BOARD OF SELECTMEN

HARRISON T. SMILEY, Chairman

PAUL H. YOUNG, Clerk FRED A. TENNEY

Concurrent with the growth of the Town of Brain- tree has been the increase of problems submitted to the Board of Selectmen for determination. In this report some of the highlights for the past year will be discussed.

Of major concern to the Selectmen has been the issue of mass transportation. As a consequence of the complexi- ties the Board appointed as delegates to confer with the surrounding towns, Mr. Whitney Withington and Town Counsel Richard A. Hunt. Their survey as reported con- curred with the majority opinion of the town inhabitants, namely, that rail service on a limited basis be restored. It is the considered opinion of the Board that this plan would be the most economical and feasible.

Another issue of importance was the rehabilitating of the Town dumping facilities. The Board of Selectmen wishes to express its appreciation of the splendid coopera- tion of the Board of Health in this venture.

Another factor confronting the Selectmen was the delegation of authority and the expenditure of insurance. A committee of five insurance experts was appointed to examine and evaluate the Town's past practices of cover- age. It is felt that this report, when submitted, will result in a saving to the Town and a greater coverage for the same expenditure.

It has been the experience of the Selectmen that all departments have been most cooperative in time and ef- fort when called upon to assist the Selectmen.

In closing, we wish to acknowledge the resignation of John Q. Wentworth as Superintendent of Highways and welcome his successor Aaron Whitcomb.

In accordance with our past practices, meetings will be held three times a month plus special meetings as the occasion requires.

The grand total of $8,650.85 represents an increase of $2,095.20 over the receipts of 1960. Unfortunately this is not a total profit to the Town as the County is reimbursed for the cost of the dog tags, etc., and the Commonwealth of Massachusetts receives the major share of the Fish and Game revenue.

The staff and myself are pleased to be able to report an increase in revenue for the year 1961. We do hope however that the efficiency of this office will not be measured only in terms of revenue but also by our efforts to be of service to the townspeople.

Respectfully submitted,

CARL R. JOHNSON, JR. Town Clerk
