Warrant for Annual Town Meeting FEBRUARY 1, 1932, AND FEBRUARY 8, 1932

To John J. Buchanan, Constable, or any suitable person of the Town of Chelmsford.


GREETING:


In the name of the Commonwealth aforesaid you are hereby requested to notify and warn the legal voters of said Chelmsford to meet in their several Polling Places, viz :


Precinct 1, Town Hall, Chelmsford Centre.


Precinct 2, Town Hall, North Chelmsford.


Precinct 3, Fire House, West Chelmsford. . '


Precinct 4, School House, East Chelmsford.


Precinct 5, Liberty Hall, South Chelmsford.


Precinct 6, Golden Cove School House, Westlands.


on Monday, the FIRST DAY OF FEBRUARY, 1932, being the first Monday in said month, at 12 o'clock noon, for the following purposes :


To bring in their votes for the following officers :


Moderator for one year.


One Selectman for three years.


One member of the Board of Public Welfare for three years.


Treasurer and Tax Collector for one year.


One Assessor for three years.


Tree Warden for one year.


One member of the Board of Health for three years.


One Park Commissioner for three years.


One School Committeeman for three years.


One Cemetery Commissioner for three years.


Two Trustees of Adams Library for three years.


One Insurance Fund Commissioner for three years.


One Constable for one year.


All on one ballot.


The polls will be open from 12 noon to 8 P. M. and to meet in the Town Hall at Chelmsford Centre on the following MONDAY, THE EIGHTH DAY OF FEBRUARY, at 10.00 o'clock, in the forenoon, then and there to act upon the following articles, viz. :


ARTICLE 1. To hear reports of Town Officers and committees; or act in relation thereto.

ARTICLE 2. To raise and appropriate such sums of money as may be required to defray Town charges for the current year.


ARTICLE 3. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year ; also in such other matters as may arise requiring in their judgment the action of such agent, and to employ counsel therefor; or act in rela- tion thereto.


ARTICLE 4. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenues of the current financial year.


ARTICLE 5. To see if the Town will vote to raise and appropriate a sum not exceeding Two Thousand Dollars to be used as a Reserve Fund at the discretion of the Finance Committee, as provided in Gen- eral Laws, Chapter 40, Section 6; or act in relation thereto.


ARTICLE 6. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars, or what other sum. for State Aid; or act in relation thereto.


ARTICLE 7. To see if the Town will vote to raise and appropriate a sufficient sum with which to meet unpaid bills of 1931; or act in rela- tion thereto.


ARTICLE 8. To see if the Town will vote to authorize the Selectmen to contract with the Lowell Electric Light Corporation for the follow- ing additional lights and raise and appropriate sufficient money to de- fray the expense thereof, viz. :


One light on B Street.


One light on C Street.


Four lights on Francis Hill Road.


One light on Bartlett Street.


One light on John Street.


One light on James Street.


One light on Marion Street.


Eight lights on Carlisle-Boston and Little Road.


Three lights on Stearns Street; or act in relation thereto.


ARTICLE 9. To see if the Town will vote to raise and appropriate $267.50 or some other sum to pay the Inspector of Plumbing for the year 1931; or act in relation thereto.


ARTICLE 10. To see if the Town will vote to appropriate the sum of $2,000 or some other sum for the purpose of reconstructing Riverneck Road; or act in relation thereto.


ARTICLE 11. To see if the Town will vote to accept Tobin Avenue as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk; or act in relation thereto.

ARTICLE 12. To see if the Town will vote to accept an extension to Sun- set Avenue as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk ; or act in relation thereto.


ARTICLE 13. To see if the Town will vote to accept an extension to Adams Street as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk ; or act in relation thereto.


ARTICLE 14. To see if the Town will vote to raise and appropriate $1,200 or some other sum for the purpose of filling the cellar of the old Grammar School located on the North Road; or act in relation thereto.


ARTICLE 15. To see if the Town will authorize the Selectmen to sell a motor cycle now used by the Police Department and authorize them to execute and deliver a good and sufficient bill of sale to same, and to raise and appropriate $225 or some other sum for the purpose of pur- chasing a new motor cycle; or act in relation thereto.


ARTICLE 16. To see if the Town will vote to request the Department of Corporations and Taxation, Division of Accounts, to make an audit of the Town of Chelmsford Accounts at their convenience during the year 1932; or act in relation thereto.


ARTICLE 17. To see if the Town will vote to raise and appropriate the sum of $115 for the purpose of providing a typewriter and a typewriter table for use in the office of the Town Treasurer and Tax Collector ; or act in relation thereto.


ARTICLE 18. To see if the Town will vote to raise and appropriate the sum of $175 for the purpose of purchasing an adding machine for use in the office of the Town Accountant; or act in relation thereto.


ARTICLE 19. To see if the Town will vote to raise and appropriate $50 or some other sum for the purpose of paying an easement or the right to lay a drain on and through private property leading from Ripley Street ; or act in relation thereto.


ARTICLE 20. To see if the Town will vote to raise and appropriate $1,300 for the purpose of adjusting claim paid to ,Grace Walsh in the matter of a claim against the Town for personal injuries; or act in relation thereto.


ARTICLE 21. To see if the Town will vote to raise and appropriate $10 for the purpose of paying medical expenses incurred by the Town in connection with the above entitled matter ; or act in relation thereto.


ARTICLE 22. To see if the Town will vote to raise and appropriate the sum of $339.50, a portion of the whole sum of the Town of Chelms- ford's share of the expense of constructing and equipping a hospital situated in Waltham and partly in Lexington, now known as the Mid- dlesex County Sanatorium ; or act in relation thereto.

ARTICLE 23. To see if the Town will vote to borrow the sum of $20,000, a portion of the whole sum of the Town of Chelmsford's share of the expense of constructing and equipping a hospital situated in Waltham and partly in Lexington, now known as the Middlesex County Sana - torium; or act in relation thereto.


ARTICLE 24. To see if the Town will vote to raise and appropriate the sum of Fifty Dollars, or some other amount, and elect a Director, the money to be expended by and the Director to serve in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the pro- visions of Section 40 to 45, Chapter 128, General Laws of Massachusetts.


AND YOU ARE DIRECTED to serve this Warrant, by posting at- tested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford, and West Chelmsford, and at the School- house, East Chelmsford, and the Golden Cove Schoolhouse, Westlands, seven days at least before the time appointed for holding the First meeting aforesaid.


HEREOF FAIL NOT, and make return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of holding this meeting aforesaid.

ANNUAL BUSINESS MEETING


FEBRUARY 8, 1932


At a legal meeting of the Inhabitants of the Town of Chelmsford qualified to vote in Town affairs, held pursuant to warrant duly posted said meeting held in the Upper Town Hall at Chelmsford Centre on Feb- ruary 8, 1932 at 10 A. M. Moderator Walter Perham called the meeting to order and requested Town Clerk Harold C. Petterson to read the War- rant, after the Warrant was partially read, George W. Day moved that the further reading of the Warrant be waived and it was so voted.


Under Article One :


To hear reports of officers and committees.


It was voted to accept the Town Report as printed and to include the report of the Forest Warden which was inadvertantly omitted in printing


Mr. H. R. White reported for the committee appointed for the purpose of investigating the matter of better facilities for conducting Town business, this report is on file in the office of the Town Clerk and filed with the Warrant for this· meeting.

Under Article 3:


On a motion made by Selectman James A. Grant it was voted to authorize the Selectmen to act as its agent in any suit or suits which may

arise during the current year, also in such other matters as may arise re- quiring in their judgment the action of such agent, and to employ counsel therefor.


Under Article 4:


On a motion made by Selectinan Frank J. Lupien. it was voted that the Treasurer be and he hereby is authorized and empowered to borrow money with the approval of the Board of Selectmen from time to time in anticipation of the revenue of the financial year beginning January 1, 1932 and to issue a note or notes therefor payable within one year any debt or debts incurred under this vote to be paid from revenue of such financial year.


Under Article 5: :


On a motion made by Selectman James A. Grant it was voted to raise and appropriate the sum of $2000.00 as a Finance Committee Reserve Fund in accordance with the provisions of General Laws, Chapter 40, Section 6, to be expended under the direction of the Finance Committee.


Under Article 6 :


On a motion made by Selectman James A. Grant it was voted to raise and appropriate the sum of $400.00 for State Aid.


Under Article 7 :


On a motion made by Selectman Frank J. Lupien it was voted to raise and appropriate the sum of $942.42 with which to pay unpaid bills for the year 1931.


Under Article 8:


On a motion made by John C. Monahan it was voted to raise and appro- priate the sum of $210.00 and that the Selectmen be authorized to contract with the Lowell Electric Light Corp. to install 10 additional street lights to be located by the Board of Selectmen.


Under Article 9:


On a motion made by John C. Monahan it was voted to raise and ap- propriate the sum of $267.50 for the purpose of paying the Plumbing Inspector's salary for the year 1931.

On a motion made by Selectman Frank J. Lupien it was voted to raise and appropriate the sum of $2000.00 for the purpose of reconstructing the Riverneck Road.

Under Article 14 :


On a motion made by John C. Monahan it was voted to lay this article on the table until the next annual town meeting.

Under Article 15:


On a motion made by John J. Monahan it was voted that the Board of Selectmen be authorized to purchase a new automobile for the use of the Police Department and that the sum of $412.00 be raised and appropriated as part of the purchase price and that the said Board be empowered to exe- cute and deliver a bill of sale of the old motor cycle now owned by the Town, to the seller of said new automobile as a further part of the pur- chase price of the new automobile.


Under Article 16 :


On a motion made by Harold C. Petterson, it was voted to request the Department of Corporations and Taxation, Division of Accounts to make an audit of the Town of Chelmsford accounts at their convenience during the year 1932, and that the Town Clerk be instructed to notify the above said department of such vote.


Under Article 17:


On a motion made by Harold C. Petterson it was voted to raise and appropriate the sum of $115.00 for the purpose of purchasing a typewriter and a typewriter table for use in the office of the Town Treasurer and Tax Collector.


Under Article 18:


On a motion made by Harold C. Petterson it was voted to raise and appropriate the sum of $175.00 for the purpose of purchasing an adding machine for the use in the office of the Town Accountant.


Under Article 19:


On a motion made by Frank J. Lupien it was voted to raise and appro- priate the sum of $50.00 for the purpose of paying an easement or right to lay drain pipe on and through private property leading from Ripley Street.


Under Article 20:


On a motion made by Selectman Frank J. Lupien it was voted to raise and appropriate the sum of $1300.00 for the purpose of adjusting a claim paid to Grace Walsh in the matter of claim against the Town for personal injuries.


Under Article 21 :


On a motion made by Selectman James A. Grant it was voted to raise and appropriate the sum of $10.00 for the purpose of paying medical ex- penses incurred by the Town in connection with injuries sustained by · Grace Walsh.


Under Article 22:


On a motion made by Harold C. Petterson it was voted to raise and appropriate the sum of $339.50 for the purpose of paying a portion of the Town's share of the cost of constructing a hospital for the Middlesex County Tuberculosis Hospital District in accordance with the provisions of Chapter 111, Section 83, General Laws.


Under Article 23: :


On a motion made by Harold C. Petterson it was vote that the Treas- urer with the approval of the Selectmen, be and hereby is authorized and

empowered to borrow the sum of $20,000.00 for the purpose of paying a portion of the Town's Share of the cost of constructing a hospital for the Middlesex County Tuberculosis Hospital District in accordance with the provisions of Chapter 111, Section 83, General Laws, and to issue bonds or notes of the Town, therefor, said bonds or notes to be payable in ac- cordance with the provisions of Chapter 44, General Laws, so that the whole loan shall be paid in not more than twenty years from the date of issue of the first bond or note or at such earlier dates as the Treasurer and Selectmen shall determine. 79 voted yes, no one voted no.


Under Article 24 :


On a motion made by Selectman James A. Grant it was voted to raise and appropriate the sum of $50.00 for aid to agriculture and home econ- omics and that Perley Kimball be director.


It was voted that the matter of examining and verifying the lines of the Westland dump and the setting of stone bounds be determined by the Board of Selectmen. 135 voted yes and 5 voted no.
