BUSINESS MEETING FEBRUARY 14, 1921
At a legal meeting of the inhabitants of the Town of Chelmsford, quali- fied to vote in Town affairs, held pursuant to Warrant at the Town Hall, Center Village, Monday, February 14, 1921, at 10 o'clock in the forenoon, the following was transacted, to wit :
The meeting was called to order by the Moderator, Walter Perham, and the Warrant read by the Town Clerk, Edward J. Robbins.
Under Article 1, the following officers were chosen by nomination from the floor :
Fence Viewers-James W. Stevens, John H. Cogger and Leonard Spaulding.
Appraisers of Personal Property at Town Farm-Emile E. Paignon, John F. Parker and Albert H. Davis.
Weighers of Hay-S. Waldo Parkhurst, Frederic Tangley, Henry H. Emerson, Myron A. Queen, Frank E. Bickford and John B. Emerson.
Measurers of Wood-S. Waldo Parkhurst, Frederic Tangley, John Marinel, Jr., Daniel E. Reardon, Frank E. Bickford, Myron A. Queen, Francis O. Dutton, Harry L. Parkhurst and Hosmer W. Sweetser.

Under Article 2, to hear reports of Town Officers and Committees, it was voted that the committee appointed under Article 8 of the Warrant for the meeting held May 14, 1920. and the committee appointed at the Annual Meeting in 1919 to take steps concerning memorials for the Chelmsford Service Men, be combined, granted further time and report at a future meeting.
The committee appointed under Article 13 of the Warrant for the meeting held May 14, 1920, reported that in their judgment it was not advisable to reopen the North Row school. The report was accepted and the committee discharged.
The report of the committee appointed to look into water supply at the East and South school houses under Article 11 of the Warrant for meeting held June 11, 1920, was ordered placed on file and it was voted that the unexpended balance of the appropriation for the supply of water at East and South school houses be re-appropriated and the committee continue in office.
Under the report of the Selectmen, appointed as a committee under Article 6 of the Warrant for meeting held December 17, 1920, a motion to authorize the sale of a certain part of the Town Farm was lost.
The Selectmen reported that the $4500.00 appropriated under Article 4 of the Warrant for the meeting June 11, 1920, remain in the hands of the Town Treasurer. It was voted that this amount be used for the initial payment for the new four-room school house to be erected at the Westlands.

The Town Clerk reported that the engrossed resolutions had been mailed to the widow of the late D. Frank Small, and a letter of gratitude from Mrs. Small was read and placed on file.
Several corrections in the printed Town Report were made and it was voted to accept the printed report as corrected.
Under Article 3. the Finance Committee reported the sums necessary in their judgment which, as amended, it was voted to raise and appropriate as follows :

the last item to be expended under the direction of the School Committee.
Under this Article it was voted that the receipts from dog tax, tuition of state and city wards and tuition of out-of-town pupils of 1920 be appro- priated for the school department.
Under this Article it was voted that the sense of the meeting was in favor of insuring the Town Halls and certain school houses.
Under this Article Gabriel Audoin and Fred L. Fletcher were ap- pointed and sworn as tellers.
Under Article 4, voted that the Town hereby authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, also in such other matters which may arise requiring in their judg- ment the action of such agent, and to employ counsel therefor.
Under Article 5, voted that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1921, and to issue a note or notes, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Under Article 6, voted that the Town authorize the Selectmen to contract with the Lowell Electric Light Corporation, at the prevailing price per light, for eighty-one lights in addition to the number previously contracted for, said lights to be distributed along the public ways, viz. : Fourteen lights on River Neck Road; nine lights on High Street, Hunt Road and Littleton Street; seven lights on Boston Road; eight lights on Russell Mill Road; five lights on Parkhurst Road ; five lights on Old Westford Road from city line to North Road; four lights on Boulder

Under Article 7, voted that the Town petition the Director of Accounts of the Department of Corporations and Taxation for the installation of an accounting system in accordance with the provisions of Chapter 598 of the Acts of 1910. as amended.
Under Articles S and 9. the first relative to raising and appropriating a sum of money for motor fire apparatus for North Village and the second relative to a fire house at West Chelmsford, it was voted that a Committee consisting of Joseph D. Ryan, William T. Picken, Loren J. Ellinwood, Charles Finnick. Wilhelm Johnson, Arnold C. Perham, and Emile E. Paignon be chosen to thoroughly investigate the whole matter of fire protection and report with recommendations and estimated cost at a special meeting of the Town to be held not later than June 4. 1921.
Under Article 10. voted that the Town raise and appropriate the sum of $600.00 to be expended by the Selectmen for the purpose of supplying the West Chelmsford Fire Department with additional fire equipment.
Under Article 11. voted that the Town authorize the Selectmen to dispose of a wood-sawing apparatus, being part of the equipment of the Moth Department.
Under Article 12. voted that the Town raise and appropriate the sum of $200.00 and a director be appointed for demonstration work in agriculture and home economics. as provided in Chapter 273 of the General Acts of 1918 entitled "An Act to provide for the appointment in certain Counties of Trustees for County Aid to Agriculture," or any amendments thereof.
Under Article 13, voted that the Town appropriate from the money already in the hands of the Treasurer the sum of $3,500.00 with which to meet unpaid bills of 1920.
Under Article 14, voted that the Town Treasurer be and he hereby is authorized to borrow a sum not exceeding $12,000.00 at a rate of interest not exceeding six per cent. per annum, payable semi-annually, and to issue therefore five promissory notes, each in the same principal sum, payable at the expiration of one, two, three, four and five years from the date thereof, each note to be signed by the Treasurer and countersigned by a majority of the Board of Selectmen. and that the proceeds be used to continue the construction of the North Road, so-called, and of the Boston Road, so-called. 244 voted in the affirmative and none opposed.
Under Article 15. the report of the Special Committee was presented. It was voted to accept the report of the Committee and that the same be placed on file.
Under Article 16, voted that the Town build a four-room school house upon the land recently purchased from J. Adams Bartlett at the Westlands, so-called, at an expense not exceeding $50,000.00 for the building and equipment thereof, and that the money be expended by a Building Com-

mittee with full powers consisting of three members. The members of this committee as chosen were Eben T. Adams, Edwin L. Stearns and Walter J. MeEnaney. 137 voted in favor and none opposed.
Under Article 17. voted that the Town Treasurer be and he hereby is authorized and directed to borrow with the approval of the Selectmen, the sum of $45,000.00 with which to meet the expense of building and equipping a new school house at the Westlands, so-called, and to issue the note or notes of the Town therefor, payable in nine annual installments of Five Thousand Dollars each, of which the first shall be payable in one year and the last in nine years from the date thereof. with interest payable semi- annually at a rate not exceeding six per cent. per annum. 109 voted in favor and none opposed.
Under Article 18, voted that the Town appropriate out of unexpended appropriations in the Town Treasury at the end of the fiscal year of 1920, the sum of $5,000.00 with which to meet a part of the expense of building and equipping a new school house at the Westlands, so-called.
Under Article 19, voted that the Town appropriate out of unexpended appropriations in the Town Treasury at the end of the fiscal year of 1920, a sum not exceeding $500.00 for the purpose of clearing from scrub and improving the land recently purchased for a school house at the Westlands, so-called.
Under Article 20, voted that the Town accept and allow Wightman Street as laid out by the Selectmen on January 29, 1921, as described in their report filed on that day in the Town Clerk's office and shown on the plan therein referred to.
Under Article 21, voted that the Town accept and allow Maple Avenue as laid out by the Selectmen on January 29, 1921, as described in their report filed on that day in the Town Clerk's office and shown on the plan therein referred to.
Under Article 22, voted that the Town accept and allow Sunset avenue as laid out by the Selectmen on January 29, 1921, as described in their report filed on that day in the Town Clerk's office and shown on the plan therein referred to.
Under Article 23. voted that the Town accept and allow Sylvan Avenue as laid out by the Selectmen on January 29. 1921. as described in their report filed on that day in the Town Clerk's office and shown on the plan therein referred to.
Under Article 24, voted that the Town accept and allow Subway Avenue as laid out by the Selectmen on January 29, 1921, as described in their report filed on that day in the Town Clerk's office and shown on the plan therein referred to.
Under Article 25, voted that the Town accept and allow Subway Ex- tension as laid out by the Selectmen on January 20. 1921, as described in their report filed on that day in the Town Clerk's office and shown on the plan therein referred to.
Under Article 26, voted that that part of the Subway. so-called. ex- tending from the easterly line of the Stearns' land. so-called. to Chelmsford street. together with so much, if any, of the ancient Town way accepted by the Town on or about Sept. 27, 1797, and recorded in the highway book, page 31, and is situated between said Stearns land and said Chelmsford

street and is not included in said Subway, be and the same is hereby dis- continued.
Under Article 27, voted that the Town raise and appropriate the sum of $700.00 for the purpose of straightening, grading and improving so much of the Subway, so-called, as has not been discontinued at this meeting under the preceding Article.
Under Article 28, voted that the Town accept a legacy in Item 1 of the will of the late Orra A. G. Flint which is now pending for allowance in the Probate Court for the County of Worcester, made in terms to the Adams Library of Chelmsford, of $2,000.00 to be known as the George Fund, upon the trusts in said will set forth.
Under Article 29, voted that the Town accept a legacy of $1,000.00 in Item 1 of the will of Orra A. G. Flint now pending for allowance in the Probate Court for the County of Worcester, made in terms to the Adams Library of Chelmsford, in trust among other things for the perpetual care of the Aaron George cemetery lot in the Cemetery at North Chelmsford. and upon the conditions in said will set forth; also certain books specified in said will.
Under Article 30, voted that the Town accept a legacy of $17,000.00 in Item 2 of the will of Orra A. G. Flint now pending for allowance in the Probate Court for the County of Worcester, made in terms to the Adams Library of Chelmsford, upon the trusts and conditions in said will set forth.
Under Articles 28, 29 and 30, a motion to authorize the Selectmen and their successors to enter into a compromise agreement with the heirs-at-law of the said Orra A. G. Flint was defeated.
Upon motion of William E. Belleville, Chairman of the Board of Selectmen, a rising vote of thanks was extended to the Town Clerk, Edward J. Robbins, who voluntarily retires from the office after serving the Town continuously for the past seventeen years.
At 5.30 P. M., voted to dissolve the meeting.

SPECIAL MEETING May 27, 1921.
At a legal meeting of the inhabitants of the Town of Chelmsford qualified to vote in Town affairs, pursuant to Warrant, at the Town Hall, Chelmsford Center, Friday evening, May 27, 1921, at 7.30 o'clock, the following business was transacted to wit :
The meeting was called to order by the Moderator Walter Perham, and the Warrant read by the Town Clerk.
Under Article 1, voted that an additional sum of $3,000.00 be appro- priated out of available moneys in the Treasury for the support of outside poor.
Under Article 2, voted that the Town appropriate out of available moneys in the Treasury an additional sum of $200.00 to cover the expense of heat, light and water for public buildings.
Under Article 3, voted that the Town appropriate out of available moneys in the Treasury an additional sum of $500.00 for the Moth De- partment.
Under Article 4, voted that the Town appropriate out of available moneys in the Treasury an additional sum of $175.00 for election expenses and salaries of Registrars of Voters.
Under Article 5, voted that the Town appropriate out of available moneys in the Treasury an additional sum of $100.00 for Board of Health aid.
Under Article 6, voted that the Town appropriate out of available moneys in the Treasury the sum of $79.50 with which to pay the salary of the Town Clerk for the period from January 1, 1921, to February 15, 1921.
Under Article 7, voted that the Town appropriate out of available moneys in the Treasury an additional sum of $250.00 for the Forest Warden Department.
Under Article 8, Fred L. Fletcher and Samuel S. Kershaw were appointed tellers. Voted that the Town appropriate out of available moneys in the Treasury the sum of $600.00 with which to satisfy, so far as it will go, any judgment that Mrs. Vesta A. Davis may recover in the two actions now pending in the Superior Court, one against the Town and the other against the Superintendent of Streets, and the attendant expenses.
Under Article 9, voted that the Town appropriate out of available moneys in the Treasury the sum of $500.00 to be available so far as needed for the payment of land damages growing out of new construction of the Boston Road.
Under Article 10, voted that the Town raise and appropriate an additional sum of $3,000.00 with which to pay the salaries of the teachers.
Under Article 11, voted that the Town raise and appropriate an additional sum of $1.200.00 with which to cover the expense of transporting scholars, as provided by law.
Under Article 12, voted that the Town raise and appropriate the sum of $729.00 to cover the expense of additional street lights authorized at the last Annual Town Meeting.
