From the foregoing Debt Statement of the Treasurer, it will be seen that the cash on hand and various amounts due the town amount to $28461.03. In order that a better ides of the matter may be had, we show in the following table the condition of the treasury so far as it relates to the assets for which there are no outstanding claims.

The Selectmen are greatly pleased to be able to report that the balance in favor of the town is $5,000. larger than last year, the figures this year being $8,861,67 as against $3,929.20 last year. It a sufficient answer to those critics who say that public officials spend all the money they can. It is also evidence that the Select- men have in mind, that they can be of material aid to the Assessors in bringing abcut a reduction of taxes by having on hand this bal- ance to start the year with.


Last year we published a table showing the note indebtedness and what the notes were issued for. We believe that the table should be in each report. Here is the list of outstanding notes, Jan. 1,1909 :

The money due the town for taxes and bills, together with the cach on hand is $8,861.67 more than enough to pay the $18,000 of the tax notes of 1908. We call attention to the fact that $3,500 of the old note indebtedness has been paid this year.


The report of the special committee on highways, recommended the appointment of Joseph A. Huckins as Superintendent of Streets, and that report was adopted by the voters. We reappoint-

ed Mr. Huckins, and we believe that he has done excellent work. We are well aware that it is not possible to do each and every thing suggested by various citizens, and also that there is bound to be differences of opinion as to what is best. The appropriation is not large enough to hire a permanent engineer on the road roller, and it frequently happens that it is impossible to get a good roller man at the time he is wanted. As a result there are criticisms for not using the roller, when as a matter of fact the superintendent is more anxious to use it than his critics are to have him do so. A comparison of the amounts expended in the outlaying districts will show that in nearly every case they were allowed a larger amount than in 1907. The old cry that "under a street superintendent the outlaying districts would be neglected" is disproved.


An examination of the taxes paid by owners of boats. proved that they were paying quite a sum into the treasury. In view of that fact we deemed it fair to do something for their "highway" the river. We purchased an outfit for lighted buoys and contracted for care of the same. As a consequence the river channel was easy to follow night or day from the wharf to Little Neck. As yet we have not heard a single criticism of our plan. Many kind words have been said not only by Ipswich people, but by the large num- ber of summer residents who come to us. The taxes on the boats more than pay the cost.


We have continued to make needed improvements on the in- terior of the Town House without asking for special appropriation. The exterior of the building needs repairing and needs paint also. We recommend a special appropriation for that work.


We extend our thanks to the various town officials and to the citizens in general for their aid and cooperation in making 1908 a successful year. We hope that a study of the facts and figure will convince all that we as your servants have been faithful to the trust imposed in us.

It will be interesting to note what caused the increase of over $20,000 to be raised in 1908.


The following table shows the increased appropriations made by the town meeting over those of 1907.

The above increases, a total of about $10,000., were all voted by the annual meeting on approval of the Finance Committee. T'he state also called for $3300 more than in 1907 and the county $860 more, making a total of over $14,000 increase.


In addition to the increase, the loss of the liquor license money, $5028, made it necessary to raise that amount by taxation, making a total of nearly $20,000 to be added to the taxes of 1908. We desire to point out that your assessors are not responsible, (as some people seem to think), as they are compelled to raise by taxa- tion the sum needed to meet the expenses. We found new property to the value of about $225,000 and with this addition we were able to fix the rate at $18.00., one dollar less than we expected.


The chairman of the assessors made his annual visit to the state corporation tax department this year, and laid claim to $1025. corporation tax which had not been awarded to the town. His claim has been allowed and the cash will be paid to the town in February.


We recommend that in the future direct appropriations be made for each department. The amount to be raised will not be increased by so doing, and the accounts will be in better business form.


The excellent showing made by the town this year, there being a balance of nearly $9000, means a reduction in the tax rate if proper judgment is used in making appropriations.


We recommend that every effort be made to make a substan- tial reduction in the rate.

Gentlemen:


In submitting my annual report I would say that I have not made any progress in the work of renovating and repairing the old records, knowing that our tax rate had taken a big jump I thought best not to incur any expense in that line during the year. I hope to accomplish much in the coming year. I have many volumes to be rebound and some to be repaired. Those to be repaired I shall have done by the Emery Record Preserving Co. of Taunton, Mass., as their work is the most complete and carefully done. When the work is completed I think the Town will have a continuous record from the earliest date to the present except those pages from the earlier records which are LOST, STRAYED or APPROPRIATED.

The town appropriated $11,000 for the Burley School. The notes were sold for $11,140.99. The Burley Fund contributed $7000. making a total of $18,140.99.
