The appropriation for abatements was $500. and the abate- ment allowed on the taxes for this year amounted to $348.98. There were also abatements of $105.46 allowed on 1901 taxes. The tax rate was reduced from $12.00 to $11.00 this year.
A comparison of the valuation figures of this year with those of last year, shows that the valuation has increased.

This increase at a rate of $11.00 on $1000 would give only $1337.02 additional tax. A comparison of this year's appropri- ation figures with last, will show that the appropriations are lar- ger this year, and in addition to that there was a final verdict of $1520.00 against the town in the Kenney case, which the as- sessors were compelled by law to add to the appropriations. This meant that the total to be raised was larger this year than last.
The assessors decided, however, that owing to the very fine showing made last year, that they could safely make a reduction in the tax rate, and accordingly fixed the rate at $11.00 on $1000. which is a reduction of $1.00 from last year, and a reduction"of $4.00 since the present board of assessors were elected five years ago.
We wish to again call the attention of those who own stock in Massachusetts corporations and in National Banks, to the impor- tance of their giving to the assessors that information. They should understand that the state taxes those shares, and the owner cannot escape taxation. The only difference it makes, is that if it is known that Ipswich is the legal residence of the par- ties, the state pays the tax to Ipswich, otherwise it goes else- where. It does not add one cent to the tax of the owner of the stock, but it might add a good many dollars to the Town of Ips- wich. Last year, the asssessors secured over $3000 for the Town

Treasury by putting in work on the Corporation lists, and finding names there credited to other Towns or Cities which belonged in Ipswich. This year the $3000 gained last year comes to us, and in addition to that we have secured over $1000 more. While Ipswich has made excellent gains in new property for the past five years, >'we have also been increasing our appropriations, and to many it J. has not been quite clear how the assessors have been able to drop (the rate without increasing valuations. The real reason is that we have paid close attention to the corporation taxes, and have tried in every way to make sure that Ipswich receives all that · belongs to her. We ask your co-operation along those lines. If you have stock, or know others who have, give us their names.
It is quite probable that had it not been for the verdict in the Kenney case, and the additional expense brought about by the Small Pox cases, that we might have dropped the rate from $12. to $10., but owing to the circumstances we dropped it to $11.00. We believe that Ipswich is to be congratulated on having so low a rate. There are very few Towns of our size in Massachusetts where the valuations are kept down as they are in Ipswich, where the rate is lower, or as low, as it is in Ipswich.

REPORT OF THE BOARD OF HEALTH.
Whole number of cases of Contagious and Infectious diseases reported to the Board of Health, for the year ending Dec. 31st., 1902, was 34, being an increase of 3 cases over the year 1901. Of these, 9 cases were of Diphtheria, 5 cases of Scarlet Fever, 1l cases of Typhoid Fever, 7 cases of Measles and 2 cases of Small Pox. Deaths due and resulting from same were, 1 from Diphtheria, and 1 from Small Pox.
Early in the month of March Small Pox made its appearance in town and the Board at once took summary measures to pre- vent an epidemic of this disease in our midst. A hospital was established and trained nurses placed in attendance and general vaccination was ordered. The school committee also took the mat- ter of vaccination in hand and ordered a compulsory vaccination of all scholars attending the public schools, and by the prompt action of both boards, and the hearty co-operation of the citizens, we were able to check the disease at the outset and only two cases . occurred, and by our strict quarantine there was no further spread of the disease after these cases came under our care.
The general health of the town has been exceptionally good during the year and no serious epidemics of Contagious diseases have occurred. The sanitary condition of the town your board considers generally satisfactory, complaints of nuisances being very few.
In closing our report we would call the attention of present and prospective owners of pigs to Regulation No. 17 which is that no swine be kept in the thickly settled part of the town without a license from the Board of Health.

In regard to the deaths I would state that I was called upon by the Secretary of the Commonwealth soon after the close of the year 1902 to send in advance of my other returns the re- turns of deaths for that year as the U. S. Census Supt. was desir- ous of obtaining the whole number of deaths in Mass. for that year. Supposing I had them all, I forwarded as requested. Since then I have received several returns which do not figure on the return sent to the Sec., they appear on my annual report as part of the vital statistics of the town for the year 1902.
