ARTICLE 2.
MOVED the adoption of the following resolution by Mr. Benson, Chairman of the Finance Committee:
Resolved, that the Moderator appoint a committee of three (3), one of whom shall be a member of the Finance Committee, to study the methods in use and possible improved methods of assessing betterments on street and highway construction; said Committee to report to the 1956 Annual Town Meeting after submitting a copy of their report to the Finance Com- mittee not later than February 1, 1956.

ARTICLE 49. To see if the Town will vote to accept as and for a Town Way, Veranda Road for approximately 200 feet westerly from Marietta Avenue as laid out by the Selectmen, or take any other action relative thereto.

That the Town accept as and for a town way Lakeside Drive approxi- mately 1,290 feet in a westerly direction from the present point of accep- tance as laid out by the Selectmen, and that the sum of Five thousand ($5,000.00) dollars be appropriated for the installation of water mains in said street, and that betterments be assessed therefor to the extent of 66-2/3 per cent of the actual cost.

That the vote taken on Article 1 of the Special Town Meeting be re- considered at this time.
At this point Mr. Hollis of the Board of Selectmen doubted the pres- ence of a quorum. The list of Town Meeting Members was polled by the Town Clerk and, as a result, the Moderator announced that 121 Town Meeting Members were present which constituted a quorum.
Comes now the question o nthe motion by Mr. Palmer that the vote taken on Article 1 of the Special Town Meeting be reconsidered at this time.
The Moderator ordered a telller count. Count was taken and the tellers reported 40 votes in the affirmative and 75 votes in the negative. There not being the necessary two-thirds vote in the majority the Modera- tor declared the motion by Mr. Palmer LOST.
ARTICLE 51. ON PETITION. To see if the Town will vote to accept as and for a Town Way, Massachusetts Avenue between Washington Street and Arbutus Avenue, as laid out by the Selectmen and appropriate a sum of money for the improvement of same, or take any other action relative thereto.
UNANIMOUSLY VOTED: That the Town accept as and for a Towni Way, Massachusetts Avenue between Washington Street and Arbutus Avenue as laid out by the Selectmen and that there be raised and appropri- ated the sum of $11,386.75 for improvement of the same, and that better- ments to the extent of 66-2/3% of the cost be assessed on abutting estates.
ARTICLE 52. ON PETITION. To see if the Town will vote to accept as and for a Town Way, Thayer Road, so-called, beginning at the corner of Shaw and Allen Streets and extending to and including No. 79 Thayer Road, as laid out by the Selectmen and appropriate a sum of money for the improvement of same, or take any other action relative thereto.
UNANIMOUSLY VOTED: That the Town accept as and for a Town Way, Thayer Road so-called, beginning at the Corner of Shaw and Allen: Streets and extending to and including No. 79 Thayer Road as laid out by the Selectmen and the sum of $4,442.75 be raised and appropriated for improvement of the same, and that betterments to the extent of 66-2/3% of the cost be assessed on abutting estates.
ARTICLE 53. ON PETITION. To see if the Town will vote to accept as and for a Town Way, Sagamore Street approximately 200 feet easterly from the present acceptance, as laid out by the Selectmen and appropriate a sum of money for the improvement of same, or take any other action relative thereto.
UNANIMOUSLY VOTED: That the Town accept as and for a Town Way, Sagamore Street approximately 200 feet easterly from the present acceptance, as laid out by the Selectmen and the sum of $1,034.25 be raised and appropriated for improvement of the same and that betterments to the extent of €6-2/3% of the cost be assessed on abutting estates.

ARTICLE 54. ON PETITION. To see if the Town will vote to raise and appropriate a sum of money for the construction of a sidewalk and curbing on the southerly side of Academy Street from Tremont Street for a distance of approximately 680 feet easterly, or take any other action relative thereto.
UNANIMOUSLY VOTED: That there be raised and appropriated the sum of $2,983.60 for the construction of a sidewalk and curbing on the southerly side of Academy Street from Tremont Street for a distance of approximately 680 feet easterly, and that betterments to the extend of 50% of the cost thereof be assessed on abutting estates.

ARTICLE 2.
Dr. Rizzo, Chairman of the Incineration Committee, submitted the report of the committee as follows:
It was voted under Article 2 of the 1954 Annual Town Meeting: "That the Moderator appoint a Committee of five to prepare a study of the value and need of incineration of the town of Braintree. This Committee

shall be instructed to prepare a report and if deemed advisable, insert an article in the 1955 Annual Town Warrant, asking for funds to construct a Town or Regional incinerator."
This Committee held 7 meetings, during which time various methods of waste disposal were studied. The coralation of this information, along with the following three items:
The location of the new Expressway, Act 1687-Control of open dumps, by the Commonwealth, and New industry
have placed many variables to the proper solution for this town. As land suitable for dumping, or land fill becomes exhausted or is encroached upon by residential or industrial building, either out-of-town disposal sites or new methods of disposal become imperative.
The Committee recommends that the town take no action on the matter at this time other than to continue the Committee to keep this matter under study and report to the next Annual Town Meeting or Special Town Meeting if deemed advisable.

(Special Town Meeting.) : To see if the Town will vote to raise and appropriate a sum of money to cover the cost of surfacing a Sidewalk on Grove Street from Plain Street to Liberty Street provided the State contributes the necessary cost of constructing Curbing and Founda- tion for the sidewalk, or take any other action relative thereto.

WHEREAS, Radio Station WJDA of Quincy has cooperated with the citizens of our Town by broadcasting each session verbatim on the day following each session to the comfort, benefit and enjoyment of our shut- ins and general public, and
WHEREAS, the Quincy Patriot Ledger has reported the proceedings most accurately and efficiently and without bias, and
WHEREAS, the Observer has also done an outstanding job of record- ing and reporting accurately the proceedings of the several sessions, now therefore

I herewith submit the annual report as required by the General Laws, Chapter 98, Section 34.
The measuring and weighing devices in the Town were tested and found in excellent condition. Regular inspections of pre-packaged meats were made. $369.50, received for sealing and adjusting fees, was turned in to the Town Treasurer.
I wish to thank the Town Officials and the business men of Braintree for their cooperation.
