FIRE CHIEF ERNEST G. BYAM


Ernest G. Byam, Chief of the Fire Department, died on January 31, 1965.


Chief Byam was first appointed a call firefighter in October, 1931. He was appointed a permanent fireman September 23, 1954, moving up through the ranks to become Chief on November 10, 1958.


He was widely known and admired not only in Chelmsford but throughout the Middlesex County area and in state fire-fighting circles.


His untimely passing put an end to a career dedicated to the Fire Service, a career in which he earned the respect of his fellow-workers and of the townspeople.

BOARD OF SELECTMEN


The Town of Chelmsford completed the year 1964, by observing its 309th birthday as a township, with many changes worthy of notation.


Perhaps the most important change being, the streamlining of the functions of the Board of Selectmen, which has been geared to attaining greater efficiency, closer cooperation and working relationships with other town boards, giving more time to matters concerning administrative affairs while not neglecting routine items and public problems.


This aforementioned streamlining, has enabled your Board of Select- men to practically double the amount of business conducted during the year 1964 over that of the year 1963, without imposing any hardship on the Board of Selectmen.


This has been accomplished by setting up an agenda for the Board of Selectmen's weekly meeting whereby, each item to be discussed is scheduled, and a time allocated to properly survey the question at hand. The public appearing before the Selectmen at their request, do so by appointment only, which assures them of the board's complete attention without interruption and also affords the board ample time to prepare for the answers. This has resulted in greater public satisfaction in their contacts with the Board of Selectmen and has given the board more time to devote to other matters.


During the year 1964, the Board of Selectmen has had some seventy meetings of record which include the regular and special meetings which have been necessary for conducting town affairs. These meetings of your Board of Selectmen average some three hours per meeting.

Over the past year there has been much discussion on various forms of town government. Committees having been appointed to study same, have presented the Selectmen-Town Manager form of government to the Town Meeting in the years 1963 and 1964, only to have their proposal defeated on each occasion.


Again in 1964, for lack of support and information, a proposal to establish the position of Executive Secretary to the Board of Selectmen, was withdrawn with the approval of the Town Meeting.


This action by the Town Meeting must be taken as a mandate by the Board of Selectmen that, for the present at least, it is the wish of the people to continue with the present form of town government and with this in mind all efforts by the Selectmen have been towards efficient and organized control of town affairs, delegation of matters to proper officials who are responsible by the very nature of their respective positions to carry out to the end result all assigned business.


The entire Town of Chelmsford, has been indeed saddened during the year 1964, by the deaths of several devoted Town employees namely, Dr. Winslow E. Merrill, who served the Town of Chelmsford as Animal Inspector from February 1955 to April 1964, Edward T. Brick, who served the Town of Chelmsford as a member of the Board of Registrars from November 1955 to May 1964, Peter F. Fitts, who served the Town of Chelmsford as a member of the Police Department from November 1956 to October 1964, Raymond J. McGlinchey who served the Town of Chelmsford as a member of the Fire Department and as Deputy Chief from April 1945 to November 1964, Surely, though they are no longer with us they will long be remembered for their faithful service to the town.


Many improvements to existing town ways have been undertaken during the year 1964.


An extremely dangerous intersection at Billerica Rd., Turnpike Rd., and Golden Cove Rd., has been all but eliminated by the installation of traffic control warning lights which have resulted in the fact, that there have been no motor vehicle accidents reported at this location during the year 1964.


Work on improvements to Chapter 90 roads has continued with an extension of the rebuilding of Old Westford Road from School St., to Arbutus Ave., making the second section of this road to be completed. Work on the third section will commence in the Spring.


Resurfacing of other Chapter 90 roads in the North, South and Center sections of town have been made under a program geared to maintaining present roads in a condition that will preclude heavy ex- penditures in future years for their reconditioning.

Installation of street lighting along town ways has been progressing steadily, keeping pace with the new streets being accepted each year. A program is now being studied by the Selectmen with the local public utilities company to provide an up to date lighting system in Vinal Sq., and Central Sq.


The Highway Department has done an outstanding job this year as in the past, in providing public services and in their construction pro- grams, all of which have been accomplished within their budget figures and adding more construction than had been planned as a result of care- ful planning and expenditures.


During the year 1964, it became necessary to make further renova- tions in Town Hall to keep abreast of required facilities to conduct town business. In the office of the Town Clerk, in particular, an expansion of this office was made by removing a stairway to the upper hall which resulted in the additional space required.


The exterior of the Town Hall has been painted and a new roof applied to maintain the present building in an appearance characteristic of the town.


The interior of the main entrance was repainted and work on the electrical system was necessary to comply with State laws regarding safety requirements.


Needless to say, there is a need in the future for a new Town Hall building, but for the present with other town government expenditures being what they are, we must make do with what we have by proper upkeep and maintenance of the present building.


It will be necessary during the year 1965, to continue a program designed to prevent deterioration of the Town Hall in the Center as well as, the North Town Hall building.


Never before in the history of the town has the North Town Hall had as much use by the people. We are indeed fortunate to have this building for use by our young people such as, Boy and Girl Scouts, youth organizations, various charitable organizations and others, which makes it a necessity to provide for the required upkeep of this building.


The residential growth of the town has continued at a steady pace irrespective of the revised zoning by-laws. This increase in population in turn increases the need of public services which the Police, Fire and Highway Departments must provide.


For the present it is being provided with little more cost than in recent years; nevertheless, as everything else rises in cost, so must these services.


In 1964, the Town Meeting authorized the construction of a new police station building to replace the present inadequate facility located

in Town Hall. Unfortunately, the results of two separate biddings were such, that insufficient funds had been appropriated to construct the building. It is hoped, that the 1965 Town Meeting will vote the necessary additional funds to get this project underway and as a result, provide greater and more efficient police protection for our townspeople. Our Police Department is certainly to be congratulated for their satisfactory operation under such adverse working conditions.


Fire protection in the town has more than met the great demands placed on this department, through efficient organization, efficiency in operations and excellent upkeep of our present equipment. Here again there is in the planning stage, a new station in the south section of town, due to the heavy growth in that area. We can indeed be proud of our Fire Department.


During the year 1964, the Town of Chelmsford has welcomed many new industrial and commercial buildings along with its residential con- struction. It is this type of taxable property which enables the town to broaden its tax base. May our future commercial and industrial growth be commensurate with the overall character of the town.


As a result of careful studies made by the Town Insurance Advisory Committee, the insurance program is now conducted by a single broker of record. This in turn has given the town greater protection and cover- age than ever before at a substantial decrease in cost. The committee assigned this task has well fulfilled their assignment.


It is anticipated that the newly initiated Selectmen's proposal of quarterly meetings with all other elected and appointive town boards will also greatly lend itself to better informed and efficient town gov- ernment.


This report by your Board of Selectmen, is made in an effort to inform the townspeople of some aspects of our town government. Other reports by various boards and committees complete the overall picture.


We, therefore, take this opportunity to publicly express our appre- ciation to all town officials and their departments for the cooperation and assistance they have afforded us during the past year.


To the Townspeople, we hope as their Selectmen, we have served them in a manner befitting the confidence that they have placed in us.

PLUMBING INSPECTOR


Gentlemen:


A total of 503 applications for Permits to do Plumbing were issued to Master Plumber's.


Of this number 357 were for new construction and 25 for old buildings, 121 were for hot water storage tanks.


It was necessary to make 835 inspections before they were approved.

To Ralph J. Pederson, Constable, or any other suitable person of the Town of Chelmsford:


GREETING:


In the name of the Commonwealth aforesaid, you are hereby re- quested to notify and warn the legal voters of said Chelmsford to meet in their several polling places, viz:


Precinct 1. McFarlin School Cafeteria, Chelmsford Center


Precinct 2. Town Hall, North Chelmsford


Precinct 3. Fire House, West Chelmsford


Precinct 4. School House, East Chelmsford


Precinct 5. Liberty Hall, South Chelmsford


Precinct 6. Westland School House


On Monday, the second day of March, 1964, being the first Monday in said month, at 10 o'clock A.M. for the following purposes:


To bring in their votes for the following officers:


One Selectman for three years.


One Member of the Board of Public Welfare for three years.


One Member of the Board of Assessors for three years.


One Member of the Board of Health for three years.


One Member of the School Committee for three years.
