The Commonwealth of Massachusetts
Essex ss. To either of the Constables of the Town of Middleton, in the County of Essex :
GREETING :
In the neme of The Commonwealth of Massachusetts, you are hereby directed to notify and warn the In- habitants of said Town, qualified to vote in elections and in Town effeirs, to meet at the Town Hall in said Town on Tuesday, the thirteenth day of March next, at eight o'clock in the evening, then and there to act on the following articles :
ARTICLE 1. To authorize the Selectmen to appoint such other Town Officers as are required to be chosen ennuelly.
ARTICLE 2. To see what ection the Town will teke in regard to the letting of the Town Hall.
ARTICLE 3. To see if the Town will vote to euthorize the Town Treasurer, with the approvel of the Selectmen, to borrow money from tima to time in anticipation of tha revenue of the financial year beginning January 1, 1946, and to issue a note or notes therefor, payeble within one year, and to renaw eny note or notes as may be given for e period of less than one year in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 4. To see what action the Town will taka to defray the Town expenses for the ensuing year.
ARTICLE 6. To see if the Town will vote to trensfer the sum of $439.06 from the Dog Tax Refund to the Librery Fund.
ARTICLE 6. To appropriete a sum of money to make alterations and installations in the Town Hall to conform with the requirements of the Massachusetts Department of Public Safety.
ARTICLE 7. To see if tha Town will vote to authorize the Electric Light Departmant to use the earnings of the department for the ensuing year, agreeable to the petition of the Electric Light Commissioners.
ARTICLE 8. To see if the Town will vote to accept the sum of $5,000.00 from the earnings of the Electric Light Department.
ARTICLE 9. To see if the Town will vote to authorize the Board of Assessors to use such free cash in the Treasury as they, in their best judgment, feel is warranted, end is epproved by the Commissioner of Corpor- etions and Taxation, for the purpose of reducing the tax rete.
ARTICLE 10. To see if the Town will vote to rnise and appropriate the sum of $4,650.00 for the mainte- nance of Chapter 81-Roeds; said money to be used in conjunction with any money which may be allotted by Federal, State or County, or ell, for this purpose.
ARTICLE 11. To see if the Town will vote to raise and appropriate the sum of $1,000.00 for the maintenance of Chapter 90-Roads, the same to be expended in conjunction with the State allotment.
ARTICLE 12. To see if the Town will vote to authorize the expenditure of $2,500.00 from the Road Machinery Fund to maintain equipment.
ARTICLE 13. To see if the Town will vote to raise and appropriate the sum of $1,700.00 to place subway grating on the East Street Bridge or take what other action deemed advisable to make this bridge safe for travel.
ARTICLE 14. To see if the Town will vote to pay the Highway Surveyor n salary of $1, 750.00 per year, this sum to be taken from the various highway appropriations.
ARTICLE 15. To see if the Town will vote to increase the hourly rete of pay now peid to town laborers.
ARTICLE 16. To see what ection the Town will take in regerd to instructing the Highway Surveyor to spend Snow money on accepted streets only, or see what other action the Town wishes to teke.
ARTICLE 17. To sea if the Town wishes to continue the Forest Fire Patrol as has been required by law the last three years.
ARTICLE 18. To see if the Town will vote to raise and appropriete a sum of money to paint the outside of the Old School House and make minor repairs.
ARTICLE 19. To see if the Town will vote to raise and eppropriate a sum of money to peint the exterior of the Town Hall.
ARTICLE 20. To see if the Town will vote to raise and appropriate, or transfer from aveilable funds in the treasury, the sum of $2,000.00 for the purchase of war bonds or other bonds that are legal investments for savings banks, in order to establish a post-war rehabilitation fund, in eccordance with the provisions of Chapter 5, Acts of 1943.
ARTICLE 21. On petition of Lloyd H. Getchell and fifteen others, to see if the Town will vote to heve the following erticle on the ballot at the annual Town Meeting in 1946:
The By-Laws of the Town of Middleton shall be amended by the eddition of the following section to Chapter 1: Beginning et the annuel Town Meeting in 1947, the length of the term of office of Treasurer shall be three years.
ARTICLE 22. To see if the Town will vote to accept 600 feet of Pinedale Roed.
ARTICLE 23. On petition of Charles W. Eeson and eighteen others, to see if the Town will vote to accept Highland Roed leading off Maple Street and appropriate the sum of $300.00 to make the same passable.
ARTICLE 24. To see if the Town will vote to accept Section 3, Chapter 143, General Laws :- Section 3. Every city, except Boston, and every town which accepts this section or has accepted corresponding provisions of earlier laws mey, for the prevention of fire and the preservation of life, health and morels, by ordinences or by-laws consistent with law and applicable throughout the who e or any defined part of its territory, regulate tha inspection, materials, construction, alteretion, repair, height, area, location end use of buildings and other structures within its limits, except such ns are owned or occupied by the United States or by tha Commonwealth, and except bridges, quays and wharves, and may prescribe penalties not exceeding one hundred dollars for every violation of such ordinances or by-laws.
You ere hereby ordered to notify and wern said quallfled voters to meet at the Town Hall, on Mondey, March 19, next for the following purposes, viz : To choose by ballot tha following Town Officers for the ensuing year :
Moderator, Town Clerk, Treasurer, three Selectmen, one member of tha Board of Publle Welfare for three yeers, one Assessor for three years, one member of the School Committee for three years, Highway Surveyor, Tax Collector, Tree Warden, Constable, Superintendent of Burlals, one Electric Light Commissioner for three years, two Trustees of the Flint Publle Library for three yeers, one for two years and one for one year, one Cemetery Commissioner for three years, and one for one year, Custodien of the Town Hall.
The polls will be open at 5:45 A. M. end may be closed at 5:00 P. M.
And you ere directed to serve this Warrant, by posting up attested copies thereof at the Town Hall, Post Office, and Store at Howa Station, in said Town, seven days et least before the time of holding said meeting.
HEREOF FAIL NOT, and make due return of this Werrant, with your doings thereon, to the Town Clerk, at the time and placa of meeting, as eforesaid.
Given under our hands this sixth day of February in the year of our Lord one thousand nine hundred and forty-five.
