The Commonwealth of Massachusetts


Essex ss. To either of the Constables of the Town of Middleton, in the County of Essex :


GREETING :


In the name of The Commonwealth of Massachusetts, you are hereby directed to notify and warn the in- habitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Town Hall in said Middleton on the thirteenth day of March next, at eight o'clock in the evening, then and there to act on the following articles :


ARTICLE 1. To hear and act on Committee Reports.


ARTICLE 2. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1951, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.


ARTICLE 3. To see what action the Town will take to defray the Town expenses for the ensuing year.


ARTICLE 4. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for Chapter 90 High- way construction on Essex Street; said sum to be used in conjunction with any money which may be allotted by the State and County for this purpose.


ARTICLE 5. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for Chapter 90 Maintenance, said funds to be used in conjunction with any money alloted by the State for this purpose.


ARTICLE 6. To see if the Town will vote to raise and appropriate the sum of $4,800.00 for Chapter 81 Highway Maintenance work ; said funds to be used in conjunction with any money which may be al oted by the State for this purpose.


ARTICLE 7. To see if the Town will authorize the Board of Assessors to use such free cash in the Treasury as they, in their best judgment, feel is warranted, and is approved by the Commissioner of Corporations and Taxation, for the purpose of reducing the tax rate.


ARTICLE 8. To see if the Town will vote to raise and appropriate the sum of $1,500.00 to be used jointly with funds appropriated by the Town of Danvers for the repairs of the Green Street Bridge.


ARTICLE 9. To see if the Town will vote to raise and appropriate the sum of $3,000.00 to be expended for a new 2 ton dump truck for the use of the Highway Department. To be purchased by the Board of Selectmen as provided in the By-laws, agreeable to the petition of the Highway Surveyor.


ARTICLE 10. To see if the Town will vote to raise and appropriate a sum of $785.00 which together with the exchange value of the present 1949 Ford Police Car is to be expended for the purchase of a new Police Cruiser for the use of the Police Department, to be purchased by the Board of Selectmen as provided in the By-laws, agreeable to the petition of the Chief of Police.


ARTICLE 11. To see if the Town will vote to raise and appropriate the sum of $200.00 to be expended for the purpose of a stretcher for the use of the Police Department. To be purchased by the Board of Selectmen as provided in the By-laws, agreeable to the petition of the Chief of Police.


ARTICLE 12. On the petition of Joseph Gregory and thirty-one others to see if the Town will raise and appropriate the sum of $90.00 to remove a large tree in front of the property of Thomas Rogers of School Street.


ARTICLE 13. To see what action the Town will take regarding the erection of an Honor Roll and to ap- propriate a sum of money and take whatever other action is necessary.


ARTICLE 14. To see if the Town will vote to raise and appropriate the sum of $750.00 to prepare work- ing plans and specifications with which to ask bids on the construction and equiping a municipal build- ing. After bids are received a Special Town Meeting will be called to request a specific appropriation to cover the cost of the entire project. Also to have the Selectmen prepare a petition to be presented to the State Legislature for permission to increase the borrowing capacity of the Town by the sum of $100,000.00 beyond the legal debt limit now imposed on the Town. Or to take any other action relating thereto, agreeable to the petition of the Committee to Investigate Municipal Building requirements.


To transact any other business that may lawfully come before this meeting.


You are hereby ordered to notify and warn said qualified voters to meet at the Town Hall, on Monday, March 19, next for the following purposes, viz: To choose by ballot the following Town Officers for the ensuing year :


Moderator, Town Clerk, three Selectmen, one Assessor for three years, Town Treasurer for two years, (to fill vacancy of unexpired term) one member of the Board of Public Welfare for three years, Highway Sur- veyor, Tax Collector, Tree Warden, Constable, Superintendent of Burials, one Electric Light Commissioner for three years, two members of the School Committee for three years, one Trustee of the Flint Library for three years, one Cemetery Commissioner for three years, Custodian of Town Hall, one member of the Planning Board for five years. Also to vote on Question No. 1.


"Shall the Town vote to accept the provisions of Section 19B of Chapter 41 of the General Laws and thereby provide permanent tenure for Elmer P. Morrill, the present incumbent in the office of Town Clerk?"

The polls will be open at 7:00 A. M. and shall be closed at 7:00 P. M.


And you are directed to serve this Warrant, by posting up attested copies thereof at the Town Hall, Post Office, and Store at Howe Station, in said Town, seven days at least before the time of holding said meeting.


HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
