Warrant for Annual Town Meeting FEBRUARY 6th AND FEBRUARY 13th, 1933

To John J. Buchanan, Constable or any suitable person of the Town of Chelmsford.


GREETING:


In the name of the Commonwealth aforesaid you are hereby requested to notify and warn the legal voters of said Chelmsford to meet in their several Polling Places, viz:


Precinct One, Town Hall, Chelmsford Centre.


Precinct Two, Town Hall, North Chelmsford.


Precinct Three. Fire House, West Chelmsford.


Precinct Four, School House, East Chelmsford. Precinct Five, Liberty Hall. South Chelmsford.


Precinct. Six. Golden Cove School House, Westlands.


on Monday, the sixth day of February, 1933 being the first Monday in said month, at 12 o'clock noon, for the following purposes :


To bring in their votes for the following officers :


Moderator for one year.


Town Clerk for three years.


One Selectman for three years.


One Member of the Board of Publc Welfare for three years.


Treasurer and Tax Collector for one year.


One Assessor for three years.


Tree Warden for one year.


One Member of the Board of Health for three years.


One Park Commissioner for three years.


One School Committecman for three years.


One Cemetery Commissioner, for three years.


Two Trustees for Adams Library for three years.


One Sinking Fund Commissioner for three years.


One Constable for one year.


All on one ballot


The polls will be open from 12 noon to 8 p. m. and to meet in the Town

Hall at Chelmsford Centre on the following Monday the thirteenth day of February at 10 o'clock in the forenoon, then and there to act upon the fol- lowing articles viz. :


ARTICLE 1. To hear reports of Town Officers and Committees; or act in relation thereto.


ARTICLE 2. To raise and appropriate such sums of money as may be re- quired to defray Town charges for the current year; or act in relation thereto.


ARTICLE 3. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year; also in such other matters as may arise requiring in their judgement the action of such agent and to employ counsel therefor; or act in relation thereto.


ARTICLE 4. To see if the Town will authorize the Treasurer, with the approval of the Selectmen to borrow money in anticipation of the rev- enues of the current financial year; or act in relation thereto.


ARTICLE 5. To see if the Town will vote to raise and appropriate a sun not exceeding Two Thousand Dollars to be used as a Reserve Fund at the discretion of the Finance Committee as provided in General Laws. Chapter 40, Section 6; or act in relation thereto.


ARTICLE 6. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars, or some other sum; for State Aid; or act in relation thereto.


ARTICLE 7. To see if the Town will vote to raise and appropriate a suf- ficient sum with which to meet unpaid bills of 1932; or act in relation thereto.


ARTICLE 8. To see if the Town will vote to authorize the Selectmen to con- tract with the Lowell Electric Light Corporation for the following additional street lights and raise and appropriate sufficient money to meet the ex. pense thereof, viz:


Two lights on Evergreen Street.


One light on Woodlawn Ave.


One light on Westford Street; or act in relation thereto.


ARTICLE 9. To see if the Town will vote to accept Woodlawn Ave. as laid out by the Selectmen as shown in their report and plan duly filed -in the office of the Town Clerk; or act in relation thereto.

ARTICLE 10. To see if the Town will vote to raise and appropriate Three Thousand Dollars or some other sum for the purpose of reconstructing Middlesex Street, Three Thousand Dollars to be contributed by the Com- monwealth of Massachusetts and Three Thousand Dollars to be contributed by the County for said reconstruction; or act in relation thercto.


ARTICLE 11. To see if the Town will vote to appropriate a sum sufficient to pay the County of Middlesex as required by law, the Town's share of the net cost of care, maintenance and repairs of the Middlesex County Tuberculosis Hospital and for care and treatment of tuberculosis patients up to June 30th 1932 under acts of 1928, Chapter 385 as amended by Acts of 1931. Chapter 60 including interest or discount on temporary notes issued therefor as assessed in accordance with the provisions of Chapter 111 of the General Laws and Acts in amendment thereof and in addition thereto; or act in relation thereto.


ARTICLE 12. To see if the Town will vote to raise and appropriate Seventy Five Dollars or some other sum for the purpose of defraying ambulance service; or act in :elation thereto.


ARTICLE 13. To see if the Town will authorize the Selectmen to sell motor cycle now used by the Police Department; or act in relation thereto.


ARTICLE 14. To see if the Town will vote to raise and appropriate the sum of Two Hundred Thirty Six Dollars or some other sum for the purpose of purchasing a new motor cycle for the Police Department and to authorize and empower the Selectmen to make such contract: or act in relation thereto.


ARTICLE 15. To see if the Town will vote to raise and appropriate Seventy Dollars and Forty Five Cents for the purpose of defraying the repair bill or. a motorcyle used by the Police Department: or act in relation thereto.


ARTICLE 16. To see if the Town will vote to raise and appropriate the sunt of One Hundred Dollars or some other sum for the purpose of defraying the salary of a Fish and Game Warden; or act in relation thereto.


ARTICLE 17. To see if the Town will vote to sell to the Westlands Im- provement Association Inc., for the sum of Two Hundred Dollars or some other sum a certain parcel of land with the buildings thereon known 13 the Golden Cove School House. Said lot contains about one half acre of land and is situated on the westerly side of the Old Middlesex Road, now called Stedman Street.

ARTICLE 18. To see if the Town will vote to sell a certain parcel of land situated on the northerly side of Middlesex Street in that part of Chelms- ford called North Chelmsford containing 11,636.83 square feet and more particularly described in a plan of land entitled "Plan of land in North Chelmsford belonging to Ella J. and Joseph D. Ryan, scale 10 feet to an inch, April 1915 by F. W. Huntington, C. E." Said plan is recorded with Middiesex North District, Registry of Deeds Book of Plans 47, Plan 6. The aforesaid land was purchased from Walter N. Marinel by the Town on June 12, 1925 for the purpose of establishing a fire house on said prop- erty; or act in relation thereto.


ARTICLE 19. To see if the Town will vote to raise and appropriate the sum of Seventy Two Dollars and Fifty Cents for the purpose of paying to the Roman Catholic Archbishop of Boston for land damages incurred in the relocation of Riverneck Road; or act in relation thereto.


AND YOU ARE DIRECTED to serve this Warrant by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford, and West Chelmsford and at the School House, East Chelms- ford, and at the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the first meeting aforesaid.

ANNUAL BUSINESS MEETING FEBRUARY 13, 1933


At a legal meeting of the Inhabitants of the Town of Chelmsford qualified to vote in Town affairs, held pursuant to Warrant duly posted, said meeting held in the Upper Town Hall, at Chelmsford Centre, on February 13, 1933 at 10 A. M.


Moderator Walter Perham called the meeting to order and requested Harold C. Petterson the Town Clerk to read the Warrant. After the Warrant was partly read Selectman James A. Grant moved that the further reading of the Warrant be waived, and it was so voted.


The first business to come before the meeting was Article 12 in the War- rant for the Annual Town Meeting of 1932, this article pertained to the filling in of the cellar hole on the North Road which formerly held the Centre School building and which called for an appropriation of $1200. On a motion made by John C. Monahan, it was voted, to dismiss this article. Under Article One :


On a motion made by Frank J. Lupien, it was voted, to accept the Town Report as printed.


Under Article Two:


On a motion made by John C. Monahan, it was voted to lay this article on the table until after the noon recess.


Under Article Three :


On a motion made by Frank J. Lupien, it was voted to authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, also in such cther matters as may arise requiring in their judge- ment the action of its agent and to employ counsel therefor. Under Article Four :


On a motion made by Frank J. Lupien, it was voted to authorize and empower the Treasurer to borrow money with the approval of the Board of Selectmen from time to time in anticipation of the revenues of the financial year beginning January 1, 1933 and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from revenues of such financial year.


Under Article Five :


On a motion made by Frank J. Lupien, it was voted to raise and appro- priate Two Thousand Dollars ($2,000) to be used as a reserve fund at the discretion of the Finance Committee as provided in General Laws, Chapter- 40, Section 6.

Under Article Six :


Regard the appropriation of $400 for State Aid, John C. Monahan explain- ed that this appropriation was covered under Article Two and it was voted to dismiss the article.


Under Article Seven :


On a motion made by Frank J. Lupien, it was voted, to raise and appro- priate the sum of $2,327.47 for the purpose of paying unpaid bills of 1932.


Under Article Eight :


In regard to installing additional street lights, on a motion made by John C. Monahan, it was voted to dismiss this article.


Under Article Nine :


On a motion made by Frank J. Lupien, it was voted to accept Woodlawn Avenue as laid out by the Selectmen as shown by their report and plan duly filed in the office of the Town Clerk.


Under Article Ten :


. On a motion made by John C. Monahan, it was voted to lay this article on the table until after the second article be acted upon.


Under Article Eleven :


Regard an appropriaton to pay the County of Middlesex the Town's share of the net cost of maintenance and repair of the Middlesex County Tuberculosis Hospital, on a motion made by John J. Monhan, it was voted to dismiss this article.


Under Article Twelve:


On a motion made by Bernard F. McGovern, to raise and appropriate the sum of $75 for ambulance service, this motion was lost and the article dismissed.


Under Article Thirteen :


On a motion made by Bernard F. McGovern, it was voted to authorize the Selectmen to sell a motor cycle now used by the Police Department.


Under Article Fourteen :


On a motion made by Bernard F. McGovern, it was voted to raise and appropriate the sum of $236 for the purpose of purchasing a new motor cycle for the Police Department and to authorize and empower the Selectmen to make such a contract.


Under Article Fifteen :


On a motion made by Bernard F. McGovern, it was voted to raise and appropriate the sum of $70.45 for the purpose of defraying the repair bill on a motor cycle used by the Police Department.


Under Article Sixteen :


In regard to the appropriation of $100 for a Fish and Game Warden's

Salary, on a motion made by John C. Monahan, it was voted to dismiss this article.


Under Article Seventeen :


On a motion made by Cecil Pelton and amended by George E. Gagnon, it was voted, that the Town vote to sell to the Westland's Improvement Association Inc., for the sum of Two Hundred Dollars ($200) a certain par- cel of land with the buildings thereon known as the Golden Cove School House, said lot containing about one half acre of land and situated on the westerly side of the Old Middlesex Road, now called Stedman Street, and that the Select- men be authorized and empowered to execute in behalf of the Town a good and sufficient deed of same and in event that the Westland's Improvement Association Inc., disbands or ceases to function that this property revert back to the Town of Chelmsford. A two-thirds vote was taken on this article, the tellers appointed were Frederick MacElroy and Edward Monahan who return- ed a count of 144 in the affirmative, and 17 in the negatve, the motion as amended was carried.


At this point of the meeting it was voted to adjourn from 12.15 P. M. to 1.15 P. M.


The first business to come before the meeting after the noon recess was Article Two.

Under Article 10:


In regard to the appropriation of $3,000.00 for reconstructing Middlesex Street, or a motion made by John C. Monahan, it was voted to dismiss this article.


Under Article 18 :


In regard to selling a certain parcel of land situated on Middlesex Street, North Chelmsford, it was voted to dismiss this article.


Under Article 19:


On a motion made by Frank J. Lupien, it was voted to raise and appro- priate the sum of $72.50 for the purpose of paying to the Roman Catholic Archbishop of Boston as compensation for land damages incurred in the relo- cation of Riverneck Road.


Voted to adjourn this meeting at 4.40 P. M.

To John J. Buchanan, a Constable of the Town of Chelmsford. GREETING:


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town who are qualified to vote in Primaries to meet in their several polling places, viz :


Precinct One, Town Hall, Chelmsford Center.


Precinct Two, Town Hall, North Chelmsford.


Precinct Three, Historical Hall, West Chelmsford.


Precinct Four, School House, East Chelmsford.


Precinct Five, Liberty Hall, South Chelmsford.


Precinct Six, Golden Cove School House, Westlands.


On Tuesday the Thirteenth day of June, 1933, at 12 M. for the follow- ing purposes :


To bring in their votes to the election officers for the election of delegates to a Constitutional Convention called to ratify or reject the following amend- ment to the Constitution of the United States proposed by joint resolution of Congress.


Text of the proposed amendment :


"Section One. The eighteenth article of the amendment to the Constitu- tion of the United States is hereby repealed.
