In accordance with the usual custom the Town Clerk sub- mits the following report :


TOWN RECORDS. WARRANT FOR ANNUAL TOWN MEETING


Commonwealth of Massachusetts.


Norfolk, ss. To either of the Constables of the Town of Brain- tree. Greeting :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in elections therein to meet at the polling places in their respective precincts, to wit :


Polling place in Precinct No. 1, Town Hall.


Polling place in Precinct No. 2, Hose House, Hollis Ave.


Polling place in Precinct No. 3, Hose House, Allen St. on Monday, the fifth day of March, 1906, at six o'clock in the forenoon, then and there to bring in to the Wardens of their respective precincts their votes on the official ballot for a Town Clerk, a Town Treasurer, three Selectmen, three Assessors, three Overseers of the Poor, three Highway Surveyors, three Auditors, three Fence Viewers, a Tax Collector, a Tree Warden, two members of the Board of School Committee for three years, one member of the Board of Health for three years, one Water Commissioner and Commissioner of Sinking Funds for three years, and fifteen Constables.


Also to vote Yes or No upon the question, Shall licenses be granted for the sale of intoxicating liquors in this Town?


The polls shall be open at six o'clock in the forenoon and may be closed at one o'clock P. M.


You are further directed to notify and warn said inhabi- tants qualified to vote as aforesaid, to meet at the Town Hall in said Braintree on Monday, the twelfth day of March, 1906, at seven and one-half o'clock in the evening, then and there to act on the following articles, namely :

Article 1. To choose a Moderator to preside at said meet- ing.


Art. 2. 'To choose all other Town Officers except those elected by ballot.


Art. 3. To see if the Town will authorize its Treasurer with the approval of the majority of the Selectmen, to borrow money in anticipation of taxes and issue notes of the Town therefor. Also to see if the Town will hold its Treasurer harmless on his bond from any loss which may arise from the failure of any National Bank in which the funds of the Town may be on deposit, said bank or banks being designated by the Selectmen. Also to see if the Town will continue to pay for the bond of its Treasurer and raise and appropriate a sum of money for the same.


Art. 4. To hear and act upon the reports of the several boards of Town Officers and of any committee, and to choose any committee the Town may think proper.


Art. 5. To see what sums of money the Town will vote to raise and appropriate for the support of the public schools and for transporting pupils to and from the same.


Art. 6. To see what sums of money the Town will vote to raise and appropriate for the repairs of highways, Town ways and bridges. Also for repairs and building sidewalks and stone roads, removal of snow and watering streets.


Art. 7. To see what sum of money the Town will vote to raise and appropriate for the support of the poor.


Art. 8. To see what sum of money the Town will vote to appropriate for the payment of State Aid, Military Aid and for Soldiers' Relief as provided by Sections 18 and 19 of Chap- ter 79 of the Revised Laws, and to determine how much of the same shall be raised by taxation.


Art. 9. To see what sum of money the Town will vote to raise and appropriate for support and maintenance of the Fire Department and for the purchase of new hose.


Art. 10. To see if the Town will raise and appropriate a sum of money, to put in a repeater in connection with the fire alarm.


Art. 11. To see if the Town will vote to extend its fire

alarm system to the corner of Plain and Grove streets, and raise and appropriate a sum of money for the same.


Art. 12. To see what sum of money the Town will vote to raise and appropriate for operating expenses of the Electric Light Department, for connecting new consumers, etc.


Art. 13. To see if the Town will vote to place suitable street lights on Sampson Avenue and raise and appropriate a sum of money for the same.


Art. 14. To see if the Town will vote to place suitable street lights on Charles Street and raise and appropriate a sum of money for the same.


Art. 15. To see if the Town will vote to place a street light East of the Railroad Crossing on Elm Street and raise and appropriate a sum of money for the same.


Art. 16. To see if the Town will vote to extend the street lights on Commercial Street to the Quincy line and raise and appropriate a sum of money for the same.


Art. 17. To see if the Town will vote to continue its night police and raise and appropriate a sum of money for the same.


Art. 18. To see what sum of money the Town will vote to raise and appropriate for the payment of court fees and ex- penses in criminal cases.


Art. 19. To see if the Town will vote to raise and appro- priate a sum of money for hydrant service.


Art. 20. To see if the Town will vote to raise and appro- priate a sum of money for the Water Loan Sinking Funds.


Art. 21. To see if the Town will vote to extend its Water System South in Washington Street from its present termina- tion to the Holbrook and Braintree Town line and raise and appropriate a sum of money sufficient for the same.


Art. 22. To see if the Town will raise and appropriate such sums of money as may be necessary for the payment of notes, and for the payment of interest on the Town debt, and on loans in anticipation of taxes.


Art. 23. To see what sum of money the Town will vote to raise and appropriate for the payment of Town Officers.


Art. 24. To see what sums of money the Town will vote to raise and appropriate for miscellaneous expenses.

Art. 25. 'To see if the Town will vote to raise and appro- priate a sum of money to assist Post 87, G. A. R., in defraying the expenses of memorial services on Memorial Day.


Art. 26. To see what sums of money the Town will vote to raise and appropriate for the Thayer Public Library and for the distribution of books.


Art. 27. To see what sums of money the Town will vote to raise and appropriate for supplies and for repairs of the Town Hall and for the services of a Janitor.


Art. 28. To see what sum of money the Town will vote to raise and appropriate for insurance on Town buildings.


Art. 29. To see what sum of money the Town will vote to raise and appropriate for abatement of taxes.


Art. 30. To see if the Town will vote to raise and appro- priate a sum of money to be expended by the Tree Warden.


Art. 31. To see if the Town will vote to raise and appro- priate a sum of money to be expended by the Board of Health.


Art. 32. To see if the Town will vote to raise and appro- priate a sum of money to be expended on the Town Lands.


Art. 33. To see if the Town will vote to raise and appro- priate a sum of money to be expended on Plain Street Ceme- tery.


Art. 34. To see if the Town will vote to sell the land on the East side of Middle Street, known as the Middle Street Schoolhouse lot, and authorize the Treasurer to sign in behalf of the Town all necessary deeds and papers to transfer a good title thereto.


Art. 35. To see if the Town will vote to charge interest on all unpaid taxes after a certain date.


Art. 36. To see if the Town will accept the Jury List as prepared by the Selectmen.


You are directed to serve this warrant by posting attested copies thereof in three public places in each precinct in said Town of Braintree, seven days at least before said fifth day of March, 1906, and by publishing the same once in the Braintree Observer-Reporter and Braintree Bee.


Hereof, fail not, and make due return of this warrant with your doings thereon to the Town Clerk before the third day of March, 1906.

Pursuant to the foregoing warrant, I hereby notify and warn . the inhabitants of the Town of Braintree, qualified as therein expressed, to meet at the time and place for the pur- poses therein mentioned.

In accordance with the foregoing warrant, the voters as- sembled in their respective Precincts to deposit their ballots for Town Officers, and also to vote on the following question : "Shall licenses for the sale of intoxicating liquors in this Town be granted ?"


The polls were opened at six o'clock A. M., and were closed as follows :

In accordance with the foregoing warrant the Town met at the time and place specified. The warrant and also the officers return of the same were read by the Town Clerk.


Article 1. By ballot and with the use of the check list John Kelley was elected Moderator and sworn by the Town Clerk.


Art. 2. Voted to choose five (5) surveyors of wood and weighers of hay. J. Marcus Arnold, Charles G. Sheppard, Wil- ford F. Woodsum, Edward M. Wright and Edward W. Hobart were chosen and sworn.


Voted to choose three (3) Surveyors of Lumber. Herbert W. Borden, Charles O. Miller and George H. Holbrook were chosen and sworn.


Voted to instruct the Selectmen to appoint one Measurer of Leather, one Pound Keeper and three Field Drivers.


Art. 3. Voted that for the purpose of procuring a tempo- rary loan to and for the use of the Town of Braintree, in antici- pation of the taxes of the present municipal year, the Town Treasurer is hereby authorized and directed to borrow from time to time with the approval of a majority of the Board of Select- men a sum or sums of money not exceeding in the aggregate eighty thousand dollars ($80,000.00) and to execute and de- liver the note or notes of the Town therefor, payable within one year from the time the loan is made. Any debt or debts in- .curred by a loan or loans to the Town under this vote shall be 'paid from the taxes of the present municipal year.


Voted that the Town Treasurer be, and is hereby made custodian of all moneys of the several departments of the Town and of all securities of the several "Sinking Funds" of the Town.


The Board of Water Commissioners are hereby instructed to elect the Treasurer of the Town Treasurer of the Water De- ;partment.

The Selectmen are hereby instructed to require from the Treasurer such a bond as in their judgment is necessary for the- safety of such moneys and securities; that the Town pay for- said bond and that the Treasurer be held harmless on his bond from any loss from the failure of any National Bank in which the funds of the Town may be on deposit with the approval of the Board of Selectmen.


Voted to appropriate the sum of one hundred and five dol- lars ($105.00) to pay for the Treasurer's bond.


Art. 5. Voted to take up article 5.


Voted to appropriate for the support of the public schools- the following sums, namely :-

The Town met in accordance with adjournment from March 12th, Moderator Kelley in the chair.


Articles 4 and 12. Under consideration, voted to take a re- cess of five minutes. The meeting again called to order.


Voted, on motion of Mr. Abercrombie, that a committee of seven be appointed by the chair to thoroughly investigate the business of the entire Electric Light Department, also to con- sider the question of an Electric Light Commission and report at some future adjournment of this meeting. Moderator appoint- ed E. E. Abercrombie, Thomas A. Watson, Fred W. McCarter, William Orr, Charles E. Dexter, William O. Pinckney, Charles B. Cummings as that committee. William Orr declined to serve.


Voted that at 10 o'clock P. M. this meeting be declared adjourned for one week at 7.30 o'clock P. M.


Voted to lay Article 12 on the table.


Art. 4. A verbal report of progress, made by the chair- man of the "Grade Crossing Committee."


Voted to continue the same committee for one year.


Dr. H. L. Dearing called the attention of the Town to an

error in the printed report of the Board of Health, contained in the Annual Town Report, stating that it should read Sewer system instead of Scavenger system, as printed.


Voted, that a committee of ten, to include the Board of Health and the Town engineer, be appointed to consider the matter of Sewerage and report at the next annual meeting


Moderator appointed B. Herbert Woodsum, Hartley L. White, William E. Maybury, F. Eugene Dyer, Geo. F. Hussey, Hon. Albert E. Avery and the Board of Health, including its Secretary as that committee.


Voted to lay Art. 4 on the table.


Art. 9. Voted that the Treasurer be instructed to pay the firemen of Braintree 30 cents per hour for work at fires in ad- dition to the pay already voted them by the Town and that the sum of 200 dollars be raised and appropriated for that purpose. Meeting adjourned at 10 o'clock' until Monday evening, March 26th, 1906, at 7.30 o'clock.

The Town met in accordance with adjournment from March 19th, Moderator Kelley in the chair. Moderator ap- pointed Charles H. Morse to fill the vacancy caused by the de- clination of William Orr on the committee to investigate the Electric Light Department.


Charles O. Miller and Daniel E. Cain, to fill vacancies on Sewerage Committee caused by the resignation of Geo. F. Hus- sey and B. H. Woodsum.


Art. 6. Voted to instruct the Highway Surveyors that if any citizen gives notice before July 1st that they will pay one- half of the expense of concrete or granolithic sidewalks abutting their premises and including curbing, the Board of Selectmen first having obtained prices per square yard for the several kinds of work and given public notice of the cost of the same as per specifications required by them, that the balance of the cost shall be paid from the appropriations already made for con- struction of sidewalks.

Voted that the Water Board are hereby instructed to appro- priate so much of the income of the water rates as is not re- quired for maintenance and running expenses and interest on Water Bonds for the purchase of new meters and installing the same.


Art. 21. Voted, that the Board of Water Commissioners be and they are hereby instructed to extend the main water pipe from its present termination in Washington Street, south- erly to the Braintree and Holbrook town line, and a sum of money not exceeding $10,000 be appropriated for that purpose.


Voted, that for the purpose of extending its water system from its present terminus on Washington Street in the souther- ly part of the town through said Washington Street to the Braintree and Holbrook line, the Town Treasurer be and is hereby authorized under the power conferred on this Town by Chapter 362 of the Acts of 1905 and as amended by Act of 1906, approved March 8, 1906, to issue the notes of the Town to an aggregate amount of $10,000.00, as follows:


Viz., said notes to be countersigned by the Water Com- missioners, to be dated May 15, 1906, and to bear interest at a rate not to exceed 4 per cent per annum, and to be known as the Braintree Water Loan Act of 1905.
