BUSINESS MEETING


FEBRUARY 13, 1922


At a legal meeting of the inhabitants of the Town of Chelmsford, qualified to vote in Town affairs, held pursuant to Warrant at the Town Hall, Center Village, Monday, February 13, 1922, at nine o'clock in the forenoon, the following business was transacted, to wit: The meeting was called to order by the Moderator, Walter Perham, and the Warrant read by the Town Clerk. Justin L. Moore.


Under Article 1, voted that all other Town officers and committees, including Finance Committee. be chosen by the Board of Selectmen.


Under Article 2, John J. Monahan reported for the Finance Committee.


Edwin L. Stearns reported for the Building Committee of the Westland school. The report was accepted, the committee continued in office.


E. Ambrose Jenkins reported for memorial for Chelmsford service men of the World War. The report was accepted and the committee discharged.


Joseph E. Warren reported on water supply for the East and South schools. The report was accepted and the committee discharged.


Joseph D. Ryan reported on motor fire apparatus. The report was accepted and the committee continued in office.


Raymond C. Hazeltine reported on fire alarm at the Centre. The report was accepted and the committee continued in office.


The Town Report was accepted as printed.


Under Article 3, voted that the chairman of the Board of Assessors be paid $4.00 per day for each full day's service and that the remaining members of the Board be paid $3.50 per day for each full day's service. Upon this vote, 62 voted Yes and 18 voted No.


Voted that of the amount raised for Tree Warden, $50.00, shall be used for the removal of a tree in front of Frank J. Lupien's house on Westford Street.


Voted that the amount appropriated for cutting brush shall be expended in the month of August, 1922.


Voted that 25 per cent. of the amount appropriated for street signs shall be expended on the East Chelmsford streets.


Voted that the amount appropriated for repairs on Middlesex Street shall be applied between a point near the Riverside Cemetery and the Lowell line. Upon this vote, 47 voted Yes and 21 voted No.


Voted that the amount appropriated for repairs on Dalton Road be applied between the junction of Stedman Street and Dalton Road and Chelmsford Street.


Voted to raise and appropriate the following sums to defray Town charges for the fiscal year ending December 31, 1922: Legislative :

Under Article 4, voted that the Selectmen be and they hereby are authorized to act as the agent of the Town in any suit or suits which may arise during the current year; also in such matters as may arise requiring in their judgment the action of such agent, and to employ counsel therefor.


Under Article 5, voted that the Town Treasurer be and he hereby is authorized to borrow money from time to time, with the approval of the Selectmen, in anticipation of the revenue of the financial year beginning January 1, 1922, and to issue a note or notes payable within one year ; any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Under Article 6, voted that the Town authorize the Selectmen to contract with the Lowell Electric Light Corporation, at the prevailing price per light, for twelve lights in addition to the number previously contracted for, said lights to be distributed along the following public ways, viz .: Four lights on Carlisle Road, three lights on Parkhurst Road, three lights on Brick Kiln Road, one light on Boston Road between Carlisle Road and Russell's Mills Roads, one light on Holmes Street.

Under Article 7, voted to raise and appropriate the sum of $125 with which to meet the expense of additional electric lights voted under Article 6.


Under Article 8, voted to appropriate from money already in the hands of the Treasurer the sum of $997.67 with which to meet unpaid bills of 1921.


Under Article 9, voted to raise and appropriate the sum of $250 and elect at this meeting a director of demonstration work in agriculture and home economics, the money to be expended by, and the director to serve in co-operation with, the County Trustees for Aid to Agriculture and Home Economics, under the provisions of Chapter 128, Section 41, of the General Laws and any amendments thereof. Perley W. Kimball was clected di- rector.


Under Article 10, voted that the Town Treasurer be and he hereby is authorized to borrow a sum not exceeding $12,000 at a rate of interest not exceeding six per cent. per annum, payable semi-annually and to issue therefor five promissory notes, each in the same principal sum, payable at the expiration of one, two, three, four, and five years from the date thereof each note to be signed by the Treasurer and countersigned by a majority of the Board of Selectmen, and that the proceeds be used for the purpose of constructing the Acton Road, two-thirds of the expense to be borne equally by the Commonwealth and the County of Middlesex. 170 voted Yes and one voted No.


Under Article 11, voted to accept and allow Harvard Street at the North Village, as laid out by the Selectmen on January 7, 1922, as de- scribed in their report duly filed in the Town Clerk's office and shown on the plans therein referred to.


Under Article 12, voted to leave the matter of repairing and grading Holt Street to the Board of Selectmen.


Under Article 13, voted to dismiss the article.


Under Article 14, voted that $700 be taken from the appropriation for the General Highway Repairs, for the purpose of repairing and im- proving Parkhurst Road and Smith Avenue.


Under Article 15, voted that the sum of $1500 be raised and appro- priated, to cover the expense of the trimming and preservation of the public shade trees injured by the recent ice storm.


Under Article 16, voted that the sum of $1000 be appropriated, from the unexpended balance of the Westland school house appropriation made in 1921, for the purpose of grading the grounds at the new school building at the Westlands, the money to be expended under the supervision of the building committee.


Under Article 17. voted to lay the article on the table. The Selectmen were authorized to lay out Naylor Street, so-called, and report at a future Town meeting.


Under Article 18, voted to raise and appropriate the sum of $1000 to continue the grading of the playground at the High school, the money to be expended under the supervision of the Selectmen.


Under Article 19, voted to indefinitely postpone the article.


Under Article 20, voted that the Town borrow the sum of $2850 with which to purchase a site, on the Frank Loucraft lot, so-called, situated on Gorham Street, East Chelmsford, for and build a fire station at East Chelmsford, at a rate of interest not exceeding six per cent. per annum, payable semi-annually, and issue therefor five promissory notes, each .for

the principal sum of one-fifth of the total amount borrowed, payable at the cxpiration of one, two, three, four and five years from the date thereof ; such note or notes to be signed by the Treasurer and countersigned by a majority of the Board of Selectmen. 112 voted Yes and one voted No. Building committee chosen were, Henry F. Devine, A. Samuel Gustafson, George A. McNulty, R. Wilson Dix, Birger Peterson, Joseph H. Scobie and Henry G. Quinn.


Under Article 21, voted that the article be indefinitely postponed. 56 voted Yes and 44 voted No.


Under Article 22, voted to raise and appropriate the sum of $600 for the purchase of fire hose, the same to be expended under the general direction of the Board of Fire Engineers.


Under Article 23, voted that the Board of Fire Engineers be and they hereby are authorized and empowered to sell at public auction or private sale, as they may think advisable, the following property belonging to the Town, viz. : Two hose reels, one harness, two wagons, and a small building located near North Chelmsford Town Hall.


Under Article 24, voted that the Board of Fire Engineers be and they hereby are authorized and empowered to use and store the fire apparatus and other property in their charge from time to time in such part or parts of the Town as they may think advisable.


Under Article 25, voted to indefinitely postpone Article 25.


Under Article 26, voted to indefinitely postpone Article 26.


Under Article 27, voted to rename the West Chelmsford school as a memorial to Corporal George R. Quessy, a World War soldier who lost his life in service ; said school to be known as the George R. Quessy school


Under Article 28, voted to rename Stevens Corner, so-called, at the North Village, as a memorial to Private Alberton W. Vinal, a World War soldier who lost his life in the service; said corner to be known as the Alberton W. Vinal Square.


Under Article 29, voted to raise and appropriate the sum of $3000 for the erection of a granite monument on the Common at North Chelmsford in memory of the men of Chelmsford who gave their lives in the World War, and that the committee be given full power to procure plans and speci- fications, erect said monument and suitable inscriptions thereon; said inscriptions to contain the names of all who made the supreme sacrifice, including the name of Arthur Ayotte and that any further additional names be left to the committee for their consideration. The following committee was chosen to carry out the purpose of this article : E. Ambrose Jenkins, Mark Ingham, John J. Monahan, Williston Carll and John J. Garvey.


Under Article 30, voted to indefinitely postpone Article 30.


Under Article 31, voted to indefinitely postpone Article 31.


Under Article 32, voted to indefinitely postpone Article 32.


Under Article 33, voted' to raise and appropriate the sum of $59 to cover deficiency in settlement of land damage case of Dennis J. and Rose Mccluskey and expenses.


Under Article 34, voted to raise and appropriate the sum of $550 1 for the State Aid.


Under Article 35, voted to raise and appropriate the sum of $35 to purchase a flag for the Centre Village.

Under Article 36, voted to appropriate from money already in the hands of the Treasurer, the sum of $50 with which to pay Hector Clough a balance for services rendered building committee of the Westland school during the year, 1921.


Under Article 37, voted to postpone until next Annual Town Meeting. Voted to dissolve the meeting.

SPECIAL MEETING


May 18, 1922


At a legal meeting of the inhabitants of the Town of Chelmsford, quali- fied to vote in Town affairs, held pursuant to Warrant at the upper Town Hall at Chelmsford Centre, on Thursday, the 18th day of May current, at 8 o'clock in the evening, the following business was transacted, to wit: The meeting was called to order by the Moderator, Walter Perham, and the Warrant read by the Town Clerk, Justin L. Moore.


Under Article 1, voted to appropriate from money in the hands of the Treasurer, the sum of $183.26 with which to pay bills of the School Depart- ment for the year ending Dec. 31, 1921.


Under Article 2, voted to raise and appropriate the sum of $1200 as an additional appropriation for the Vocational school.


Under Article 3, voted to raise and appropriate from money in the hands of the Treasurer, the sum of $36.83 with which to pay outstanding bills of the Fire Department for the year ending Dec. 31, 1921.


Under Article 4, voted to raise and appropriate the sum of $800 with which to purchase arsenate of lead for the Moth Department.


Under Article 5, voted that the Town raise and appropriate the sum of $1200 for the purpose of furnishing gravel with which to raise the grade of the electric car tracks at West Chelmsford.


Under Article 6, voted in order to meet the indebtedness to be incurred by the Town in bearing its proportionate part of the proposed specific repairs on the Groton Road, extending from Princeton Street at North Chelmsford on the east, to the Westford Town Line, on the west. The Town Treasurer be and he hereby is authorized, empowered and directed to borrow a sum of money not exceeding $5000 at a rate of interest not exceeding six per cent. per annum payable semi-annually and to issue therefor five promissory notes, each in the same principal sum, severally payable at the expiration of one, two, three, four and five years, from the date thereof, and each to be signed by the Treasurer and countersigned by a majority of the Board of Selectmen. Upon this question 171 voted Yes, and 34 voted No.


C. Wesley Lyons and Fred I. Vinal were appointed and sworn tellers.


Under Article 7, 101 voted Yes and 51 voted No and the article was defeated by one-third of a vote.


Under Article 8, voted that a committee consisting of Herbert E. Ellis. Chelmsford Centre, John J. Monahan, West Chelmsford, John J. Kelley, East

Chelmsford, Wilbur E. Lapham, South Chelmsford and James P. Dunigan, North Chelmsford, be appointed to investigate fully the best and proper means of establishing a water supply for the Town of Chelmsford, this Com- mittee to act as a joint committee with the Finance Committee and Selectmen and to report at any future Town Meeting.


Under Article 9, voted to dismiss the article.


Under Article 10, voted to dismiss the article.


Under Article 11, voted to dismiss the article.


Under Article 12, voted to dismiss the article.


Under Article 13, voted that the Town raise and appropriate the sum of $75 with which to install electric lights in the East Chelmsford school house.


Under Article 14, voted to dismiss the article.


Under Article 15, voted to raise and appropriate the sum of $150 with which to pay transportation charges of the Board of Assessors.


Under Article 17, voted to raise and appropriate the sum of $50 for the purpose of raising the grade and constructing a suitable walk at the rear of the South Row school house, the money to be expended under the supervision of the Selectmen.


Under Article 18, voted to dismiss the article.


Under Article 19, a motion to raise and appropriate $200 was defeated and the article was dismissed.

At a legal meeting of the inhabitants of the Town of Chelmsford, quali- fied to vote in Town affairs held pursuant to Warrant at the upper Town Hall at Chelmsford Centre, on Thursday, the 27th day of July, current, at 8 o'clock in the evening, the following business was transacted, to wit: The meeting was called to order by the Moderator, Walter Perham, and the Warrant read by the Town Clerk, Justin L. Moore.


Under Article 1, voted to raise and appropriate the sum of $500 with which to build a retaining wall at the George R. Quessy School House at West Chelmsford.


Under Article 2, voted to refer back to the Selectmen the matter of making a contract with the Lowell Electric Light Corporation for street lighting and to report at a future meeting.


Under Article 4, voted that the sum of $39.72 be appropriated from money already in the hands of the Treasurer with which to pay bills of the Treasury Department for the year ending Dec. 31, 1921.


Under Article 5, voted to raise and appropriate the sum of $3000 for the erection of a granite monument on the Common at North Chelmsford in

memory of the men of Chelmsford who gave their lives in the World War, and that the Committee be given full power to procure plans and specifica- tions, erect said monument and place suitable inscriptions thereon, said in- scriptions to contain the names of all who made the supreme sacrifice while in the military service of the United States.
