In accordance with the report (presented to the town at the last annual meeting,) of the special committee appointed to investi- gate the question of repairs on highways, the selectmen continued the system adopted in 1907, and appointed, as recommended in that report, Joseph A. Huckins as superintendent of streets.


The following work was done under his direction, District No. 1 taking in part of a number of the former districts, and the whole of old District No. 3.

The total cost of maintenance of the Town Stables at the Central Fire Station was $ 1044 77 This covers expense of seven horses, 4 highway horses, 1 electric dept. horse and 2 horses owned by F. L. Burke. By agree- ment the hay and grain was paid for as follows :

The average cost for each horse for the 42 weeks was $2.31 per week.

Team No. 1 worked 2393 hours on the highway, which at 50 cents an hour, the price paid by the town to private teams, would mean that the team earned $1196.50. The team should also be credited with $150 from the Fire Dept. which would make the total earnings $1346.50. The balance in favor of Team No. 1 is $225.33.


Team No. 2 earned $375. for transportation of school children, $347. on street sprinkling, and estimating the amount of highway work at the same amount as last year $444., together with the $150 to be credited for Fire Dept. work, makes a total of $1316. The balance in favor of Team No. 2 is $70.71. We were obliged to esti- mate the highway work as the new driver of Team No. 2 did not receive the time book from the old driver, and did not know for some time that a daily record was to be kept.


Number of loads of water, 6000 gallons to a load, used for street watering 2040 or 1,224,000 gallons. Before the Central Stable was established, the hay used by the Town Teams was paid for the year following its use. This year we have paid for the hay up to Dec. 31, 1908, two years supply being charged to each team, which makes their total expense larger than usual.

This department was authorized to expend $50 more than the March appropriation.


REPORT OF BOARD OF HEALTH.


During the year of 1908 the Board of Health has been active in looking after the general sanitary condition of the Town. The old problems of previous years are many of them still with us, and must be dealt with in the future. New problems have also arisen and will doubtless continue to arise. The problem of contagious and infectious diseases is one that is very uncertain in its nature, and the conditions that surround it are liable to effect to a marked degree its reasonable solution when present. Even isolated cases

are at times expensive to handle. To illustrate ; In September a case of Diphtheria occurred in a non-English speaking family. When informed by the physician in attendance that they would have to be quarantined, and also let their boarders go ; and that no one would be allowed to enter or leave the house during the quarantine, they expressed the intention of taking the sick child and going to a neighboring city on the train. They were making arrangements along these lines when the Board of Health appeared upon the scene, They insisted upon their right to do as they pleased, with the result that the Board had to establish and maintain police sur- veillance night and day during the continuance of the disease. An- other instance occurred in which a parent broke quarantine, and took children suffering from Diphtheria, to Boston, on the train. The party was cited into Court and paid a fine for his experiment. The town of Ipswich afterwards received a bill from the city of Bos- ton for caring for the children in the Contagious Hospital.
