IPSWICH TOWN REPORT.


The amount paid out for rent in 1902 was over $400. less than in the previous year, and the amount paid for groceries was over $500. less. On the other hand, there has been an increase of $300. in the amount paid for insane cases at Danvers Asylum, and an increase of $200. in the cash allowances. Taken as a whole, the department has paid out 8732. 90 LESS than last year. In the fuel department we have been unable to get coal a good part of the time, but the overseers early in the fall, seeing that there probably would be a scarcity, provided as best they could, by cutting nearly 50 cords of wood from the town wood lot. They have put out considerable of that wood, but there is quite a fair supply on hand now.


The expense for insane cases has been increasing quite rapidly, but in January, 1904. the State will take charge of all those cases and the poor department expense will be considerably reduced.


The Overseers have made the usual contract with the Town Physician, and his report shows the following number of calls by months:

This makes a total of 528 visits. In addition to this, the physician furnished most of the medicine. He received a total of $220.82 for visits and medicine, or about 40 cents for each visit. The Town of Ipswich has received from other towns and cities $158. of the 8220.82 paid Dr. Macarthur, so that the total expense to Ipswich has been 862.82. 1


The Town Farm has made an exceptionally good showing this year The payments have been $100. more than last year, but the receipts have also been almost 8400. more. The inventory of prop- erty on Jan. 1, 1903, also shows an increase of $147.00 over that of Jan. 1, 1902. The average cost per week, of maintaining each inmate, shows a reduction of from $1.66 to 81.40. As the cost of living has been high in recent years, the overseers feel that taken as a whole, the management of the farm has been

good, and the showing made is creditable to the Superintendent


We recommend the same appropriation as last year, $1500. for the farm, and $2500. for the outside poor.

The Town Debt as compared with last year is as follows:

The increase is due to the fact that the town has voted to bor- row $500.00 on notes to pay to estate of George P. Smith and also that $1538.64 has been borrowed in anticipation of the taxes of 1903 to pay the verdict against the town in the Garrette cases.

From the above balance there should be deducted $1202.04 in- surance money on the Cogswell schoolhouse which is the unex- pended amount of the insurance, Jan. 1, 1903. The selectmen do not wish to claim credit for this as part of their balance. De- ducting this would leave the actual balance in favor of the Town $8224.60.


We submit the above figures with every confidence that you will agree that the Town has had a very prosperous year. A study of the report will show that there has been a number of unusual expenses, and the total amount paid out this year was nearly $8000 more than last year, but in spite of that, and in spite of the fact that the tax rate was dropped from $12. to $11. this year, the Town has a balance on hand of $8224.60, with an

increase of only $628.16 in its standing debt. The increased ex- penses were caused by an increase of $2000 on the snow account, $1538.64 for Garrette case, $1531.48 for the Kenney case, $1200 for small pox cases, and $500 for the Geo. P. Smith case. It will readily be seen that these expenses were unavoidable.


We have continued the wall along the front of Water street this year, and have provided a convenient dump. The founda- tion for a new street is now completed from Summer street to Hovey street. Another section from Hovey street to Stanwoods wharf should be completed this year, and unless the Town votes otherwise, we trust that the next Board of Selectmen will com- plete the work.


During the past year the case of Garrette vs. the Town, and the case of Kenny vs. the Town have both been tried, and in each case damages were awarded against the Town. The Selectmen fought both cases to the end, as instructed by the Town.


Our suggestions as regards appropriations can be made better at the coming meeting than at the present time.


In the death of John W. Patterson, a constable and police of. ficer, and Erastus Clark, Superintendent of Cemeteries, the Town has lost two faithful and upright officials, and the people have lost two men who held warm places in the hearts of all who knew them. They deserved and won the warm support and the confidence of their fellow townsmen.


In conclusion we wish to extend our earnest thanks to our fel- low town officials, and to the people of the town for the support and assistance they have given us. We wish especially to thank Town Treasurer Bamford for his efforts. A new man in the of- fice, and following a man who was tried and experienced, his task was no easy one to keep up the standard, but it must be said to his credit, that he has labored hard, and has been success- ful.
