The choice was Alvin C. Howes, who was immediately sworn.
It was voted that the Treasurer under the direction of the Selectmen be authorized to hire not more than $45,000 in anticipation of taxes.
That the Town Clerk be directed to cast one vote for the present committee on appropriations and that the commit- tee have their powers increased, so that they may investigate the accounts of any department of the town.
The committee voted for is Chester E. Weston, George W. Stetson, Charles N. Atwood, Augustus Pratt, Granville F. Tillson and Amos H. Eaton.

Voted :- That the sum of $80,239.62 be assessed upon the polls and estates of the town in 1906 and that it be com- mitted and collected in accordance with the by-laws of the town and the Statutes provided for the purpose.
Voted :- To pay the Tree Warden the same salary as last year and that it be taken out of his appropriation.
Voted :- That a committee of five be appointed by the Moderator to further consider the question of greater and better school accommodations with the view of separating the Grammar School from the High School and that the Town

Treasurer is hereby authorized to pay the expenses of said committee in making their report. The Moderator ap- pointed David G. Pratt, William A. Andrews, Joseph E. Beals, Charles N. Atwood and William M. Haskins.
Voted :- That the Superintendent of Streets may at his discretion pay common laborers in his department the sum of $1.75 for nine hours work and double teams $4.25 for the same time. At the adjourned meeting May 23d,
It was voted that another room be finished in the attic of the High School building, to be used as a Physical Laboratory, that the sanitary conditions be improved, that as soon as suitable rooms are provided elsewhere for the Grammar grades the partitions in the large room be removed and the room furnished and fitted for an Assembly Hall.
That the work of fitting the High School building be placed in the hands of the School Committee and that an appropriation, not exceeding $1,000 be made for the pro- posed damages.
That an eight-room school building be built on the School Street lot at once, and that the work be so timed as to con- flict as little as possible with the regular school work; that the building be built of brick and that the building com- mittee who shall be chosen to have charge of the work be authorized to dispose of the old building at such time, and in such manner as in their judgment may be for the best in- terests of the town.
Voted :- That a committee of three, one to be a member of the School Committee, be appointed by the chair to con- struct this building and be authorized to make contracts and order the payment of the same.
The chair appointed David G. Pratt, William A. Andrews and William M. Haskins.
Voted :- That a committee of three persons be chosen to be named by the Moderator and that they be authorized to employ an electrical engineer, or other competent person, not a citizen of Middleboro, who shall examine and make a correct inventory of the entire plant, buildings, machinery, fixtures and all other appliances or property not including the real estate. The person so employed to make an esti- mate to be submitted in writing to the town at an adjourn- ment of this meeting, as to what the plant so inventoried can be reproduced for in money, at the present time, and that the said committee be authorized to expend a sum of

money not exceeding $75 for such purpose. Also that this' committee be authorized to employ an expert accountant, not a citizen of Middleboro, who shall make a careful ex- amination of the books and vouchers of the Middleboro Gas and Electric plant, and report thereon as follows: The method of keeping the accounts from the outset in 1894, to the present time, whether by double-entry bookkeeping, or otherwise, and whether a correct and intelligible trial bal- ance could have been or can now be taken from the ledgers. By whom the purchases of supplies for the general transac- tion of the business of the plant have been made during the past nine years, and the names of the business houses from which purchases have been made. Whether the bank ac- count has stood, and now stands, in the names of the Com- missioners or in the name of the manager. The amount of cash on hand, the amount and nature of bills payable and bills receivable, and a list of all delinquent users of both Gas and Electricity, and the amounts due from them, both of this date (May 23d) and of the date of examination. All inequalities, if any, in the charging of customers for Gas and Electric lighting, due to the Gas or light being metered in one case and not in another, or to any other cause or causes. All evidence, if any, of the selling of Electric light for stated sums, for stated periods, and all information possi- ble, concerning the method of charging for Gas lighting. . This report to be made in writing and submitted to the town at an adjournment of this meeting, by the aforesaid commit- tee, who shall be authorized to expend a sum not exceeding one hundred and fifty dollars, for the payment for services of such accountant.
The Moderator appointed George Fox Tucker, Elisha T. Jenks and Carlton W. Maxim.
Voted :- That the offer of the owners to sell to the town, the Gas Engine now installed at the station for two thousand dollars, be referred to the same committee.
June 6.
Voted :- That the money appropriated for the repair of sewers be raised by four notes, three each of $1,000, one payable Nov. 1, 1906, one Nov. 1. 1907. one Nov. 1, 1908, and that the fourth note be for an amount sufficient to pay the balance of the cost of the repair of the sewer, but not to

exceed $1,000, and to be payable Nov. 1, 1909. Said note to be given by the Town Treasurer after the approval of the Selectmen.
Voted :- That for the purpose of carrying into effect the votes in relation to building a new school house and making alterations in the High School building, the Treasurer be authorized to hire under the direction of the Selectmen, the sum of $33,000 to be denominated "School House Loan, " and that for the same, twenty notes of the town be issued, signed by the Treasurer, countersigned by the Selectmen, each for the sum of $1,650, payable in from one to twenty years from date of issue, and bearing interest at a rate not exceeding 4 per cent. per annum.
Voted :- To pay the Moderator the sum of $35 for his ser- vices during the year.
Mr. Geo. F. Tucker read the report of his committee and of the experts which are on file in the office of the Town Clerk.
Voted :- To refer the above report to the same committee with instructions to present at the adjourned meeting necessary details and figures to enable the voters to take definite action to put the same into effect. if they so decide. and that said committee be authorized to make any ad- ditional recommendations they may consider advisable or necessary to place the Gas and Electric plant in proper con- dition.
June 13.
Mr. Geo. F. Tucker read the report of the committee and the report was accepted. A motion to add to the committee the members of the Municipal Light Board was lost. The report was as follows :
"Your committee instructed at the adjourned meeting report :
We advise and recommend as to the Gas plant that for the present a meter be installed for keeping records of all gas made and passing out, that all gas used by customers be metered and that the contract system be abandoned.
We further advise and recommend at the present time the following repairs. changes and additions at the Electric plant.

We advise and recommend the installing of two gas en- ' gines amounting to 225 H. P. in addition to the Westing- house engine already installed.
Also a 300 H. P. producer gas plant.
Also a 150 K. W. 3 phase generator.
Also an improved switch board of sufficient capacity to provide for the station when it has reached its maximum growth.
We advise and recommend the appropriation of a sum not to exceed $20,000, such part thereof only to be used as may be necessary for carrying the above recommendations into effect.
We further advise and recommend that the contract sys- tem as to electric lighting be abandoned.
We advise and recommend that the practice of inside wiring and the furnishing of stock for that purpose be also abandoned.
We also recommend that a day service be established for the sale of electric power as soon as practicable.
We also recommend that a committee of three be ap- pointed by the Moderator, to whom shall be entrusted the carrying out of the above recommendations and that the manager of the plant be a member of the committee ex- officio.
The committee later appointed by the chair was: Elisha T. Jenks. Carlton W. Maxim, Geo. Fox Tucker and Geo. A. Philbrook. Mr. Tucker declining to serve, the Moderator appointed Amos H. Eaton to his place.
Voted :- That the matter of the purchase of the Marinette engine be left in the hands of the above committee.
Voted :- That to supply the funds to pay for the repairs and changes to be made on the Gas and Electric plant, the Treasurer of the town, with the approval of the Selectmen, be authorized to issue four notes of $5,000 each, at a rate of interest not to exceed 4 per cent. and payable as follows, and to be called "Additional Municipal Light Loan" ;

Special Town Meeting, May 8.
The Trustees of the Peirce Estate made to the town a proposition to rebuild the Almshouse, which was accepted as follows :
"If the town sees fit to entrust the amount of money re- ceived from insurance in payment of the damage by fire to the Almshouse to a committee to consist of the following- named individuals, viz: Charles N. Atwood, Andrew M. Wood, Carlton W. Maxim, Chester E. Weston, George R. Sampson and George W. Stetson for the purpose of erecting

a new Almshouse upon the farm already owned by the town, in accordance with plans to be satisfactory to the said com- mittee-the trustees under the will of Thomas S. Peirce will pay from the funds in their hands, to be expended for the use and benefit of the town of Middleboro, an additional sum sufficient to erect a new Almshouse similar or larger in its capacity and equipment to the one recently destroyed by fire. "
Voted :- To rebuild the Almshouse, and that the work of procuring plans and specifications for the same be confided to the committee named in the letter of the Peirce Trustees.
