidental to said election were to be provided to the House Committee on Elec- tions by all the towns in the district. In addition to all the bal- lots cast in Berkley, the town clerk was ordered to provide:


The check lists of voters used at the election;


The official count for Representative constituting the election returns;


The official count resulting from the recount which follow- ed that election;


The 1962 street list constituting the basis of the list of regis- tered voters;


The record of the clerk of the election;


The list of applicants for absentee ballots;


All ballots protested in the recount; and


All original applications, envelopes, etc., for absentee ballots cast.


These materials were delivered to the Sergeant-at-Arms at the State House on February 15, 1963, and were returned to the town clerk several weeks later without comment. The clerk's travel expense to the State House was reimbursed by the State.


It is the hope that 1964 street listings will be printed in book- let form and be made available at cost to anyone desiring copies.
