JAMES HENRY HARLOW.
Mr. Harlow was born Sept. 11, 1814, in the house on Thompson street purchased by his grandfather, Cap- tain Jonathan Harlow, about 1780, and afterwards owned by his father, Stephen Harlow. He was educated in the district school and by a private tutor, and at the age of sixteen entered the Washburn store at Muttock as a clerk. This first business experience led to an engagement with his uncle, Maj. Branch Harlow, who was conducting a coasting trade in general merchandise, and he later formed a busi- ness connection with Maj. Ethan Earle, who was the pro- prietor of a dry goods store in the building which then occu- pied the site of the Peirce building, and was also interested in the Plympton cotton factory.
In 1846 Mr. Harlow entered the carriage business, as- sociating himself with Sargent & Goodwin of West Ames- bury, which firm later became Sargent, Harlow & Co. and maintained a large repository in Boston. In this con- nection Mr. Harlow was especially active in introducing and selling his product all over New England and the middle west, and it was in the conduct of his local selling campaign that he acquired an intimate knowledge of Plymouth county, its vicinity and people, which is seldom equalled.
In 1872, Mr. Harlow interested himself in the inception of the Middleborough Savings Bank, and was instrumental in securing the bank's charter, which was granted in March, 1873. He was one of the original incorporators, and was elected a member of the first board of trustees, serving con- tinuously in that capacity until his death. He was also a

member of the board of investment from 1876 to 1904 and served the bank as vice president for 19 years, and as presi- dent for seven years, retiring in 1904 on account of failing health.
Mr. Harlow was always a stanch Republican, and served two years on the state central committee. He was elected to the Massachusetts house of representatives in 1886 and 1887 and was appointed to membership in important com- mittees, notably that on banks and banking, of which he was chairman during his second term. He represented this dis- trict in the state senate in 1889 and 1890, where he was also prominent in financial legislation.
Mr. Harlow was a man of wide acquaintance and broad interests, and was recognized as the possessor of sound judgment and deep penetration.
His genial manner and unfailing courtesy stamped him as a splendid type of the old school gentleman, and these qualities were present in him to the day of his death. He retained in a remarkable degree his grasp upon business affairs and topics of public interest, and his keen perception of the vital point in the matter at issue was unclouded to the last.
Mr. Harlow had been in poor health for about two years, but his condition, aside from his advanced age, had not been such as to give warning of his approaching end. He talked in his usual entertaining manner with callers during the forenoon, and later in the day was about his estate. Pre- sumably feeling poorly, he ascended the stairs to his cham- ber, but collapsed before reaching the bed, and death was practically instantaneous.
Mr. Harlow was a member of the Central Congregational church and of Mayflower Lodge, A. F. & A. M. He is sur- vived by a daughter, Mrs. Maria L. Peirce, his wife, who was Miss Maria L. Deane of Plympton, having died about 30 years ago.

Tax rate $20 20 on $1,000.
The soldiers' exemption law passed late in the session of 1906 resulted in the remittance of taxes to the amount of $2,000.
As the tax books had closed before applications for abate- ments were made it was necessary to issue them afterwards, which accounts for the large amount herein shown.
Had this been adjusted before the tax rate was determined. the rate would have been fifty cents higher in consequence ..

A franchise has been granted to the Old Colony Street Railway Co. to carry freight through the town and to the Southern Massachusetts Telephone Co. to lay and maintain underground conduits in Plymouth, Pleasant, Centre and Bedford streets from the Bridgewater line to School street.
Permission to transport intoxicating liquors within the. town has been granted to the N. Y. & B. D. Ex. Co. only.
On January 1st, 1907, the County Commissioners signed a decree relocating Grove street, between the railroad bridge and the Taunton road, and gave the town until October 1st, 1908, to construct the same.
Its length is about one mile.
On February 6th, 1906, the County Commissioners signed a decree relocating Pine street, between Wareham street and the Carver line. a distance of two and one half miles, and gave the town until December 1st, 1907, to construct the same.
In case the town fails to execute their decree within the time specified, the law compels the Commissioners to do so, and to assess the cost upon the town.
In this event the Commissioners would complete the entire length of road in one year, and the cost to the town would be large.
For this reason, provision should be made whereby the town may build some of this road during the current year.
The Selectmen have laid out no town roads during the year, but have a petition before them, asking that a way be laid out across the railroad near the Geo. E. Keith Co. 's factory.

The town is now a party to but one law suit, the suit against the City of Taunton for loss of the surplus waters of Lake Assawampsett; the case of the Marinette Gas Engine Co. having been non-suited.
The case against G. M. Quirk & Co., in which the town has an indirect interest, has not advanced.
The debt limit of the town January 1st, 1907, was $126,497.73.
The net debt was $105,050.00, and the borrowing capacity, therefore, $21,447.73.
The municipal light debt of $79,200.00 added to the net debt, gives $184,250.00 as the gross debt of the town.
