To the Honorable Board of Selectmen :


Your inspector reports the annual inspection ordered by State Cattle Commission of all herds and buildings where same are kept. The killing and burial of four tubercular cows and thirteen horses affected with glanders and farcy.

REPORT OF BOARD OF HEALTH.


Again I appear before you on lettered page after an interim of two years, and by the elective voice of the voters I again enter on the duties of my office.


The work of the year has been a busy one. Work that was needed and not attended to called for immediate action. Early in the year the Board adopted an order forbidding spitting upon our sidewalks and public places, which has been very well complied with.


The keeping of fowl has become a serious and vexed ques- tion. A person will live in the residential part of our village and will build his hen yard up to the street, another will hire a house with hardly any land, then keep a flock and turn them loose to run on his neighbor's land. The writer of this report found a flock of 80 fowl, 22 ducks and 8 geese, and the stench from that yard was unbearable. The worst case of cholera in New Orleans came from a hen yard.


CONTAGIOUS DISEASES.


The year has seen a large number of contagious diseases ; it began in March in the centre and later in the south part of the town. In the fall months the cases have been very prev- alent, with but one death ; fifty-six cases of contagious and infectious disease.


The disease will show itself in a family, the house will be placarded, and in some families it seems, instead of obey-

ing and keeping within their house and away from the public, they start out with a fixed determination to go where they please and when they please.


One person came home and found his house placarded ; he immediately tore the card down. Another undertook to run an open house for her own and the neighbors' children, another thought it of more importance to fumigate her house so her children could attend a dance than the safety of the . public.


A proper regard for themselves and the community in which they live will save in the future much trouble.


The expenses of contagious diseases are heavy enough without the trouble and labor that comes from such conduct.


A man high in authority on sanitary laws attributes the prevalence of contagious diseases to the dry fall and prevail- ing high winds ; the germs of disease that would have decayed in our gutters and open cellars and stables have dried into a fine dust, which has filled the air with microbes. If such is the fact, would it not be well to sprinkle our streets in the fall months and save the health of the people and free our homes from dust ?


In most of our large towns as well as our cities, there is the question of a more careful attention to the care of the schoolhouses in the matter of fumigation, and it is believed by the Board that at least twice in a season the schoolhouses should be fumigated.


The gutters should be kept free from leaves and all accu- mulated matter whereby the stagnant water will tend to in- crease filth. Our village suffers largely from covered drive-

ways. A man will own one horse, and he will want to start from the street and go to his stable on a level, and the more horses a man keeps he will have an open driveway, and in some cases the covered drain remains when no animal has been kept for at least ten years. One-half the year they are filled with sand and the other half they are frozen up and the water runs everywhere but where it is intended for. Some 'action should be taken by the town to have open driveways.


A good many people will make a dumping ground of our gutters, which should be stopped at once, and if every one will give the subject of the cleanliness of our streets a single thought a great good might be accomplished.
