Report on audit of the books and accounts of the Town of Braintree for fiscal year ending December 31, 1955. Made in accordance with the provisions of Chap. 44,G. L. (Audit on file Town Clerk's office.)

Sir :
In accordance with your instructions, I have made an audit of the books and accounts of the town of Braintree for the fiscal year ending December 31, 1955, and submit the following report thereon :
The financial transactions, as recorded on the books. of the several departments receiving or disbursing money for the town or committing bills for collection, were. examined and checked for the period of the audit.
The books and accounts in the office of the town accountant were examined and checked in detail. The general and appropriation ledger accounts were analyzed and proved, the receipts and payments as recorded were checked with the town treasurer's books, the appropria- tions and loan authorizations were compared with the town clerk's records of town meetings, and the transfers from the reserve fund were verified with the amounts

authorized by the finance committee. A trial balance was taken off, and a balance sheet, which is appended to this report was prepared showing the financial con- dition of the town on December 31, 1955.
The books and accounts of the town treasurer were examined and checked in detail. The recorded receipts were analyzed and compared with the records in the several departments in which money was collected for the town, with other sources from which money was paid into the town treasury, and with the town accountant's books. The recorded payments were checked with the Selectmen's warrants authorizing the disbursement of town funds and with the town accountant's records. The cash book footings were verified, and the cash balance on March 8, 1956 was proved by actual count of the cash in the office, by inspection of the savings bank books, and by reconciliation of the bank balances with statements furnished by the banks of deposit.
The recorded payments on account of maturing debt and interest were checked with the amounts falling due and with the cancelled securities and coupons on file. The outstanding coupons on March 8, 1956 were listed and reconciled with the balance in the bond and coupon account as shown by a statement furnished by the bank of deposit.
The records of employees' payroll deductions on account of Federal taxes, bond purchases, and union dues were examined and checked. The deductions were added and the payments to the proper agencies were verified.
The savings bank books and securities representing the investments of the trust and investment funds in custody of the town treasurer were examined and listed, the income was proved, and all transactions were verified by comparison with the treasurer's and the accountant's books.
The savings bank books and securities representing the investments of the contributory retirement funds were examined and listed. The recorded receipts and disburse- ments were checked with the records of the retirement 'board, the income was proved, and the cash balance on March 8, 1956 was verified.

were examined and listed, the income being proved and the payments being verified. The cash balance on March- 8, 1956 was proved by reconciliation of the bank balance with a statement furnished by the bank of deposit.
The records of tax titles and tax possessions held by the town were examined and checked in detail. The amounts transferred to the tax title account were com- pared with the collector's books, and the recorded re- demptions and sales were checked with the treasurer's cash book. The tax titles and tax possessions on hand March 8, 1956 were listed, reconciled with the town ac- countant's ledger, and checked with the records at the Registry of Deeds.
The records of receipts for parking meter fees were examined, the recorded collections being added and checked with the treasurer's recorded receipts.
The books and accounts of the tax collector were examined and checked. The taxes, motor vehicle and trailer excise, and assessments outstanding according to the previous audit, as well as all subsequent commitments, were audited and proved with the assessors' warrants issued for their collection. The recorded payments to the treasurer were verified; the recorded abatements were checked with the assessors records; the transfers to the tax title account were proved with the records of tax titles held by the town; and the outstanding accounts were listed and proved with the ledger controlling accounts. The tax collector's cash balance on March 8, 1956 was proved by actual count of the cash in the office and by reconciliation of the bank balance with a statement fur- nished by the bank of deposit.
The books and accounts of the electric light depart- ment were examined and checked. The collections, as recorded, were compared with the receipts as entered in the treasurer's cash book, the abatements were verified, and a list of the outstanding accounts was drawn off from the consumers' ledger, and reconciled with the depart- mental controlling accounts and with the town account- ant's ledger.
The records of guarantee deposits for electric light service were examined. The refunds and interest were verified, and the deposits on hand were listed and recon- ciled with the cash in the office and on deposit in the bank.

The books and accounts of the water department were examined and checked. The charges were proved; the collections, as recorded in the water department cash book, were compared with the payments to the treasurer; the abatements were checked; the liens added to taxes were verified; the outstanding accounts were listed and proved with the town accountant's ledger; and the cash on hand March 8, 1956 was proved by actual count of the cash in the office.
The records of departmental accounts receivable committed for collection were examined and checked. The commitments were proved; the payments to the treasurer were compared with the treasurer's cash book; the abatements were checked with the records in the de- partments authorized to grant such credits; and the out- standing accounts were listed and proved.
Verification of the outstanding tax, excise, assessment, departmental, electric light, and water accounts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
The records of deferred betterment assessments were examined, the payments in advance were checked with the treasurer's recorded receipts, the amounts added to taxes were verified, and the apportionments due in future years were listed and proved with the town accountant's ledger.
The financial records of the town clerk were exam- ined and checked in detail. The records of dog licenses issued on behalf of the county and of sporting licenses issued for the State were examined and checked with the duplicates and stubs on file. The payments to the town treasurer were checked with the treasurer's cash book, and the paments to the State were compared with the receipts on file.
The surety bonds of the several town officials re- quired by law to furnish them for the faithful perform- ance of their duties were examined and found to be in proper form.
The records of licenses and permits issued by the Board of Selectmen and the Building Inspector, as well as by the police and health departments, were examined

and checked, the payments to the treasurer and the cash on hand being verified.
The records of the Sealer of Weights and Measures and of the Public Welfare, Veterans' Services, and School Departments, as well as of all other departments collecting money for the town or committing bills for collection, were examined and checked.
There are appended to this report, in addition to the balance sheet, tables showing reconciliations of the several cash accounts, summaries of the tax, excise, assessment, tax title, tax possession, departmental, electric light, and water accounts, as well as schedules showing the condition and transactions of the trust, investment, and retirement funds.
While engaged in making the audit cooperation was received from all town officials, for which, on behalf of my assistants and for myself, I wish to express apprecia- tion.
