Since the Selectmen are responsible for the compila- tion and publication of the Town Report their own report herewith is in part introductory.
Many of the functions which historically and tradi- tionally rested with the Selectmen now rest with other departments whose reports are found on later pages. With reference to those functions the Selectmen now serve only as a clearing house. They have, however, during the past year maintained the necessary cordial relation- ships with other Boards and Officers. This liaison and routing of Municipal problems to the proper Board for decision is a most important part of the remaining functions of the Selectmen and can always be observed during the meetings of the Board.
Several unusual developments of the past year are worthy of note:
As a Pensioning Board on Non Contributory pensions which do not fall under the Retirement Board it has been an unusally active year. The problems involved in such pensions have been aggravated and the cost to the Town will be increased by the increasing liberalization of various pension plans including "Veterans' Pensions" and the effect of the so-called "Heart Act" which raises a presumption that the heart condition was incurred in line of duty under certain circumstances. During the last year we have pensioned one Fire Lieutenant, one Police Lieutenant, one employee of the Electric Light Depart- ment and two employees of the Highway Department under special vote of Town Meeting. These are in addi- tion to those retired in regular course on Contributory Pensions.
The Selectmen disclaim all responsibility for the severe blizzards of last March but merely call attention to the fact that they did impose a severe drain on High- way Department funds for snow removal and so far as records show caused the first adjournment of our Annual Town Meeting in three hundred years, due to weather.

One of the significant changes in Town during the past year was the Certification to the Board at approxi- mately the last of the year of the 1955 Census. While we have been aware of the continued growth of the Town, this Census resulted in the classification of the Town in the group of Municipalities over 25,000 population, the exact figure being 26,698. This, not only, affected certain Licensing functions but put the Town in a higher bracket in certain Town and State relationships.
Much time has been devoted to preliminary work including promotion and negatiation of details with refer- ence to three anticipated developments in the near future :
First the expected advent of the "Southeast Express- way" that is expected to pass throuh the center of Town alongside the Railroad until it swings across the Meadow to the Traffic Interchange at Union Street. Construction of that route should start within the current year but we have already seen the work, at State expense, on Middle Street which was advanced ahead of its original schedule to eliminate a bad bridge condition and provide an ultimate route when River Street is cut off by the new Highway development.
We have considered and assisted in several details in an effort to cooperate on the proposed location of a "Shopping Center" off of Granite Street near its junction with the new Route 128.
Perhaps, however, one of the most significant items · in Municipal developments have been negotiations, originally undertaken by the Planning Board, in which many Town Officials, including the Selectmen, have parti- cipated which have resulted in arrangements authorized by a Special Town Meeting in December for the location in the South end of Town of a large new industry by the "Walworth Manufacturing Company." That project now has been fully authorized including necessary Special Legislation. Construction should start on the site sometime this spring.
Your Chairman, who has served on the Board during the last six years, has not sought re-election leaves the Board with thanks to its Members, other Town Officials and Citizens who have made the task interesting during his two terms. The remaining two members of the Board WELCOME the new member-(identity unknown at the time this is written).

Herewith is submitted the Annual Report of the Town Clerk of the Town of Braintree for the year ending December 31, 1956. At this time I would like to extend congratulations to the Townspeople for the tremendous turnout at the Presidential Election. 14,101 persons exercised their franchise to vote, which is truly an example of Democ- racy at its best.
