Essex ss. To either of the Constables of the Town of Middleton, in the County of Essex :


GREETING :


In the name of The Commonwealth of Massachusetts, you are hereby directed to notify and warn the in- habitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Town Hall in said Town on Tuesday, the fifteenth day of March next, at eight o'clock in the evening, then and there to act on the following articles :


ARTICLE ; 1. To authorize the Selectmen to appoint such other Town Officers as are required to be chosen annually.


ARTICLE 2. , To hear and act on Committee Reports.


ARTICLE 3. To see what action the Town wishes to take on the recommendation of the Planning Board re- garding school facilities.


ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1949, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws. ARTICLE 5. To see what action the Town will take to defray the Town expenses for the ensuing year.


ARTICLE 6. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for Chapter 90 Highway construction on Essex Street : said funds to be used in conjunction with any money which may be alloted by the State and County for this purpose.


ARTICLE 7. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for Chapter 90 Main- tenance said funds to be used with any money which may be alloted by the State for this purpose.


ARTICLE 8. To see if the Town will vote to raise and appropriate the sum of $4,800.00 for Chapter 81- Highway work; such money to be used in conjunction with any money allotted by the State for this pur- pose.


ARTICLE 9 To see if the Town will vote to raise and appropriate the sum of $492.80 for deficit in the Police Department expenses for the year 1948, as follows: rental of automobile $452.80, storage and tow- ing $40.00


ARTICLE 10. To see if the Town will vote to transfer the amount of $495.76 from the Dog Tax Account to the Library Fund.


ARTICLE 11. To see if the Town will authorize the Board of Assessors to use such free cash in the Treasury as they, in their best judgment, feel is warranted, and is approved by the Commissioner of Corporations and Taxation, for the purpose of reducing the tax rate.


ARTICLE 12. On petition of the Highway Surveyor, to see if the Town will vote to increase the salary of the Highway Surveyor by the sum of $14.00 per week during the fiscal year because of increased cost of living. This additional amount to be paid from available Highway Funds.


ARTICLE 13. On petition of the Highway Surveyor, to see if the Town will vote to pay four (4) regular laborer's of the Highway Department the sum $1.10 per hour.


ARTICLE 14. On petition of James W. Peart and twenty-four others, to see if the Town will appropriate the sum of $892.60 from available funds to extend the street lights on Forest Street from Lake Street to the North Reading line, as voted at the Town Meeting of 1948.


ARTICLE 15. On petition of Guy E. Evans and nineteen (19) others, to see if the Town will appropriate an amount of money to purchase land along Forest Street near the North Reading line to be used as a play- ground for children.


ARTICLE 16. On petition of Lillian M. Dow and nineteen (19) others, to see if the Town will vote to improve, gravel and widen, Locust Street from East Street to the Danvers line, and appropriate the sum of $2,000.00 for the same.


ARTICLE 17. On petition of Lena C. Fox and fifteen (15) others, to see if the Town will appropriate a sum of money to remove one side of the stone abutment of the old railroad track and gravel in the low area on Oak Road.


ARTICLE 18. On petition of Elmer L. McIntire and twenty (20) others, to see if the Town will appropriate the sum of $1,505.90 for road work on Riverview Drive; to consist of ledge and loam removal and gravel filll. ARTICLE 19. To see if the Town will vote to rescind the action taken under ARTICLE 21 of the Annua Town Meeting of March 1946, appropriating the sum of $2,000.00 for a Veterans' Homecoming Celebration. ARTICLE 20. To see if the Town will vote to appropriate the sum of $2,000.00 for the Old School Build- ing alterations fund. Such money to be used as provided in ARTICLE 10 of the Special Town Meeting of May 6, 1947.


ARTICLE 21. To see if the Town will vote to provide that the Collector of Taxes shall collect under the title of Town Collector, all accounts due the Town.


ARTICLE 22. To see if the Town wishes to appoint a Committee of five (5) members consisting of one each from the Board of Selectmen, School Committee, Planning Board, Finance Committee and Parent-Teacher Association to consult and work with other towns regarding construction and operation of a Regional High School.


ARTICLE 23. To see what action the Town wishes to take on the proposed Town By-Laws as submitted ac- cording to law, by the Planning Board.


ARTICLE 24. To see what action the Town wishes to take on the proposed Town Zoning Laws as submitted according to law, by the Planning Board.


To transact any other business that may lawfully come before this meeting.


You are hereby ordered to notify and warn said qualified voters to meet at the Town Hall, on Monday, March 21, next for the following purposes, viz: To choose by ballot the following Town Officers for the ensuing year :


Moderator, Town Clerk, three Selectmen, one member of the Board of Public Welfare for three years, one Assessor for three years, two members of the School Committee for three years, one member for two years, Highway Surveyor, Tax Collector, Tree Warden, Constable, Superintendent of Burials, one Electric Light Com- missioner for three years, two Trustees of the Flint Public Library for three years, one member for two years, one Cemetery Commissioner for three years, Custodian of the Town Hall, one member for the Planning Board for five years,.


The polls will be open at 6:00 A. M. and shall be closed at 6:00 P. M.


And you are directed to serve this Warrant, by posting up attested copies thereof at the Town Hall, Post Office, and Store at Howe Station, in said Town, seven days at least before the time of holding said meeting.


HEREOF FAIL NOT, and make due return of] this Warrant, with your doing's thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
