WARRANT FOR SPECIAL TOWN MEETING At Upper Town Hall, Chelmsford Centre, Wednesday Evening, August 17, 1932


COMMONWEALTH OF MASSACHUSETTS


Middlesex, ss.


To John J. Buchanan, a Constable of the Town of Chelmsford. GREETING :


In the name of the Commonwealth aforesaid you are hereby required to notify and warn the legal voters of said Chelmsford to meet in the Upper Town Hall, at Chelmsford Centre on Wednesday, the seventeenth day of August, 1932, at eight o'clock in the evening, then and there to act upon the following articles, viz :


ARTICLE 1. To see if the Town will vote to raise and appropriate the sum of Eighty-five Hundred ($8500) Dollars or some other sum for the use of the Outside Poor and to be expended by the Board of Public Welfare; or act in relation thereto.


ARTICLE 2. To see if the Town will vote to raise and appropriate the sum of Three Hundred ($300) Dollars, or some other sum, for Soldiers' Relief ; or act in relation thereto.


ARTICLE 3. To see if the Town will vote to raise and appropriate the sum of Four Hundred and Fifty ($450) Dollars, or some other sum. for the purpose of defraying the cost of a special investigator for the Board of Public Welfare; or act in relation thereto.


ARTICLE 4. To see if the Town will vote to raise and appropriate the sum of Four Hundred Fifty ($450) Dollars, or some other sum, to be expended at the Town Infirmary ; or act in relation thereto.


ARTICLE 5. To see if the Town will vote to raise and appropriate the sum of Five Hundred ($500) Dollars, or some other sum, for the Forest Fire Department; or act in relation thereto.


ARTICLE 6. To see if the Town will vote to raise and appropriate the sum of Five Hundred ($500) Dollars, or some other sum, for the pur- pose of purchasing road oil for the highway department; or act in relation thereto.


ARTICLE 7. To see if the Town will vote to raise and appropriate the sum of Four Hundred ($400) Dollars, or some other sum to be ex- pended on the highways; or act in relation thereto.


ARTICLE 8. To see if the Town will vote to authorize the Selectmen to sell two horse drawn hearses; or act in relation thereto.

ARTICLE 9. To see if the Town will vote to raise and appropriate the sum of One Thousand ($1000) Dollars, or some other sum, for the purpose of reconstructing Riverneck Road; or act in relation thereto.


ARTICLE 10. To see if the Town will vote to raise and appropriate the sum of One Thousand ($1000) Dollars, or some other sum, to be used as a reserve fund at the discretion of the Finance Committee, as pro- vided in Chapter 40, Section 6, of the General Laws: or act in relation thereto.


ARTICLE 11. To see if the Town will vote to accept the provisions of Section 6B, Chapter 40, of the General Laws; or act in relation thereto.


ARTICLE 12. To see if the Town will vote to accept Plum Street as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 13. To see if the Town will vote to accept Adams Street as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk; or act in relation -thereto.


ARTICLE 14. To see if the Town will vote to accept Tobin Ave. as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 15. To see if the Town will vote to accept Sunset Ave. as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 16. To see if the Town will vote to raise and appropriate the sum of Three Hundred ($300) Dollars, or some other sum, for the purpose of defending petitions for tax abatments; or act in relation thereto.


ARTICLE 17. To see if the Town will vote to appropriate and transfer from the Superintendent of Streets Salary Fund One Hundred Four ($104) Dollars, from the Police Department Appropriation Two Hun- dred ($200) Dollars, from the Selectmen's and Board of Public Wel- fare Salary Funds Forty-five ($45) Dollars to the Welfare Department Fund; or act in relation thereto.


ARTICLE 18. To see if the Town will vote to accept from certain Mid- dlesex County employees Forty ($40) Dollars, the same to be applied to the Outside Poor Fund; or act in relation thereto.


ARTICLE 19. To see if the Town will vote to accept the provisions of Section 13A, Chapter 40, of the General Laws: or act in relation thereto.


ARTICLE 20. In the event of an affirmative vote on Article 19, to see if the Town will vote to raise and appropriate a sum of money for the purpose of creating a fund to carry out the provisions of Chapter 152 of the General Laws known as the Workmen's Compensation Act; or act in relation thereto.

AND YOU ARE DIRECTED to serve this Warrant by posting at- tested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford, and West Chelmsford, and at the School House, East Chelmsford, and at the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the meeting aforesaid:

BUSINESS TRANSACTED AT SPECIAL TOWN MEETING August 17, 1932


At a Special Town Meeting of the Inhabitants of the Town of Chelms- ford qualified to vote in Town Meetings, held at the Upper Town Hall. Chelmsford Centre on Wednesday Evening, August 17, 1932, said meet- ing held pursuant to Warrant duly posted, the following business was transacted to wit :


The meeting was called to order at 8 P. M. by Town Clerk Harold C. Petterson in the absence of the regular Moderator the first business to be acted upon was the election of a Moderator Pro-Tem, on a motion made by Frank J. Lupien it was voted to have the Clerk cast one ballot for John J. Monahan to act as Moderator Pro-Tem. The Clerk cast one ballot as in- structed by vote.


John J. Monahan was sworn in as Moderator Pro-Tem by Harold C. Petterson, Town Clerk, and the Moderator then proceeded with the business meeting.


Under Article One :


On a motion made by by Frank J. Lupien it was voted to raise and ap- propriate the sum of $8500.00 for use of the Outside Poor.


Under Article Two :


On a motion made by Frank J. Lupien it was voted to raise and ap- propriate the sum of $300.00 for Soldiers Relief.


Under Article Three :


On a motion made by James A. Grant it was voted to raise and appro- priate the sum of $450.00 to defray the cost of a special investigator for the Board of Public Welfare. A hand vote was taken on this motion, Albert Davis and Fred Fletcher were appointed tellers and they returned a count of 72 in the affirmative and 44 in the negative, the motion was carried.


Under Article Four :


On a motion made by Frank J. Lupien it was voted to raise and appro- priate the sum of $450.00 for the use and maintenance of the Town Infirm- ary, the money to be expended by the Superintendent.


Under Article Five :


On a motion made by Ray Sargent it was voted to raise and appro- priate the sum of $250.00 for the use of the Forest Fire Department.


Under Article Six :


On a motion made by Royal Shawcross to raise and appropriate the sum of $500.00 for the purpose of purchasing oil for the Highway, Depart- ment this motion was defeated and the article dismissed.

Under Article Seven :


On a motion made by James P. Dunigan it was voted to raise and ap- propriate the sum of $400.00 to be used for Highway Purposes.


Under Article Eight :


On a motion made by Royal Shawcross it was voted to authorize and empower the Selectmen to sell and give a sufficient bill of sale of two horse drawn hearses now owned by the Town.


Under Article Nine :


On a motion made by James A. Grant it was voted to raise and appro- priate the sum of $1000.00 for the purpose of reconstructing the River- neck Road.


Under Article Ten :


On a motion made by James A. Grant it was voted to raise and appro- priate the sum of $500.00 to be used as a Reserve Fund at the discretion of the Finance Committee as provided in Chapter 40. Section 6 of the General Laws.


Under Article Eleven :


. On a motion made by Bernard F. McGovern it was voted to accept the provisions of Section 6B of Chapter 40 of the General Laws.


Under Article Twelve :


On a motion made by James A. Grant it was voted to accept Plum Street as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk,


Under Article Thirteen :


On a motion made by James A. Grant it was voted to accept Adams Street as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk.


Under Article Fourteen :


On a motion made by Frank J. Lupien it was voted to accept Tobin Ave. as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk:


Under Article Fifteen : *


On a motion made by James A. Grant it was voted to accept Sunset Ave. as laid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk.


Under Article Sixteen :


On a motion made by Frank J. Lupien it was voted to raise and appro- priate the sum of $300.00 for the purpose of defending petitions for the abatement of taxes.


Under Article Seventeen :


On a motion made by James A. Grant it was voted to appropriate and transfer from the Superintendent of Streets Salary Fund One Hundred and Four Dollars, from the Police Department appropriation Two Hundred Dollars, from the Selectmen and Board of Public Welfare Salary Fund Forty-five Dollars, to the Welfare Department Fund.

Under Article Eighteen :


On a motion made by James P. Cassidy it was voted to accept from certain Middlesex County employees the sum of $40.00 to be added to the Outside Poor Fund and expended by the Board of Public Welfare and that the Board of Public Welfare be authorized to accept any other gift to be used at the discretion of said Board of Public Welfare for the purpose of outside poor relief.


Under Article Nineteen :


On a motion made by Frank J. Lupien it was voted to accept the pro- visions of Section 13A of Chapter 40 of the General Laws.


Under Article Twenty :


On a motion made by Frank J. Lupien it was voted to raise and appro- priate the sum of $150.00 for the purpose of creating a fund to carry out the provisions of Chapter 152 of the General Laws known as the "Work- men's Compensation Act".


. Voted to adjourn this meeting at 10.20 P. M.
