Annual and Special Town Meeting MARCH 21, 1955
Pursuant to a Warrant duly issued, the Annual and Special Town , Meeting of the inhabitants of the Town of Braintree, represented by their duly elected and qualified Town Meeting Members, was held in the Braintree Town Hall on Monday, March 21, 1955.
The Meeting was called to order at 7:50 o'clock in the evening by the Annual Moderator, Mr. E. Curtiss Mower.
Prayer for Divine Guidence was offered by the Reverend H. Boyer Wild, Pastor of the First Baptist Church of Braintree.
The newly elected Town Meeting Members were sworn in by the Moderator.
There were 188 Town Meeting Members present.
The Moderator introduced the newly elected Town Clerk, Mr. Carl K. Johnsor, Jr., to the meeting. Mr. Johnson was greeted with gen- erous applause by the assembly.
The Moderator relinquished the Chair to Mr. Johnson, Town Clerk, in order that he might address the meeting.
The Moderator then presented the following resolution:
WHEREAS, Ernest C. Woodsum was first elected Town Clerk of Braintree by his fellow citizens on March 3, 1930, and, having filled that position for 25 years, retired from the public service of this Town on March 14, 1955; and
WHEREAS, during his long tenure he has discharged the re- sponsible duties of his office conscientiously, impartially and in the best interests of the Town, and by his many kindnesses, sympathetic understanding and helpfulness has endeared himself to his fellow citizens and all others with whom he has come in contact; therefore, be it
RESOLVED: That the Town of Braintree, through its Town meeting Members in meeting assembled this 21st day of March, 1955, hereby expresses its sincere and grateful thanks to Mr. Woodsum for his long and devoted public service; and be it further
RESOLVED: That these resolutions be spread upon the records of this meeting and that a suitably inscribed and certifed copy of the same be presented to Mr. Woodsum.
The Moderator then paid tribute to Mr. Woodsum by reviewing his career of twenty-five years as Town Clerk. At the conclusion' the assembly stood and applauded in spontaneous acceptance of the resolution and tribute to Mr. Woodsum.
The Moderator assumed the Chair.

ARTICLE 1. To choose all Town Officers except those elected by ballot.
UNANIMOUSLY VOTED: The election of John C. Pafford, Shelley A. Neal and Daniel A. Maloney as Measurers of Lumber.
UNANIMOUSLY VOTED: The election of Matthew McCusker, George A. Williams and Dominic F. Diauto as Measurers of Wood and Weighers of Hay.
UNANIMOUSLY VOTED: The election of H. Irving Charnock, Otis B. Oakman, Jr., Robert P. Gray, Charles G. Jordan, Louis J. Trojano, Carroll D. Welch, and Harry S. Williams as Trustees of. Braintree School Fund for a term of three years.
ARTICLE 2. To hear and act upon the reports of the several boards of Town Officers and Committees, and choose any committee the Town may think proper.
UNANIMOUSLY VOTED: That Article 2 be taken up in con- junction with all other Articles.
Mr. Palmer submitted the report of the Committee on Licenses and Permits as follows:
Pursuant to a resolution at the 1954 Town Meeting, the Moderator appointed the undersigned a committee of three to "make a complete study of all fees for licenses and permits to ascertain if increases are in order to pay for added services, and report back to the Annual Town Meeting, inserting in the warrant for that meeting any articles relating to the subject."
The committee met and organized in June. We asked all town departments to give us infomation relative to the fees charged by them for licenses and permits and also to let us know if there were any being issued without charge. In due time we received this in- formation from all town officers and departments concerned.
A review of the data indicates that more than fifty different kinds of licenses and permits are issued in Braintree. In general they fall into three classes as follows:
1. Those whose fees are set by state law
2. Those whose fees are set by town by-laws
3. Those whose fees are set by the local licensing authority
The primary purpose of all licenses and permits is to control and regulate some particular activity rather than to produce revenue. At the same time it is reasonable to assume that the licensee should pav a fee sufficient to cover the costs of issuing the license or
