In accordance with the usual custom the Town Clerk sub- mits the following report:
TOWN RECORDS.
WARRANT FOR ANNUAL TOWN MEETING.
Commonwealth of Massachusetts.
Norfolk, ss. To either of the Constables of the Town of Braintree. Greeting:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in elections therein, to meet at the polling places in their respective precincts, to wit:
Polling place in Precinct No. 1, Town Hall;
Polling place in Precinct No. 2, Hose House, Hollis Ave .;
Polling place in Precinct No. 3, Hose House, Allen St .;
Oll Monday the fourth day of March, 1907, at six o'clock in the forenoon, then and there to bring in to the Wardens of their respective precincts their votes on the official ballot for a Town Clerk, a Town Treasurer, three Selectmen, three Assessors, three Overseers of the Poor, three Highway Surveyors, three Auditors, three Fence Viewers, a Tax Collector, a Tree Warden, two mem- bers of the Board of School Committee for three years, one member of the Board of Health for three years, one Water Com- missioner and Commissioner of Sinking Funds for three years, two Trustees of Thayer Public Library for two years and fifteen Constables.
Also to vote Yes or No upon the question, Shall licenses be granted for the sale of intoxicating liquors in this Town?
The polls shall be open at six o'clock in the forenoon and may be closed at one o'clock P. M.
You are further directed to notify and warn said inhabi- fants qualified to vote as aforesaid, to meet at the Town Hall in said Braintree on Monday the eleventh day of March, 1907, at seven and one-half o'clock in the evening, then and there to act on the following articles, namely :

Article 1. To choose a Moderator to preside at said meeting Art. 2. To choose all other Town Officers except those elected by ballot.
Art. 3. To see if the Town will authorize its Treasurer with the approval of the majority of the Selectmen, to borrow money in anticipation of Taxes and issue notes of the Town therefor. Also to see if the Town will hold its Treasurer harmless on his bond from any loss which may arise from the failure of any National Bank in which the funds of the Town may be on de- posit, said Bank or Banks being designated by the Selectmen. Also to see if the Town will continue to pay for the bond of its Treasurer and raise and appropriate a sum of money for the same.
Art. 4. To hear and act upon the reports of the several boards of Town Officers and of any committee, and to choose any committee the Town may think proper.
Art. 5 To see what sums of money the Town will vote to raise and appropriate for the support of the public schools and for transporting pupils to and from the same.
Art. 6. To see what sums of money the Town will vote to raise and appropriate for the repairs of highways, Town ways and bridges. Also for repairs and building sidewalks and stone roads, removal of snow and watering streets.
Art. 7. To see if the Town will vote to build a drain on Frederick Road and Washington Street near the junction of Pond Street and raise and appropriate a sum of money for the same.
Art. S. To see if the Town will accept the laying out of that part of Sherbrooke Avenue so called (leading easterly from its present terminus) as a Town way as made by the Selectmen and raise and appropriate a sum of money to build the same.
Art. 9. To see if the Town will accept the laying out of Highland Avenue, so called (leading easterly from Washington Street to Hancock Street), as a Town way, as made by the Select- men, and raise and appropriate a sum of money to build the same.
Art. 10. To see if the Town will accept the laying out of Nelson Street, so called (leading westerly from Shaw Street), as a Town way, as made by the Selectmen, and raise' and appropri- ate a sum of money to build the same.
Art. 11. To see if the Town will vote to construct a side- walk on Shaw Street and Howard Street and appropriate the sum of three hundred and fifty dollars for the same.
Art. 12. To see what sum of money the Town will vote to raise and appropriate for the support of the poor.
Art. 13. To see what sum of money the Town will vote to appropriate for the payment of State Aid, Military Aid and for

Soldiers' Relief as provided by Sections 18 and 19 of Chapter 79 of the Revised Laws, and to determine how much of the same shall be raised by taxation.
Art. 14. To see what sum of money the Town will vote to raise and appropriate for support and maintenance of the Fire Department and for the purchase of new hose.
Art. 15. To see if the Town will raise and appropriate the sum of one hundred and seventy-five dollars for a Fire Alarm box at the corner of Howard and Hayward Streets.
Art. 16. To see if the Town will establish a telephone in each of the engineers' houses.
Art. 17. To see what action the Town will take in regard to purchasing land and building an Engine House for the south part of the Town and raise and appropriate money for the same.
Art. 18. To see what sum of money the Town will vote to raise and appropriate for operating expenses of the Electric Light Department, for connecting new consumers, etc.
Art. 19. To see if the Town' will vote to place suitable street lights on Granite Street, southerly from West Street, and raise and appropriate a sum of money for the same.
Art. 20. To see if the Town will vote to extend the street lights on West Street and raise and appropriate a sum of money for the same.
Art. 21. To see if the Town will vote to place suitable street lights on Charles Street and raise and appropriate a sum of money for the same.
Art. 22. To see if the Town will vote to place suitable street lights on Presidents Road and raise and appropriate a sum of money for the same.
Art. 23. To see if the Town will vote to extend the street lights on Quincy Avenue and raise and appropriate a sum of money for the same.
Art. 24. To see if the Town will vote to extend the street lights on Commercial Street to the Quincy line and raise and ap- propriate a sum of money for the same.
Art. 25. To see if the Town will vote to continue its night police and raise and appropriate a sum of money for the same.
Art. 26. To see if the Town will instruct the Board of Selectmen to appoint a Chief of Police and raise and appro- priate a sum of money for the same.
Art. 27. To see what action the Town will take in enforcing the Criminal Laws and raise and appropriate a sum of money for the same.
Art. 28. To see what sum of money the Town will vote to raise and appropriate for the payment of court fees and expenses.

Art. 29. To see if the Town will vote to raise and appro- priate a sum of money for hydrant service.
Art. 30. To see if the Town will vote to raise and appro- priate a sum of money for the Water Loan Sinking Funds.
Art. 31. To see if the Town will vote to extend its Water System South in Washington Street from its present termina- tion to the Holbrook and Braintree Town line and raise and appropriate a sum of money sufficient for the same.
Art. 32. To see what action the Town will take in relation to the purchase of meters.
Art. 33. To see if the Town will raise and appropriate such sums of money as may be necessary for the payment of notes, and for the payment of interest on the Town debt, and on loans in anticipation of taxes.
Art. 34. To see what sum of money the Town will vote to raise and appropriate for the payment of Town Officers.
Art. 35. To see what sums of money the Town will vote to raise and appropriate for miscellaneous expenses.
Art. 36. To see if the Town will vote to raise and appro- priate a sum of money to assist Post 87, G. A. R., in defraying the expenses of memorial services on Memorial Day.
Art. 37. To see what sums of money the Town will vote to raise and appropriate for the Thayer Public Library and for the distribution of books.
Art. 38 To see what sums of money the Town will vote to raise and appropriate for supplies and for repairs of the Town Hall and for the services of a Janitor.
Art. 39. To see what sum of money the Town will vote to raise and appropriate for insurance on Town buildings.
Art. 40. To see what sum of money the Town will vote to raise and appropriate for abatement of Taxes.
Art. 41. To see if the Town will vote to raise and appro- priate a sum of money to be expended by the Tree Warden.
Art. 42. To see if the Town will vote to raise and appro- priate a sum of money to be expended by the Board of Health.
Art. 43. To see if the Town will vote to raise and appropri- ate a sum of money to be expended on the Town Lands.
Art. 44. To see if the Town will vote to raise and appro- priate a sum of money to be expended on Plain Street Cemetery.
Art. 45. To see if the Town will vote to charge interest on all unpaid taxes after a certain date.
Art. 46. To see if the Town will accept the Jury List as prepared by the Selectmen.
Art. 47. To see if the Town will vote to erect bulletin boards for the posting of official notices, in five different places

in the Town and raise and appropriate a sum of money for the same.
Art. 48. To see if the Town will sell the J. Sargent Arnold property on Storrs Avenue or take any action in relation thereto.
Art. 49. To see if the Town will release to Michael Levan- gie any interest it may have in his land on Sherman and Butler Road or take any action in relation thereto.
Art. 50. To see what action the Town will take in relation to the legacies or either of them given to it in the will of Charles E. French, late of Boston.
You are directed to serve this warrant by posting attested copies thereof in three public places in each Precinct in said Town of Braintree, seven days at least before said fourth day of March, 1907, and by publishing the same once in the Braintree Observer-Reporter and Braintree Bee.
Hereof, fail not, and make due return of this warrant with your doings thereon to the Town Clerk before the second day of March, 1907.

In accordance with the foregoing warrant the voters assem- bled in their respective Precincts to cast their ballots for Town Officers for the ensuing year and also to vote on the following question: "Shall licenses for the sale of intoxicating liquors in this Town be granted ?" The
polls were opened at six o'clock A. M., and were closed as follows:
Precinct One closed at one o'clock P. M. Precinct Two closed at one o'clock and five minutes P. M. Precinct Three closed at one o'clock P. M. The following Election Officers were present:

In accordance with the foregoing warrant the Town met at the time and place specified. The warrant, except a part of the articles contained therein, and the officers return thereon was read by the Town Clerk.
Article 1. By ballot and with the use of the check list John Kelley was elected Moderator and sworn by the Town Clerk.
Art. 2. Voted to choose five (5) surveyors of wood and weighers of hay. J. Marcus Arnold, Charles G. Sheppard, Wilford F. Woodsum, Edward M. Wight and Edward W. Hobart were chosen and sworn. Edward W. Hobart resigned.
Voted to choose three (3) surveyors of lumber. Herbert W. Borden, Charles O. Miller and George H. Holbrook were chosen and sworn.
Voted to choose seven (7) trustees of Braintree School fund for three years. George H. Arnold, B. Herbert Woodsum, Ben- jamin F. Dyer, C. Harrison Hobart, Will W. Mayhew, Alva S. Morrison and George D. Willis chosen.
Voted to instruct the Selectmen to appoint one measurer of leather, one pound keeper and three field drivers. Charles W. Matthews appointed Field Driver and sworn April 8.
Art. 3. Voted that for the purpose of procuring a temporary loan to and for the use of the Town of Braintree in anticipation of the taxes of the present Municipal year, the Town Treasurer

is hereby authorized and directed to borrow from time to time with the approval of a majority of the Board of Selectmen a sum or sums of money not exceeding in the aggregate eighty thou- sand dollars ($80,000,) and to execute and deliver the note or notes of the Town therefor, payable within one year from the time the loan is made. Any debt or debts incurred by a loan or loans to the Town under this vote shall be paid from the taxes of the present Municipal year.
Voted that the Town Treasurer be and he is hereby made custodian of all moneys of the several departments of the Town and of all secureties of the several "Sinking Funds" of the Town. The Board of Water Commissioners are instructed to elect the Town Treasurer, Treasurer of the Water Department.
The Selectmen are hereby instructed to require from the Treasurer such a bond as in their judgment is necessary for the safety of such moneys and secureties; that the Town pay for said bond and that the Treasurer be held harmless on his bond from any loss from the failure of any National Bank in which the funds of the Town may be on deposit with the approval of the Board of Selectmen.
Voted to appropriate the sum of one hundred five dollars ($105) to pay for the Treasurer's Bond.
Articles 4 and 18. Voted to take up Art. 4 and 18 together.
Voted to refer the part of the Appropriation Committee's report relating to the extension of lines and connecting new users to the Manager of the Electric Light De- partment with the request that he inform the Town, at some ad- journment of this meeting, what new work he intended doing that required an appropriation of $2,000.
Voted to lay Art. 18 on the table.
Art. 4. Voted that the committee appointed at the last Annual Town Meeting to investigate the business of the Electric Light Department be discharged.
Mr. Hartley L. White, Chairman of the Appropriation Com- mittee presented to the meeting the report of that committee.
Art. 5. Moved that the sum of $23,400.00 be appropriated for pay of teachers in addition to the dog tax and school fund.
Mr. Cavanagh offered a substitute motion that the amount be $21,000.
Mr. Abercrombie offered an amendment to instruct the School Committee in making their next Annual report to give the sum paid teachers in the aggregate and not in detail.
Mr. Kelley offered an amendment to the amendment. That the School Committee be instructed not to extend the Sloyd Sys- tem in the Grammar Schools and that no part of the appropria- tion be used for that purpose.
Voted to adopt the amendments.
Voted to substitute the motion of Mr. Cavanagh.

Vote as amended and substituted reads as follows:
Voted to appropriate for the support of the Public Schools the following sums, namely :
For the pay of teachers in addition to the dog tax
and school fund the sum of $21,000.00
That the School Committee are instructed that in making their next annual report to give the sum paid teachers in the aggregate and not in detail; also not to extend the Sloyd System in the Grammar Schools and that no part of the appropriation be used for that purpose.
Mr. Crathern gave notice of intention to move reconsidera- tion.
Voted that at 10 o'clock this meeting be declared adjourned to next Monday, March 18.
Mr. Abercrombie moved a reconsideration of the vote just passed relating to appropriation for pay of teachers.
At 10 o'clock the meeting was declared adjourned for one week at 7.30 o'clock P. M.

The Town met in accordance with adjournment from March 11th. Mr. Kelley in the chair.
Voted that the meeting take a recess until 7.45 o'clock.
Art. 5. The question of reconsideration before the meeting. Voted that no speaker be allowed more than ten minutes on any one question without permission of the meeting.
Voted that Mr. Kneeland, Secretary of the School Con- mittee be granted sufficient time to read a paper prepared by him.
Voted that the report of the Appropriation Committee be referred back to theni with instructions to so scale down their recommendations as to make the tax levy $21 per thousand.
Mr. Herbert Rhoades raised the question of the legality of the foregoing vote, $21,000, having been appropriated for pay of School teachers and a motion to reconsider said vote being under con- sideration. The Moderator, ruled the vote to recommit the report legal. Mr. Rhoades appealed from the decision of the chair and by vote the meeting sustained the Moderator.
Voted to instruct the Appropriation Committee to report at the next adjourned meeting.'
Voted to adjourn until Monday, March 25, 1907, at 7.30 o'clock P. M.

Voted that transportation be furnished only during the months of November, December, January, February and March, except that pupils in the Mayflower Park district who live not less than one and one-half miles from school be carried during the whole school year.
Voted that all departments of the Town are hereby instructed not to exceed the appropriations made at this meeting.
Voted that all departments be required to make an inven- tory of the property in their department at the end of the fiscal year and make a report of the same in the Annual Town Report.
