REPORT OF THE TAX COLLECTOR For the Year Ending December 31, 1933
I herewith submit my report as Tax Collector for the year ending Decem- ber 31, 1933. At this time I wish to call to the attention of the tax payers the law regard to the collection of taxes, as I believe that the majority of tax payers do not understand clearly the time limit on payment of real estate taxes, therefore I publish for their benefit Chapter 128 of the Acts of 1923, as follows :
If any tax, betterment or special assessment remains unpaid fourteen days after demand therefor, the Collector, in the case of any tax, bet- terment or special assessment upon Real Estate, within one year from October first in the year of assessment, and, in case of any other tax, within two years from said October first, shall collect the tax, together with all incidental charges and fees, in such manner provided by law.

REPORT OF THE TRUSTEES OF THE ADAMS LIBRARY
The board met for organization February 18, 1933, at the Library. The officers of last year were reelected
Chairman : A. H. Davis.
Secretary : Mrs. E. R. Clark.
Treasurer : Wilson Waters.
A. H. Davis and Wilson Waters to approve all general bills. A. H. Davis and Mrs. E. R. Clark to approve bills for books. Mrs. Ida A. Jefts reappointed librarian, and Mrs. G. W. Peterson assistant.
The past year adult patrons have had the opportunity of going to the stacks to select books, a privilege which has been freely used, and much ap- preciated.
In June the board suffered a great loss in the death of Dr. Waters, who died June thirteenth. Dr. Waters had served as a trustee for more than thirty years, and being a man of rare scholarly attainments, a great lover of books, his advice on matters pertaining to the library was invaluable. He served as treasurer of the board for many years.
On June 24th a joint meeting of the trustees and board of selectmen was held to fill the vacancy on the board of trustees caused by the death of Dr. Waters, and Mr. Frederic A. P. Fiske was chosen to serve for the remainder of the year. Mr. Fiske has always been very much interested in the library, and is a valued member of the board, of which he is now the treasurer.
That the usefulness of the library is growing each year is evidenced by the fact that the circulation is increasing each year, being 1,314 over that of last year.

The trustee's of the North Chelmsford Library submit the following report for the year 1933 :
The circulation for the year was 20,276.
Number of sessions 163.
New books added 345.
Many books have been rebound and repaired.
The magazines which were added a few years ago, are being increasingly used, and the reference and encyclopedias are much in demand by the school and the teachers.
Once again the Grim Reaper has visited us, and we mourn the loss of one of our trustees, Miss Gertrude A. Jones. As a teacher of many years experience she was in close touch with the requirements of the school children and rendered valuable assistance in the selection of books required by them.
Miss Jones possessed a very pleasing personality, and we shall greatly miss her in our work.

RECOMMENDATIONS
During the year 1933 the police have made a check of all mercantile places. We have seen that they have secured the required license for their business. By this we have turned into the Town Treasurer a large sum of money.
I wish to mention that I am not requesting the purchase of any new equipment this year. I feel that with an appropriation for repairs to the present equipment it will be in good shape.
With the splendid results and importance of the raidio throughout the state. I recommend that before the end of this year we trade one of the Motorcycles now in use for a small car. I feel that the use of Motorcycles in police work is passing quick.
I want to take this opportunty to thank the Honorable Board of Select- for the assistance and cocperation they have extended me. I am extremely grateful to the outside police departments and officials of the Lowell District Court for their cooperation they have extended to me during the past year. My comrades are to be commended for their loyalty, cooperation and in- terest that they have manifested in the duties of the department.

REPORT OF FIRE ENGINEERS
To the Honorable Board of Selectmen, Chelmsford, Mass.
Gentlemen :
The annual report of the Board of Fire Engineers is respectfully submitted herewith.
The Board is organized as follows:
Harry L. Shedd, Chief.
John W. Dixon, Asst. Chief. John M. Kemp, Asst. Chief.
with the latter also serving as Clerk of the Board.
The Board appointed the following District Chiefs :

Norman Edwards
District No. 3
Henry G. Quinn
District No. 4
Arthur W. House
District No. 5
Norman Edwards of District No. 3 was obliged to resign as of October 1 by reason of his moving out of town and the Board appointed Elmer Trull as District Chief in his place.
We believe that Mr. Edwards' separation from the service is a distinct loss both to the town and the Department. Mr. Trull has been connected with the Department since its inception and his long and faithful service gives evidence that he will make an exceptionally efficient executive.
There have only been one or two other changes so that the roster remains practically the same as last year. Drills have been held as circumstances per- mitted and we now have a force of trained men unexcelled by any town of similar size in the State. We take this opportunity of commending both the officers and men for their loyalty and whole-hearted accomplishments.
The apparatus, equipment, quarters and fire alarm have been carefully taken care of and kept ready for instant service both day and night.
In order to afford the South Village adequate protection, it will be neces- sary to at once replace worn out apparatus and equipment with new. The present facilities have been repeatedly repaired but now it is imperative for the safety of the persons and property of our citizens as well as in the interests of economy that we secure new apparatus.
