Report of the Board of Health.
The total number of cases of contagious and infectious diseases reported to the Board for the year 1896 was eighty- four, which was twelve less than was reported for the year 1895. Of these cases fifty-three were of diphtheria, twenty- four of typhoid fever, six of scarlet fever and one of mem- braneous croup. The deaths due and resulting from the same were seven from diphtheria, three from typhoid fever and one from membraneous croup. The large number of

cases of diphtheria was not unexpected by the Board, as most of these cases were reported during the last three months of the year when this disease seemed to be epidemic throughout this part of the county. Most of these cases were of a very mild type, and the Board used their utmost endeavors to prevent its spread and in each and every case their instructions were generally carried out. They have also been ably assisted in this matter by the teachers of the public schools, who when any of the scholars have com- plained of illness or appeared to the teachers to be ill, have at once sent them home; and in this way we think, perhaps, that a large number of cases have been prevented by their prompt action ; and right here we would call the attention of the School Committee to the advisability of having the school-houses, during the March vacation, thoroughly cleansed by whitewashing the walls and ceilings and paint- ing the wood-work wherever needed, in fact, place them in a sanitary condition throughout.
Now a few words in regard to the new Winthrop school building, of which several complaints were made to the Board during the fall term of a disagreeable odor which seemed to come from the basement ; and on investigation your Board were not fully satisfied as to the cause and decided to call to their aid the State Board of Health, which was done, and on November 19th, John T. White and Joseph A. Moore, State Inspectors of Public Buildings, came and made an inspection of the sanitary condition of this building, and herewith is a copy of their re- port received by this board :
"There was considerable odor in the cellar of the building at the time of our visit, which might or might not come from concealed work, of the construction and workman- ship of which we have no knowledge. The furnace which heats the corridors takes its air from the cellar. This is bad practice and we recommended a change, by rotating from

the corridor, also, that an opening be made from the cellar to the vent flues. We found the openings from the fresh air room to the furnaces too small and recommended their enlargement. We do not believe that the diphtheria, which is prevalent in the district, originated in this school." The Board at once transmitted a copy of this report to the school committee with a notice, requesting them to carry out the recommendations of the Inspectors, and no doubt but what they will bring this matter before the town at the annual town meeting in March for their consideration and adoption.
In closing our report a few words in regard to the sani- tary condition of the town; we consider that it is in a good condition taking everything into consideration. We have had considerable complaint from overflowing cesspools dur- ing the year, a matter which we expected owing to the large usage of water; but we think this will be obviated in the future and that we shall have very little trouble from this source. There is very little more to say except that we have done our work for the best interest of all, and it is gratifying to the Board to note the manner in which our regulations have been generally carried out.

Millett & Woodbury have permitted us to use their whistle as a fire alarm, and have kept a steam pressure suf- ficient to blow at any time. To compensate them for coal burned, we suggest the town remit their water rates, about $16.
The department is well equipped, and the best of har- mony prevails between the members. That they are efficient is shown by the small losses.
We recommend the appropriation of $1000 to operate the department the ensuing year.
