Article Three:
On motion of Herbert K. Bartlett, Voted: That the re- ports of the several boards of Officers and Committees of the Town be accepted and placed on file.
Mr. A. Linwood Ellis read the report of the Special Survey and Coordinating Committee, which was accepted and placed on file.
Article Four:
On motion of Herbert K. Bartlett, Voted: That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1949, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Under "Town Hall Maintenance," Mr. James T. Frazier moved to amend by substituting the figure $5,289.50 in place of $4,819.50, and the motion was carried.
Under "Highway Construction and Reconstruction," Mr. James T. Frazier moved to amend by substituting the figure $26,100.00 in place of $17,050.00, but the motion was lost.
Under "Public Welfare Dept.," Mr. Harold G. Roberts moved to amend by substituting $12,869.97 in place of $10,695.00 for Salaries, and $89,075.00 in place of $79,000.00 for Other Expenses, but the motion was lost.
Under "Aid to Dependent Children," Mr. Harold G. Roberts moved to amend by substituting $56,935.00 in place of $50,000.00, but the motion was lost.
Under "Old Age Assistance," Mr. Harold G. Roberts moved to amend by substituting $3,757.88 in place of $3,250.00 for Salaries and $224,243.00 in place of $200,000.00 for Other Expenses, but the motion was lost.
Mr. Nogueira's motion, as amended, was then put before the meeting and carried.
Article Seven:
Voted: That the Town raise and appropriate the sum of $15,321.00 including the dog tax of $1,719.79, in aid of the Plymouth Public Library.
Article Eight:
Voted: That the Town raise and appropriate the sum of $4,281.00 to be expended by the Plymouth Public Li- brary for the Loring Library.
Article Nine:
Voted: That the Town raise and appropriate the sum of $1,050.00 in aid of the Manomet Public Library.

Article Ten:
Voted: That the Town raise and appropriate the sum of $650.00 for the observance of Memorial Day, to be ex- pended under the direction of the Board of Selectmen.
Article Eleven:
Voted: That the Town raise and appropriate the sum of $1,200.00 for the observance of July Fourth, to be ex- pended under the direction of the Board of Selectmen, $150.00 of said amount to be expended for the sponsoring of children's sports.
Article Twelve:
Voted: That the Town raise and appropriate the sum of $600.00 for the observance of Armistice Day, said ap- propriation to be expended under the direction of the Board of Selectmen.
Article Thirteen:
Voted: That the Town raise and appropriate the sum of $300.00 for the observance of Thanksgiving Day, to be expended under the direction of the Board of Selectmen.
Article Fourteen:
Voted: That the Town raise and appropriate the sum of $3,100.00 for the employment of one or more district nurses, said appropriation to be expended under the di- rection of the Board of Selectmen.
Article Fifteen:
Voted: That the Town raise and appropriate the sum of $150.00 for the use of the Plymouth County Trustees for County Aid to Agriculture and choose a Town Di- rector.
On motion of James T. Frazier, Voted: That Robert B. Bowler, Jr., be appointed Town Director of County Aid to Agriculture.

Article Sixteen:
Voted: That the Town authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town fourteen days at least before the sale, property taken by the Town under tax title procedure, provided that the Selectmen, or whomsoever they may authorize to hold such public auction, may reject any bid which they deem inadequate.
Article Seventeen:
Voted: That the Town raise and appropriate the sum of $660.00 for compensation and expenses of the Dog Officer, as required by Chapter 320 of the Acts of 1934.
Article Eighteen:
Voted: That the Town accept nineteen (19) cemetery perpetual care funds, amounting to $6,100.00 received and deposited in the Plymouth Savings Bank in the year 1947 in accordance with the usual votes of the Cemetery Com- missioners and Selectmen, and listed as new funds in the town report for that year.
Article Nineteen:
Voted: That the Town authorize the transfer of $10,- 000.00 from the Reserve from Overlayings of Taxes to the Reserve Account in the hands of the Advisory and Finance Committee.
Article Twenty:
Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $20,000.00 for the improvement of Court Street, under the provisions of Chapter 90 of the General Laws, which provide for con- tributions from the State and County, said contributions to be returned to the Excess and Deficiency Account.

Article Twenty-one:
Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $2,600.00 for the purchase of a tractor and attachments for the Highway Department.
Article Twenty-two:
Voted: That the Town take no action under Article 22.

Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $3,000.00 for the continuation of work on the outfall sewer near the foot of Robbins Lane.
Article Twenty-four:
Voted Unanimously: That the Town accept and allow as a town way, Forest Avenue Extension, southwesterly from Spooner Street, as laid out by the Selectmen and reported to the Town, and to raise and appropriate the sum of $100.00 for land and property damages and ex- penses of acquiring titles.
Article Twenty-five:
Voted: That the Town take no action under Article 25.
Article Twenty-six:
Voted Unanimously: That the Town accept and allow as a town way, the alteration at the corner of South and Mt. Pleasant Streets, as laid out by the Selectmen and reported to the Town, and to raise and appropriate the sum of $100.00 for land and property damages, and ex- penses of acquiring titles.

Article Twenty-seven:
Mr. Joseph H. Nogueira moved: That the Town take no action under Article 27.
Mr. James T. Frazier moved to amend by substituting the following motion: That the Town acquire the right to lay and maintain sewer, water, surface drains and other services in a strip of land as laid out by the Select- men and reported to the Town, over the property of Elsie M. Paty et als., Lawrence J. Stiles, and Harold J. Baru- faldi, and make an appropriation of $250.00 for land and property damages and expenses of acquiring titles, and the motion was carried unanimously.
Mr. Nogueira's motion, as amended, was then put before the meeting and carried.
Article Twenty-eight:
Mr. Joseph H. Nogueira moved: That the Town take no action under Article 28.
Mr. James T. Frazier moved to amend by substituting the following motion: That the Town appropriate the sum of $3,000.00 for the purpose of installing a sewer in the right of way over the property of Elsie M. Paty et als., Lawrence H. Stiles, Robert Emond and Harold J. Baru- faldi, said appropriation to be transferred from the Excess and Deficiency Account, provided said transfer is ap- proved by the Commissioner of Taxation, otherwise said appropriation to come out of the current tax levy. This appropriation to be spent under the Board of Selectmen, and the motion was carried.
Mr. Nogueira's motion, as amended, was then put before the meeting and carried.
Mr. John A. Armstrong moved that Article 37 be taken up next, and the motion was carried.

Article Thirty-seven:
Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $3,000.00, to be spent in conjunction with sums to be provided by the Common- wealth of Massachusetts and the County of Plymouth, for the construction of groins or jetties at White Horse Beach, at locations to be determined by the Director of Public Works, for the prevention of shore erosion along said White Horse Beach.
Article Twenty-nine:
Voted: That the Town take no action under Article 29.
Article Thirty:
Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $5,300.00 for Water Department construction and reconstruction in connection with the new by-pass westerly of the Town, as planned by the Commonwealth.
Article Thirty-one:
Voted: That the Town authorize the Water Commis- sioners to lay and maintain new water mains in Avenues B. and C. and adjacent ways at White Horse Beach, together with fire hydrants, services and other appurte- nances as necessary, and to raise and appropriate, or transfer from available funds, the sum of $10,200.00 there- for.
Article Thirty-two:
Voted: That the Town authorize the Water Commis- sioners to lay and maintain a water main in Margerie Street, westerly from Oak Street, together with fire hy- drants, services and other appurtenances as necessary, and to raise and appropriate, or transfer from available funds, the sum of $3,000.00 therefor.

Article Thirty-three:
Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $1,000.00 for the purchase of a new truck for the Water Department and to authorize the Water Commissioners to dispose of the present automobile used by the Superintendent, purchased in 1940.
Article Thirty-four:
Voted: That the Town authorize the Selectmen to have the necessary repairs made to the seawall along Water Street and to raise and appropriate, or transfer from available funds, the sum of $11,250.00 therefor, to be spent in conjunction with sums to be provided by the State and County, as provided by Chapter 603 of the Acts of 1947; the Town to assume liability as provided by Section 29, Chapter 91, General Laws, for all damages incurred here- under.
Article Thirty-five:
Voted: That the Town assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws for all damages that may be incurred by work to be performed by the Department of Public Works of Massa- chusetts for the improvement, development, maintenance and protection of rivers, harbors, tidewaters and fore- shores, in accordance with Section 11 of Chapter 91 of the General Laws and to authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.
Article Thirty-six:
Voted: That the Town authorize the Selectmen to execute a deed conveying to the Commonwealth of Massachusetts a parcel of land adjacent to Samoset Street, being a portion of the land purchased by the Town for

an addition to the cemetery but as yet undeveloped, and described substantially as follows: An irregular-shaped parcel of land containing about 19,210 sq. ft. on the south- erly side of Samoset Street and bounded on the west by land now or formerly of Michael J. Doyle 274 feet more or less, on the north by said Samoset Street 344 feet more or less, on the south 214 feet more or less and on the east 308 feet more or less, the latter two boundaries being by remaining land of the inhabitants of the Town of Plym- outh; said parcel to be used in connection with the pro- posed construction of the Plymouth By-pass.
Article Thirty-eight:
Voted: That the Town take no action under Article 38.
Article Thirty-nine:
Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $500.00, to be spent in conjunction with funds provided by the State and County, to repair the breakwater at Ellisville; the Town to assume liability as provided by Section 29, Chapter 91, General Laws, for damages incurred hereunder.
Article Forty:
Mr. Joseph H. Nogueira moved: That the Town make no appropriation under this article, but that a committee of five be appointed by the Moderator for further study of this problem.
Dr. E. Harold Donovan moved: That the Town au- thorize the School Committee to employ an architect to prepare plans and specifications for a new elementary schoolhouse in the Cold Spring area and appropriate therefor from the Postwar Rehabilitation Fund the sum of $7,200.00, but the motion was lost.
Mr. Nogueira's motion was then put before the meeting and carried.

Article Forty-one:
Voted: That the Town transfer from the control of the School Department to the control of the Park Department, for purposes of establishing a public playground, a portion of the so-called school lot on Brook Road in Manomet described as follows:
A parcel of land containing 4 acres more or less, being the easterly portion of Lot 13, Plat 45 of the Assessors' Map of the Town of Plymouth, and bounded easterly by Bartlett Brook 280 feet more or less, southerly by land of Frank W. Murray and by land of Leonard E. Wood 730 feet more or less, westerly by other land of the Town of Plymouth 300 feet more or less, and northerly by land of Amber L. Rafferty and Raymond E. Leach 510 feet more or less; together with a right of way leading from Brook Road to the above-described premises; said right of way to lie along the northerly side of said Lot 13 and to be 20 feet wide from Brook Road easterly about 100 feet, and then to flare out gradually until said right of way is about 40 feet wide where it enters the above- described premises and that the Town vote to raise and appropriate the sum of $600.00 to be expended under the direction of the Park Commissioners, for improvement of said parcel of land.
Article Forty-two:
Mr. Joseph H. Nogueira moved: That the Town take no action under Article 42.
Mr. Harry Hadaway moved to amend: That the Town will appropriate the sum of three thousand (3,000) dollars to erect a cement retaining wall along Eel River from the end of the present wall to the Hornblower bridge; said appropriation to be expended under the direction of the Park Commissioners, but the motion was lost.
Mr. Nogueira's motion was then put before the meeting and carried.

Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $1,500.00 to repair the avenues at Stephens Field, to be expended under the direction of the Park Commissioners.

Mr. Joseph H. Nogueira moved: That the Town raise and appropriate, or transfer from available funds, the sum of $3,000.00 to construct two asphalt tennis courts at Stephens Field, to be expended under the direction of the Park Commissioners, but the motion was lost.
Article Forty-seven:
Mr. Joseph H. Nogueira moved: That the Town raise and appropriate, or transfer from available funds, the sum of $1,325.00 for the purchase of a power lawn and tennis court roller for the Park Department, but the mo- tion was lost.
Article Forty-eight:
Voted: That the Town take no action under Article 48.
Article Forty-nine:
Voted: That the Town rescind the vote passed under Article 34 of the warrant of the Annual Town Meeting held March 22, 1946, and make no appropriation.

Voted: That the Town make no appropriation under this article, but that a committee of five be appointed by the Moderator to study the question of workmen's com- pensation and liability insurance in all departments and report their findings by Nov. 1, 1948.
Article Fifty-one:
Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $525.00 for the pur- chase of a chain saw for the Tree Warden's Department.
Article Fifty-two:
Voted: That the Town transfer the sum of $3,500.00 from the proceeds from the sale of cemetery lots and graves, to be expended by the Cemetery Commissioners for the improvement and embellishment of Oak Grove and Vine Hills Cemeteries, for grading Vine Hills Ceme- tery addition and for the improvement and embellishment of Chiltonville, Manomet, Cedarville and South Pond Cemeteries, $2,000.00 of this amount to be used for Oak Grove and Vine Hills Cemeteries, $1,000.00 for the grading of Vine Hills Cemetery addition and $500.00 for the out- lying cemeteries.
Article Fifty-three:
Voted Unanimously: That the Town transfer the sum of $800.00 from the proceeds from the sale of cemetery lots and graves, to be expended by the Cemetery Com- missioners, $300.00 of which shall be for the purchase as an addition to the Cedarville Cemetery of a parcel of land in Cedarville on the easterly side of the County Road, running from Bournedale to Plymouth, and bounded and described substantially as follows: Beginning at the southwest corner of the Cedarville Cemetery on said County Road; thence northeasterly by said cemetery

about 192 feet to the southeast corner of said cemetery; thence southeasterly about 264 feet to a stone post on land now or formerly of Samuel H. Swift; thence southwesterly about 310 feet to another post; thence westerly about 148 feet to a pile of stones on said County Road; thence north- erly by said County Road about 350 feet to the point of beginning, being the same premises described in a certain deed of Enoch H. Wakefield, Jr., to Lillian W. Kimball, dated March 10, 1899, and recorded in the Plymouth County Registry of Deeds, Book 786, Page 308, and $500.00 for the grading of said land.
Article Fifty-four:
Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $2,100.00 for the purchase of a dump truck for the Cemetery Department.
Article Fifty-five:
Voted Unanimously: That the Town raise and appro- priate the sum of $91.45, of which $65.50 shall be to the Health Department and $25.95 to the Public Welfare Department for the payment of bills contracted in 1947.
Article Fifty-six:
Voted: That the Town raise and appropriate the sum of $386.12 to reimburse Frank Wethers for damage to property caused by a fire at the South Pond Road Dump, as authorized by Chapter 30 of the Acts of 1948.

Voted: That the Town raise and appropriate the sum of $2,500.00 for the purpose of continuing the Survey and Assessors' Plans, to be expended under the direction of the Assessors.
